On September 26, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the 112th Executive Meeting of the People's Government of Sichuan Province. Huang underlined the efforts to earnestly study and implement the guiding principle of General Secretary Xi Jinping's important speech at the 27th meeting of the Central Commission for Comprehensively Deepening Reform, and study and make arrangements for the work of Sichuan's economic operation, power supply guaranteeing in this winter and the next spring, etc.  

The meeting stressed that General Secretary Xi Jinping's important speech on a new system for mobilizing the resources nationwide to achieve breakthroughs in core technologies in key fields provides Sichuan with important guidance to advance reform in related areas. Sichuan has strong strength in science, education and military. All localities and departments in the province should deeply understand and grasp the strategic intent and strategic thinking of the CPC Central Committee in terms of major reform decisions and champion the spirit of "Two Bombs, One Satellite" and the spirit of our nation's scientists. They need to make plans for reform measures and ensure smooth implementation with a higher stance, a wider vision and greater strength. Besides, they have to continuously remove systemic barriers through institutional innovation and concentrate on breaking through the bottleneck of more key and core technologies, with a view to contributing more to China's self-reliance in science and technology.  

Attendees of the meeting were briefed on the province's economic operation in the first eight months of 2022 and the advice on the next-step work. All relevant departments should fully implement the decisions and plans of the CPC Central Committee and the State Council as well as the work arrangements of the CPC Sichuan Provincial Committee. They must remain committed to the annual goals and tasks with firm confidence and determination, make all-out efforts in the fourth quarter and keep major economic indicators within an appropriate range. They should make great and prompt efforts to implement projects and expand investment, and fully leverage the key role of effective investment. They have to stabilize foreign trade and make greater contributions to sustaining growth. In addition, they must reinforce confidence with holistic measures, and compensate the lost consumption and unleash consumption potential at a faster pace. Besides, relevant departments have to take extraordinary measures to facilitate recovery of all sectors. The industry sector should take the lead in promoting the COVID-19 "bubble" mode and encourage and offer support to enterprises to produce products at full capacity. The service sector needs to promote upgrading and strive for economic recovery in the cultural and tourism industry by making plans for tourism in winter in advance during China's National Day Golden Week in October. The agricultural sector should ensure the grain production of 35.5 billion kilograms. All relevant departments must be able to overcome multiple difficulties and try their best to achieve the best results in coordinating pandemic prevention and control with economic development and construction, post-disaster recovery and reconstruction, and security and stability.  

Relevant departments also need to adopt the "list system + responsibility system" and implement the achievements made during the interaction on related work of the People's Government of Sichuan Province with relevant ministries, commissions and centrally administered State-owned enterprises. They should cooperate closely to strengthen the construction of coal storage bases and prepare sufficient coal for power generation by all means. They should also vigorously advance the construction of a number of power supply and power grid projects, be fully prepared to meet the peak power supply in this winter and the next spring, and resolutely avoid power rationing. Additionally, relevant departments must strengthen the maintenance and management of thermal power-generating units and other work, and firmly guard the bottom line of safety.  

At the meeting, several documents were reviewed and approved, including Territorial Spatial Planning for the Anning River Basin (2022-2035), Implementation Opinions on Accelerating the Construction of a Province with Strength in Sports in the New Era, and Notice on Further Improving the Basic Old-age Insurance System for Urban and Rural Residents. Moreover, excellent development zones in the province in 2022 were selected, including Chengdu Hi-tech Industrial Development Zone.  

Other matters were also discussed at the meeting.
