On June 13, the People's Government of Sichuan Province held an enlarged meeting of the Leading Party Members' Group to convey and study the important instructions made by General Secretary Xi Jinping when he came to Sichuan for inspection and to study the measures implemented by the Leading Party Members' Group of the People's Government of Sichuan Province. Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee, Governor, and Secretary of the Leading Party Members' Group of the People's Government of Sichuan Province, chaired the meeting and made a speech. Members of the Leading Party Members' Group of the People's Government of Sichuan Province and non-communist vice governors of the People's Government of Sichuan Province made speeches respectively. 

It is stressed that General Secretary Xi Jinping fully affirmed the government work in Sichuan during his visit to Sichuan this time. Xi expressed ardent hopes and put forward requirements for the high-quality development of Sichuan, which fully reflected his deep concern for Sichuan and the people of Sichuan. This has inspired and encouraged us. The Leading Party Members' Group of the People's Government of Sichuan Province and Sichuan's government system should think and act in accordance with the spirit of Xi's important instructions and combine the study and implementation of Xi's important instructions with the implementation of the spirit of the 12th Sichuan Provincial Congress of the Communist Party of China. Adhering to the principle of "actions speak louder than words", the government needs to go all out to promote economic and social development, and transform the loyalty and esteem for the leader into a strong impetus to forge ahead, thus preparing for the 20th National Congress of the Communist Party of China with practical actions and good results. The government needs to work hard to turn the grand blueprint drawn by Xi into a reality. 

It is emphasized that Sichuan's government system must guide practice and promote work according to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and implement the new development philosophy in a complete, accurate and comprehensive manner. The government must take economic development as the center and high-quality development as the priority. The government must develop the economy for the people, serve the people wholeheartedly, and be loyal, clean and responsible. The government must resolutely implement Xi's important instructions, prevent and control the epidemic, stabilize the economy, and achieve safe development. All people and vehicles entering Sichuan are subject to inspection. Emergency response should be done immediately. We must put the epidemic under control and be more mindful of potential difficulties. We must ensure national and regional ecological safety and promote economic growth to a reasonable range. We must resolutely implement Xi's important instructions on keeping the red line for arable land from being breached and ensuring food security. We must firmly stop any attempts to use cropland for any purpose other than agriculture and specifically grain production. We must ensure the completion of the production of important agricultural products such as grain, soybeans, and hogs and the construction of high-standard farmland, and create a higher level of "Tianfu Granary" in the new era. We should resolutely implement Xi's important instructions on revering excellent Chinese traditional culture and strengthening cultural self-confidence, drawing nutrients from 5,000 years of excellent traditional culture and drawing wisdom and strength from 100 years of CPC history. We must make good use of the sites and heritage related to the CPC and accelerate the upgrading of tourism. We must resolutely implement Xi's important instructions on strengthening the self-innovation ability and transforming China into a manufacturing power, and vigorously carry forward the spirit of "Two Bombs, One Satellite" and the spirit of "hard work, selfless dedication, unity and cooperation, and innovation". We must strengthen the development of science and technology of strategic significance. Efforts must be accelerated to achieve breakthroughs in key and core technologies. We must make enterprises better and stronger, and contribute to greater self-reliance in science and technology. We must resolutely implement Xi's important instructions on flood control, risk resistance, and disaster relief, rescue and treat the sick and wounded in the Lushan and Maerkang earthquakes, speed up the post-disaster reconstruction, and carry out flood prevention and disaster mitigation with a great sense of responsibility. The most urgent task at present is to resolutely implement Xi's important instructions on ensuring stability in economic growth, employment and people's wellbeing. The government needs to fully implement the 33 specific policies in six areas and Sichuan's policies and measures for stabilizing growth, stabilize market entities, and ensure full employment for college graduates. All government departments need to facilitate the approval of major projects, achieve more solid results, accelerate the economic development in the second quarter, and stabilize the economy.
