Huang Qiang Presides over the Executive Meeting of the People's Government of Sichuan Province

On November 27, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the 19th Executive Meeting of the People's Government of Sichuan Province. At the meeting, all participants discussed and planned the construction of "Top 100 Provincial Central Towns"  and provincial demonstration counties for "construction, management, maintenance and operation of roads in rural areas" in Sichuan.

The meeting evaluated 42 towns, including Pingle Town, Qionglai City, Chengdu, and Hongge Town, Yanbian County, Panzhihua, as "Top 100 Provincial Central Towns" in Sichuan Province. The meeting emphasized the need to thoroughly study and resolutely implement the important instructions made by General Secretary Xi Jinping regarding rural revitalization and during his inspections in Sichuan. According to the requirements of the fourth Plenary Session of the 12th CPC Sichuan Provincial Committee, we should plan for the "Top 100 Provincial Central Towns" from a high starting point, construct them with high quality, and manage them at a high level. We should vigorously promote the integrated development of the primary, secondary and tertiary industries, as well as the integration of agriculture and cultural tourism, and speed up fostering a number of towns featuring robust agriculture, industries and cultural tourism. We should continue to deepen reforms, comprehensively figure out the assets of poverty alleviation projects and the public assets of towns and villages withdrawn and merged after the "two reforms of adjusting villages and towns administrative areas, as well as village-level administrative systems" , establish and improve a long-term operational management mechanism, take multiple measures to make good use of low-productive and idle assets, and effectively promote the transformation of resources into assets and assets into capital. We should strictly implement the requirements of "creating orderly and science-based strategies for agricultural, ecological, and urban areas, designating permanent basic cropland areas, drawing redlines for protecting ecosystems, and delineating boundaries for urban development", and safeguard the fundamental principles of keeping the public ownership of land unchanged, not breaking the red line of cultivated land, and not damaging the interests of farmers. We should adhere to the red line of ecological protection, uphold the cultural roots of rural areas, and enhance the people's sense of gain, happiness and security. We should learn from advanced regions, further optimize and improve the evaluation standard for the high-quality development of "central towns", give full play to the role of evaluation as a "baton", and accelerate the growth of "central towns". We will further leverage the demonstration and leading role, and provide stronger support for consolidating and expanding the achievements of poverty alleviation, promoting rural revitalization, and advancing urban-rural integrated development.

At the meeting, 21 counties (county-level cities and districts) such as Shuangliu District of Chengdu City and Rongxian County of Zigong City were identified as the seventh batch of provincial demonstration counties for "construction, management, maintenance and operation of roads in rural areas" in Sichuan.

It was determined at the meeting to abolish seven regulations released by the People's Government of Sichuan Province, including the Regulations of Sichuan Province on High-speed Railway Safety Management and the Implementation Measures for Salt Industry Management in Sichuan Province.
Some other issues were also discussed at the meeting.
