On the afternoon of November 23, the Western Transformation Center for Advanced Technology Achievements, co-sponsored by the State Administration of Science, Technology and Industry for National Defense (SASTIND) and the People's Government of Sichuan Province was inaugurated in Chengdu, Sichuan Province. Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, Zhang Kejian, Head of SASTIND, and Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Secretary of the CPC Chengdu Municipal Committee, attended the event.

Before the inauguration event, Huang Qiang, Zhang Kejian and other participants visited the National Defense Scientific and Technological Achievements Exhibition at the Western Transformation Center for Advanced Technology Achievements, carefully observed the representative achievements in the development of science, technology and industry for national defense, as well as in the military-civil collaborative innovation, and listened to the report on the overall layout and planning of promoting to construct the transformation system of the national defense scientific and technological achievements based on the Western Transformation Center. Huang expressed his gratitude for the strong support from the SASTIND and relevant central enterprises, colleges and universities, and scientific research institutes. He mentioned that General Secretary Xi Jinping emphasized during his visit to Sichuan that "Sichuan is a strategic hinterland for China's development and holds a unique, key position in the overall development of the country, especially in the implementation of the strategy to develop the western region". General Secretary Xi urged Sichuan to "make simultaneous efforts in sci-tech innovation and achievement transformation". To achieve the goal, we should bear in mind General Secretary Xi Jinping's earnest instructions, work together to establish a "flagship Western Transformation Center" for advanced technology achievements, make good use of the "crucial move" of reform, continue to break through institutional barriers with mechanism innovation, and create a "pioneering field" for exploring a new national system to promote the transformation of achievements. We should reinforce the principal position of enterprises in innovation, give full play to the role of the market, focus on igniting intrinsic motivation, transform more sci-tech innovation achievements into high-quality fruits, speed up occupying "new tracks" in various industries, shape new drivers of growth, and contribute to building a strong national strategic pillar in the new era.

At the event, Zhang Zi, Deputy Head of SASTIND, and Liu Xiaoliu, Member of the Standing Committee of the CPC Chengdu Municipal Committee and Executive Vice Mayor of Chengdu Municipal People's Government, delivered speeches. Zhou Deqiang, Secretary of the CPC Jinniu District Committee in Chengdu, introduced relevant policies that support the transformation of achievements. The Western Transformation Center signed cooperation agreements for the transformation of achievements, settlement agreements, and memorandums of cooperation with relevant central enterprises, scientific research institutes, colleges and universities, and the first batch of settled institutions. The first batch of key achievement transformation projects were signed on site.

At about 16:55, Huang Qiang, Zhang Kejian, Shi Xiaolin and Zhang Jianhua, Deputy Director of the Commission of Science, Technology and Industry for National Defense, jointly unveiled the Western Transformation Center for Advanced Technology Achievements, as well as the Western (Mianyang) Transformation Center and Incubation Bases in Jinniu District and Qingyang District.

The Western Transformation Center for Advanced Technology Achievements, licensed by the SASTIND and set up in Chengdu, is the second national transformation center after the establishment of the Yangtze River Delta National Technological Innovation Center . The Center will be based in Chengdu, Deyang, and Mianyang, focus on serving Sichuan Province and radiate to the western regions of China. It will smooth the channels for achievement transformation, play a synergistic role, and serve as a new engine for sci-tech innovation and industrial upgrading in western China, inject new energy into the high-quality development of the economy and society, and better serve the high-level self-reliance and strength in science and technology.

Relevant persons in charge from the SASTIND, academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering, officials from relevant central enterprises, colleges and universities, and scientific research institutes, heads of relevant departments of Chongqing City, Yunnan Province and Guizhou Province, and heads of relevant Sichuan provincial departments and related municipal departments attended the event.
