From September 20 to 21, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, visited Liangshan Yi Autonomous Prefecture for an inspection tour, and presided over a symposium on the high-quality development of the Anning River Basin. He stressed that we should thoroughly study and implement the spirit of General Secretary Xi Jinping's important instructions during his inspection tour of Sichuan, conscientiously carry out the arrangements of the work conference of the CPC Sichuan Provincial Committee, and respond actively to the committee's call for all-out efforts in the fourth quarter. We should strengthen confidence, rise to challenges, and take solid steps to coordinate COVID-19 response with economic and social development, and balance development and security imperatives. We should continuously consolidate and expand the achievements of poverty alleviation, advance rural revitalization across the board, make every effort to promote the high-quality development of the Anning River Basin, and do our utmost to accomplish the annual goals and tasks, in a bid to make more contributions to the overall development of the province.
At Atulie'er Village (also known as "Cliff Village"), Guli Town, Zhaojue County, Huang climbed the steel ladder leading to the village, was briefed by the villagers on the great changes from the rattan ladder to the steel ladder and stairs, and inspected the development of navel oranges and other industries. He encouraged them to keep in mind the expectations of General Secretary Xi Jinping, tap into characteristic resources to foster a rural tourism brand, revitalize the assets of poverty alleviation projects, expand the village-level collective economy, and help farmers raise income.

At Butuo Middle School, Huang walked into classrooms, book bars, and student dormitories to understand the situation of teaching and learning. He required that education should be regarded as the fundamental way to prevent poverty from passing down from one generation to the next and achieve long-term development in ethnic minority areas. We should make good use of assistance resources, tell the history of revolution in a way that children understand, and strive to cultivate talent who are equipped with moral grounding, intellectual and physical ability, aesthetic sensibility and work skills. At Rixia Village, Temuli Town, Butuo County, Huang walked into the houses of Jigu Du'e and Long Gang, who have been lifted out of poverty. He asked about their production and life, as well as children's education and employment, praised their practices, such as voluntarily terminating the "arranged betrothal of minors", and encouraged them to consciously eliminate bad customs and make life better with their diligent hands.

At Xichang Modern Agricultural (Grape) Industrial Park, Huang carefully learned about the development of characteristic industries. He also emphasized the need to strengthen the research and development of new varieties and the coordination of grain and economic crops, and vigorously develop high-quality and efficient agriculture. At Taihe Tunnel, the control works of Daqiao Reservoir Irrigation Area Phase II Project, Huang required efforts to promote the early completion and operation of the project on the premise of ensuring safety and quality. On the inspection tour, Huang dropped by the cluster of "Gang Luo Zi" (a steel-structure pool used to store water for fire prevention and control) built in forest areas, requiring its promotion across the province to vigorously improve the ability to "put out fire with water".
On the afternoon of September 21, Huang presided over a symposium on the high-quality development of the Anning River Basin in Xichang City, at which he affirmed the achievements of forest and grassland fire prevention and control, as well as the efforts to promote economic development in Liangshan Prefecture and Panzhihua City. He underscored that we should fully understand the significance of high-quality development in the Anning River Basin, apply the new development philosophy in full, in both letter and spirit, unswervingly pursue high-quality development, seize opportunities, and promote the implementation of the Plan for High-quality Development of the Anning River Basin (2022-2030). We should further improve our political stance, and resolutely focus on three major tasks: food security, no large-scale relapse into poverty and protection of cultivated land. We should strengthen planning and control, minimize the occupation of cultivated land, accelerate the construction of the water resources allocation project in the Anning River Basin, and actively reclaim paddy fields, so as to build "the second Tianfu Granary". Liangshan Prefecture should take consolidating and expanding the achievements of poverty alleviation as the top priority, and promote the stable income increase of people lifted out of poverty through key work-relief projects. We should try to satisfy the major national needs, leverage the advantages of strategic resources such as vanadium-titanium and rare earth, make intensified efforts to achieve breakthroughs in bottleneck research of key technologies, in order to contribute to high-level scientific and technological self-reliance and self-improvement in the country. We should resolutely guard the line of defense against the epidemic, the bottom line of safety and the red line of ecology, effectively prevent the epidemic, stabilize the economy, and ensure safe development, in a bid to set the stage for the Party's 20th National Congress with concrete action and results.
