On November 24, the 2023 Plenary Session of the Leading Group for Rural Work of the CPC Sichuan Provincial Committee was held. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Head of the Leading Group, presided over the meeting and delivered a speech. Wang stressed that it is necessary to thoroughly study and implement General Secretary Xi Jinping's important statements on "agriculture, rural areas and farmers", as well as a series of important instructions on Sichuan's work, conscientiously implement the plans and requirements made by the fourth Plenary Session of the 12th CPC Sichuan Provincial Committee, make all-round efforts to advance rural revitalization, and create a new landscape in the work related to "agriculture, rural areas and farmers" throughout the whole province.

Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee, Governor of the People's Government of Sichuan Province, and Head of the Leading Group, attended the meeting.

At the meeting, all participants thoroughly studied General Secretary Xi Jinping's recent important instructions on "agriculture, rural areas and farmers", Premier Li Qiang's instructions and requirements for advancing farmland water conservancy and high-standard farmland construction, and the spirit of relevant central meetings and documents. Additionally, they listened to reports on the progress of Sichuan's "agriculture, rural areas and farmers" work and the effective connection between consolidating and expanding the achievements of poverty alleviation and promoting rural revitalization throughout the province this year, and reviewed the Promotion Plan of Sichuan Province on Accelerating the Construction of Livable, Business-friendly and Beautiful Rural Areas by Learning and Applying the Experience of Zhejiang's "Green Rural Revival Program" , the Action Plan of Sichuan Province for the Integrated Development of the Primary, Secondary, and Tertiary Industries in Rural Areas , and the Implementation Plan of Sichuan Province for the Construction of a Higher-level "Granary of Heaven" Supported by Science and Technology (2023-2027) . 

Wang Xiaohui affirmed the achievements made in the work of "agriculture, rural areas and farmers" throughout the province this year, and made arrangements for future work. He pointed out that General Secretary Xi Jinping has been highly concerned about the work related to "agriculture, rural areas and farmers". During each inspection tour to Sichuan, he gave important instructions and put forward clear requirements to provide us with fundamental guidelines to ensure smooth work in the domains of "agriculture, rural areas and farmers" in Sichuan. The fourth Plenary Session of the 12th CPC Sichuan Provincial Committee conducted a special study on solidly promoting urban-rural integrated development with counties as important breakthrough points, released the Decision, and emphasized the need to coordinate a new type of urbanization and rural revitalization, focus on addressing the weaknesses in areas such as industry development, living environment and income growth for farmers, vigorously promote "the integration of factors, the integration of industries, the integration of facilities, and the integration of governance", and expedite the establishment of a new type of urban-rural relationship characterized by mutual promotion between industry and agriculture, complementarity between urban and rural areas, coordinated development, and shared prosperity. These significant arrangements embody the important instructions given by General Secretary Xi Jinping and decisions and plans made by the CPC Central Committee in Sichuan, proposing key tasks for us to ensure a good job in "agriculture, rural areas and farmers" in the next step. The whole province should improve political stances, ensure strict implementation of all plans made by the CPC Sichuan Provincial Committee, and accelerate the development of rural revitalization and the modernization of agriculture and rural areas, so as to make greater contributions to writing a new chapter of China's modernization drive in Sichuan.

Wang Xiaohui pointed out that we need to ensure the stable production and supply of important agricultural products such as grain, focus on building a higher-level "granary of heaven" in the new era, take hard measures to protect cultivated land, lay a solid foundation for farmland water conservancy, enhance the comprehensive grain production capacity, coordinate the production, circulation, and supply of important agricultural products including pigs and vegetables, deepen the integrated development of primary, secondary, and tertiary industries in rural areas, accelerate the construction of a modern agricultural production and operation system, continuously improve the comprehensive benefits of modern agriculture, and consolidate the foundation of food security in an all-round way. We need to accelerate the construction of livable, business-friendly and beautiful rural areas, apply the experience learned from the "Green Rural Revival Program", plan and promote several things that have received strong feedback from the public at this stage, that are feasible, and that can yield results in a few years in combination with the actual situations, speed up efforts to bolster the weakness in key areas such as rural infrastructure, public services, living environment and social governance, solidly carry out pilot demonstrations and strive to achieve landmark results as soon as possible, in a bid to make the benefits more tangible and accessible to farmers. We should continue to consolidate and expand the achievements of poverty alleviation, strengthen regular monitoring and assistance, continuously improve the implementation of mechanisms and measures to prevent poverty returning, take multiple measures to expand income-increasing channels, give follow-up support to people who have been relocated from inhospitable areas, implement supportive assistance measures in underdeveloped counties, constantly enhance the self-development capacity of poor areas, and resolutely guard the bottom line to avoid large-scale poverty returning.

Wang Xiaohui pointed out that to effectively deepen the reform in agriculture and rural areas, we must not only strictly implement the "specified actions" outlined by the CPC Central Committee, but also plan and introduce a series of "specific measures" tailored to the unique circumstances of Sichuan. By undertaking comprehensive reforms, we can enhance the momentum for high-quality development of agriculture and rural areas. We need to focus on solving the problem of "who will cultivate the land" and deepen the reform of "separating the ownership, contractual, and management rights" for contracted rural land. We should improve the income guarantee mechanism for grain farmers, develop various forms of moderate-scale operation based on local conditions, enhance profitability and maximize benefits for farmers engaged in grain planting, and encourage new types of agricultural operating entities to increase grain production and achieve successful harvests. We need to focus on the development of new rural collective economies, further reform the rural collective property rights system, perfect the operational mechanism of rural collective economic organizations, improve the rural property-rights transfer and trading system, explore new forms of developing the rural collective economy, and expand the collective economy through various means to increase collective income. We need to further refine the institutional mechanisms that promote the equal exchange and bidirectional flow of urban and rural factors, ensure smooth pilot work of "1+20" urban-rural integrated development reform in counties, and formulate more experience and practices that can be replicated and promoted as soon as possible.
