On September 24, Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee, visited Zigong City and Neijiang City for an inspection tour. He stressed the importance to thoroughly study and implement the spirit of General Secretary Xi Jinping's important instructions during his inspection tour of Sichuan, take solid steps to carry out the plans of the work conference of the CPC Sichuan Provincial Committee, efficiently coordinate epidemic prevention and control and economic and social development, go all out in the fourth quarter to accomplish the annual goals and tasks, and make more contributions to the overall economy of the province.  

The whole province is sprinting towards the set annual goals. During the inspection tour, Wang carefully heard the reports of Zigong City and Neijiang City on the implementation of the spirit of the provincial Party committee's work conference, as well as the coordination of epidemic prevention and control and economic and social development, and inspected enterprises at industrial parks and farming conditions on the fields to learn about the two cities' efforts and achievements in promoting economic growth. He noted that since the beginning of this year, in the face of the rare grave and complex situation, the Party committees and governments at all levels have taken the initiative to shoulder their missions, and the Party members and officials have risen to and overcome difficulties, striven for development, fought against the epidemic, and prevented disasters, so as to benefit the people's livelihood and ensure safety. In the fourth quarter, it is a tough task to complete the annual goals and tasks. All localities and departments should earnestly enhance their sense of responsibility, mission and urgency, continue to work hard, spare no efforts in the fourth quarter, move faster to stimulate the growth points, and make due contributions to stabilizing the economic performance and promoting high-quality development in the province. He said that South Sichuan Economic Zone, whose economic size is second only to that of Chengdu Plain Economic Zone, is the second economic growth pole the whole province works to build. Zigong and Neijiang are important parts of South Sichuan Economic Zone. With obvious location advantages and a good development foundation, they should seize the opportunity of the construction of Chengdu-Chongqing economic circle, further identify their positioning in the province's efforts to build a strong metropolitan area and strengthen the growth pole, accelerate the integrated development of the two cities, and actively participate in the construction of the pilot zone for the integrated development of South Sichuan and West Chongqing. In this way, they will further expand the economic size and improve the urban function to promote the coordinated regional development at a high level.  

As Zigong and Neijiang are old industrial cities, it is an important task for them to accelerate industrial transformation and upgrading and promote high-quality development. At Sichuan Dongfang Boiler Group in Zigong City, Wang asked in detail about the production and operation, scientific research innovation, and product production and application of the enterprise. At Tranvic Group, he walked into the blast furnace central control room to observe the vanadium titano-magnetite smelting process in the blast furnace via video link, and affirmed the company's closed-loop production model of "COVID-19 bubbles" in response to the recent resurgence of infection cases. Wang encouraged enterprises to continuously meet the market demand, increase input in technology research and development, and further enhance the market share of their products and their competitiveness. In recent years, Zigong has taken the development of general aviation and UAV industry as a strategic starting point to promote the transformation and upgrading of old industrial cities, and achieved remarkable results in advancing the development of industrial clusters. Wang arrived at Zigong Aviation Industrial Park to learn in detail about the planning and construction of the park, the settlement of enterprises, and industrial development. He visited the enterprises in the park to watch the display and trial flight of UAV products, and asked about the research and development, production, and application of products. He said that a new round of scientific and technological revolution and industrial revolution is both a new test and a new opportunity for old industrial cities. They should highlight the leading role of new industrialization, boost traditional advantageous industries through digitalization, foster and strengthen a number of emerging industries of strategic importance, accelerate industrial transformation and upgrading, and strive to achieve development with higher quality, better benefits and better structure.

During the Autumnal Equinox, the fig modern agricultural park in Weiyuan County, Neijiang City presented a busy scene of harvest, ploughing and sowing. The park features popular science demonstration, agriculture-tourism integration, the recycling model of planting and breeding, and compound cultivation of grain and economic crops. Wang went there to learn about the planning and construction of the park and the development of characteristic industries. He stepped into the planting base to communicate with the owners of the park, asking about the harvest benefit of fig, soybean and broad bean intercropping and the effect of promoting agriculture and increasing the income of farmers. He hoped that the park should seize the opportunity of implementing the rural revitalization strategy, make more efforts in the promotion and application of agricultural science and technology, and improve the comprehensive utilization efficiency of cultivated land. While strengthening the advantages and the characteristics, the park should ensure the stable and increased production of grain. He noted that urban-rural integration is essential for the implementation of the rural revitalization strategy. With the goal of narrowing the gap between urban and rural development, we should promote the free flow of urban and rural factors and the rational allocation of public resources, build new urban and rural forms, move faster to make up for shortcomings in agricultural development, and continuously increase the income of farmers. Cities should enhance their own functions and then support the development of the countryside. Zigong and Neijiang are among the first batch of pilot cities for urban renewal in Sichuan. They should make good use of supportive policies to carry out pilot work, explore sustainable models of urban renewal, revitalize cities, and further enhance the ability to serve rural areas and drive surrounding areas.
