From September 19 to 20, Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee, made an inspection tour of Suining City, Guang'an City and Dazhou City. He urged the cities to thoroughly study and implement the spirit of General Secretary Xi Jinping's important instructions during his inspection tour in Sichuan, take solid steps to carry out the arrangements of the work conference of the CPC Sichuan Provincial Committee, efficiently coordinate epidemic prevention and control and economic and social development, give top priority to promoting economic growth, go all out in the fourth quarter to catch up and make up for the losses, make every effort to stabilize the economy, and complete the annual goals and tasks of economic and social development.

Guang'an is the hometown of Deng Xiaoping, the chief architect of China's socialist reform, opening-up and modernization drive. Wang arrived at Deng Xiaoping's hometown, where he presented a flower basket and bowed low to the bronze statue of Deng Xiaoping, and planted a tree in the memorial forest. At Deng Xiaoping Former Residence Museum, he visited Deng Xiaoping's former residence, watched the cultural relics on display to commemorate his outstanding merits during the periods of China’s revolution, construction and reform, and was briefed on the protection and utilization of Deng Xiaoping's hometown. Wang noted that Deng Xiaoping's hometown is precious heritage related to the history of the CPC. In the regular and long-term study and education of Party history, Party members and officials should be guided to carry forward the Party’s fine traditions, sustain its revolutionary legacy, and draw on the strength of endeavor, so as to better forge ahead on a new journey and make contributions to the new era. He underscored that the best commemoration of Comrade Deng Xiaoping is to make continued efforts to see reform and opening up through. The whole province should unswervingly promote reform and opening up, especially in key areas, develop a higher-level open economy, move faster to build a new hub for reform and opening up, and continuously inject vitality into Sichuan's economic and social development.
Wang heard the cities' reports on their efforts to carry out the spirit of the provincial Party committee's work conference and advance economic growth, and affirmed the efforts of Suining, Guang'an and Dazhou to facilitate effective investment and industrial development, implement the Double Hundred Projects, and boost the growth of the industrial sector with focus on manufacturing respectively. He noted that as the province faces an arduous task in growing the economy, we must make unremitting efforts to accomplish the annual goals and tasks. With focus on the industries and projects, we should do our utmost to expand demand, launch projects, ensure supply, promote reform and benefit people's livelihood, so as to strive for the best results. He stressed that Suining, Guang'an, and Dazhou, all bordering Chongqing, shoulder important missions in promoting the development of Chengdu-Chongqing economic circle. The cities should further identify their positioning in the province's efforts to build a strong metropolitan area and strengthen the growth pole, work with relevant authorities in Chongqing to strengthen cooperation, vigorously promote the construction and development of the Leading Area for Integrated Development in the Adjacent Regions of Suining City, Sichuan and Tongnan District, Chongqing, Sichuan-Chongqing Gaozhu New Area, and Wanzhou-Dazhou-Kaizhou Demonstration Zone of Sichuan-Chongqing Coordinated Development, actively explore the reform to appropriately separate economic zones from administrative regions, and innovate the model of park co-construction, enclave economy and benefit sharing, in a bid to achieve mutual benefit and common development.

Synchronized industrialization, informatization, urbanization and agricultural modernization in the integrated development of urban and rural areas is an important path to bolster Sichuan's modernization. Wang went to the demonstration base for new materials of the green oil, gas and chemical industry in Daying County, Suining City, where he carefully inquired about the planning and construction of the base, and walked into the chemical enterprises to watch the demonstration of the production line operation control system and check the implementation of environmental protection measures. In addition, he visited the site of SVOLT Energy's power lithium-ion battery project in Suining Economic and Technological Development Zone, where he was briefed on how the enterprise pushes ahead with energy connectivity and Suining's efforts to build an ecosystem, strengthen the industrial chain and facilitate the cluster development of the lithium battery industry. He said that the industrial sector is the cornerstone of economic development that provides strong support for advancing high-quality development. It is necessary to highlight the leading role of new industrialization, make full use of modern information technology, promote the transformation and upgrading of traditional industries, cultivate and expand strategic emerging industries, and continuously improve the industrial support for economic development. At Huayuan Village, Zhongtan Town, Quxian County, Dazhou City, Wang cordially communicated with agricultural technical specialists and base owners to inquire about the construction of high-efficiency compound seed production and breeding bases for corn and soybeans and the utilization of abandoned land. He noted that it is an important task for the whole province to deliver a satisfactory performance in the work concerning agriculture, rural areas and farmers and promote the modernization of agriculture and rural areas. We should encourage the industrial sector to support agriculture and urban areas to support rural areas, pay more attention to the integrated development of urban and rural areas, give priority to rural areas in terms of infrastructure construction, public services and factor mobility, and accelerate the comprehensive revitalization of rural areas, in a bid to make agriculture stronger, farmers richer and rural areas more beautiful. Wang emphasized that synchronized industrialization, informatization, urbanization and agricultural modernization in the integrated development of urban and rural areas are not only the top priority for Sichuan to make up for its weaknesses, but also a long-term move to enhance its advantages and momentum. All localities should carry out creative work in view of the actual situation, and promote the deep integration of informatization and industrialization, the benign interaction between industrialization and urbanization, and the coordination between urbanization and agricultural modernization, to seek for a characteristic path of high-quality development.
Ecological and environmental protection bears on the overall situation of economic and social development. At the Ecological Riverside Park on the north bank of the Qujiang River in Quxian County, Wang inspected the ecological restoration and protection of the basin, stressing the need to firmly uphold the concept that lucid waters and lush mountains are invaluable assets, resolutely fight against pollution, continuously consolidate and improve the quality of the ecological environment, and effectively build an ecological shield in the upper reaches of the Yangtze River and the Yellow River. We should by no means be slack in our pandemic control efforts. After learning that a positive case was recently found in Guang'an District of Guang'an City which is strengthening community transmission control, Wang went to the COVID-19 emergency response headquarters of the city, where he inspected and guided the resurgence response, and urged swift and all-out efforts to cut off the chains of transmission as soon as possible. He noted that as there are still sporadic cases in many parts of the province, epidemic-affected areas should take strict measures to achieve zero community transmission as soon as possible, while other areas should strictly implement regular epidemic prevention and control measures, and continuously consolidate the achievements, in order to create a good environment for economic and social development. Sichuan Province is experiencing a new round of heavy rainfall. Wang underlined during his inspection tour that it is necessary to strengthen the awareness that prevention is better than disaster relief, enhance monitoring and early warning, strictly prevent secondary disasters such as flash floods, landslides and debris flows, and ensure the safety of people's lives and property.
