On November 28, Sichuan Province held a conference on promoting Sichuan's learning and application of the experience of the Green Rural Revival Program in building a beautiful and harmonious countryside that is desirable to live and work in. The conference delivered the spirit of General Secretary Xi Jinping's important instructions on the Program and the spirit of the national on-site promotion meeting for learning and applying the experience of the Program, and deployed the future work of building a beautiful and harmonious countryside that is desirable to live and work in. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Director of the Standing Committee of Sichuan Provincial People's Congress, attended and addressed the conference. Wang Xiaohui pointed out in his speech that the Green Rural Revival Program is a major project personally planned, deployed and promoted by General Secretary Xi Jinping when he worked in Zhejiang Province. Over the past 20 years, the Program has been continuously advanced and upgraded with the times, with its connotation keeping expanding. It has created thousands of beautiful villages, expanded thousands of rural industries, and benefited thousands of farmers. The Program explored a path that starts from improving the rural living environment to comprehensively promote rural revitalization and common prosperity, showing strong vitality and leadership. General Secretary Xi Jinping has repeatedly made important instructions on learning and applying the experience of the Program, and clarified the principles, requirements, objectives, tasks, methods, paths and focuses of learning and applying the experience from a strategic and overall perspective, providing us with fundamental guidance for better completing the work on agriculture, rural areas and rural people, especially the construction of a beautiful and harmonious countryside that is desirable to live and work in. The fourth plenary session of the 12th CPC Sichuan Provincial Committee made a special study on solidly promoting urban-rural integrated development with counties as important breakthrough points and made the corresponding Decision. One of its important contents is learning and applying the experience of Zhejiang's Green Rural Revival Program in promoting the construction of a beautiful and harmonious countryside that is desirable to live and work in. This is a practical effort made by Sichuan to implement the spirit of General Secretary Xi Jinping's important instructions as well as the decisions and plans of the CPC Central Committee. Wang Xiaohui pointed out that the key to learning and applying the experience of the Green Rural Revival Program is to grasp its essence and thoroughly apply the essence in the practice of Sichuan. First, it is necessary to maintain the strategic resolve reflected in the Program. We must persevere, and keep moving forward until our goal is met. We should concentrate our efforts on winning a series of significant "battles" and achieving tangible, accessible and concrete results. At the same time, we must proceed step by step, steadily and persistently, avoid engaging in vanity projects, and prevent frequent policy changes. Second, it is necessary to accurately understand the development ideas contained in the Program. We must take meeting the needs and expectations of the masses as the ultimate goal, and put effort into a few things, about which the masses are very much concerned, and results can be achieved in a few years when work is done, so that rural people can see real changes and have greater senses of gain, happiness and security. Third, it is necessary to accurately understand the systems thinking contained in the Program. We have to follow the law of rural construction when coordinating a new type of urbanization and rural revitalization, and strive to explore a new path for rural revitalization that meets the requirements of Chinese modernization and embodies the characteristics of Sichuan. Fourth, it is necessary to accurately grasp the methods and strategies contained in the Program. Wang Xiaohui pointed out that to promote the construction of a beautiful and harmonious countryside that is desirable to live and work in, Sichuan has made arrangements at the second and fourth plenary sessions of the 12th CPC Sichuan Provincial Committee and the Rural Work Conference of the CPC Sichuan Provincial Committee in light of actual conditions. It is necessary to focus on realizing agricultural and rural modernization in combination with new situations, tasks and requirements, strive to make breakthroughs based on the goals, and accelerate the building of a characteristic modern countryside with complete functions and facilities in Sichuan. To build a livable countryside, we should effectively strengthen infrastructure construction and public service supply, endeavor to achieve high quality, balance, intensiveness and efficiency, and continuously improve accessibility, convenience and people's sense of gain. To build a countryside that is suitable to work in, we have to expedite the building of a modern rural industrial system, build a higher-level "granary of heaven", pay particular attention to local specialties, promote the integrated development of industries, improve the mechanism that brings benefits to farmers and herdsmen, and enhance the quality, efficiency and competitiveness of rural industries as a whole. To build a beautiful and harmonious countryside, we need to promote rural revitalization and primary-level governance through Party building, continuously improve governance and the living environment, promote progress in culture and ethics in rural areas, focus on inheriting and protecting local characteristics, and create a new picture of a beautiful countryside with Bashu charm and local characteristics.

The conference was held in the form of "on-site inspection + teleconference". On the morning of November 28, attendees of the conference were divided into two groups to visit Tielu Village, Weicheng Town, Youxian District of Mianyang City, Niansu Village, Xiaode Town, Mianzhu City of Deyang City, Dongfeng Village, Xinchang Town, Jiajiang County of Leshan City, and Zhuyi Village, Daoming Town, Chongzhou City of Chengdu City. In the afternoon, the conference was held via video link, with access given to authorities at the county level or above. Relevant officials from Chengdu, Jiangyang District of Luzhou City, Zhangguan Town of Huili City in Liangshan Yi Autonomous Prefecture and Yueba Village of Baichao Township in Lizhou District of Guangyuan City exchanged ideas with officials from Sichuan Provincial Department of Finance, Sichuan Provincial Department of Housing and Urban-Rural Development and Sichuan Provincial Department of Agriculture and Rural Affairs.

Provincial officials Yu Lijun, Chen Wei, Zhu Chunxiu, Hu Yun and Liu Chengming, as well as heads of relevant provincial departments, central units in Sichuan, provincial scientific research institutions and state-owned enterprises attended the conference at the main venue.
