On September 21, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the 111th Executive Meeting of the People's Government of Sichuan Province to carefully study and implement the spirit of General Secretary Xi Jinping's important instructions on work safety, and analyze and plan the implementation measures in Sichuan Province.  

At the meeting, relevant departments and units reported on the lessons learned from recent domestic work safety accidents and suggestions for the next step. It was noted that as the National Day and the Party's 20th National Congress are approaching, ensuring social security and stability is a top priority. All localities and departments should clearly understand the extreme importance of doing a good job in work safety from a political perspective, conscientiously study, deeply understand and resolutely implement the spirit of General Secretary Xi Jinping's important instructions on work safety, and closely align our thoughts and actions with the decisions and plans of the CPC Central Committee and the State Council. We should fully carry out the requirements of the meeting of the Standing Committee of the CPC Sichuan Provincial Committee and the provincial teleconference on work safety, always adhere to the principle of "putting people and life first", firmly keep in mind the worst-case scenarios, learn the lessons of recent major and serious work safety accidents in China, and investigate and close loopholes. We should make every effort to deliver a satisfactory performance in safety precautions, resolutely curb the frequent occurrence of safety accidents, put an end to major and serious accidents, and ensure the safety of people's lives and property.  

It was required that all departments, industries and units should immediately carry out comprehensive self-inspection and self-correction for work safety. If possible, we should promptly remove the risks and hidden dangers found. Otherwise, we should make a standing book, refine measures, and demand a main responsible person's signature for confirmation when the risks and hidden dangers are removed. At the same time, we should continue to improve emergency plans and preventive measures. Based on extreme situations, we will insist on "preventing what we are afraid of", make a list of risk problems and countermeasures, and prepare sufficient emergency materials. Cities (prefectures) should set up comprehensive inspection groups headed by members of the government leadership, and plan and carry out open and secret inspections on work safety in key local areas, industries and enterprises. The Office of Sichuan Provincial Work Safety Committee should establish supervision groups led by the main responsible officials of relevant departments, to carry out on-site supervision and spot checks on the localities' self-inspection and self-correction and inspection arrangement, and urge the implementation of rectification.  

At the meeting, it was stressed that we should resolutely eradicate bureaucratism, formalism and empiricism, and carry out in-depth and on-site inspection and supervision in the principle of "not issuing written notifications, not reminding local governments, not receiving any report, or not accompanied by local officials, but directly inspecting localities and spots". No omissions, blind spots or dead corners shall be found in inspections, and no details, signs or hidden dangers shall be left unattended. We should avoid repeated inspections, carry out a thorough inspection to find out problems at one time, and make continuous efforts until rectification is in place. It is necessary to improve the emergency system. The command systems at all levels should be activated 24 hours a day. The commanders should be further familiar with the emergency plan and process. In case of an emergency, they should not ask for instructions and report at all levels, but take strong countermeasures to deal with it in an orderly, decisive and effective manner. Officials at all levels should be brave to take responsibility and work hard, truly break down safety responsibilities to the minimum working unit, effectively improve the level of work safety, and set the stage for the Party's 20th National Congress with concrete action and results.
