Plan for Building Bashu Cultural Tourism Corridor Issued

The Ministry of Culture and Tourism, the National Development and Reform Commission, the Chongqing Municipal People's Government, and the People's Government of Sichuan Province jointly issued the Plan for Building Bashu Cultural Tourism Corridor (hereinafter referred to as "the Plan") the other day. As per the document, by 2025, a mechanism facilitating coordinated development and a spatial pattern featuring "two hubs, three belts, seven areas, and multiple lines" will be built basically for the Bashu Cultural Tourism Corridor; and by 2035, the Bashu Cultural Tourism Corridor will be basically built into a national leader in the development, innovation, and reform of culture and tourism, a national role model for the coordinated development of culture and tourism, and a world-class tourist attraction for leisure tourism. 

Centering on Chongqing's central urban area and Chengdu, the Bashu Cultural Tourism Corridor mainly consists of cities, districts, and counties along the high-speed railways, the expressways, and the Yangtze River system that connect the two places. According to the Plan, it covers Chongqing's central urban area and 27 districts (counties) and Sichuan's 15 cities. Specifically, the 27 districts (counties) in Chongqing include Wanzhou District, Fuling District, Qijiang District, Dazu District, Qianjiang District, Changshou District, Jiangjin District, Hechuan District, Yongchuan District, Nanchuan District, Bishan District, Tongliang District, Tongnan District, Rongchang District, Liangping District, Fengdu County, Dianjiang County, Zhongxian County, and parts of Kaizhou District and Yunyang County; the 15 cities in Sichuan are Chengdu City, Zigong City, Luzhou City, Deyang City, Mianyang City (except Pingwu County and Beichuan County), Suining City, Neijiang City, Leshan City, Nanchong City, Meishan City, Yibin City, Guang'an City, Dazhou City (except Wanyuan City), Ya'an City (except Tianquan County and Baoxing County) and Ziyang City. In total, it covers an area of 185,000 square kilometers and can influence all the places in Chongqing and Sichuan. 

In terms of spatial pattern, the Plan puts forward to take Chongqing's central urban area and Chengdu as two hubs, the "three belts" as connectors, and the "five horizontal and five vertical" tourism lines as a framework to form a large loop line for eco-tourism, promote the cooperative and coordinated development of seven characteristic tourist areas and together develop a spatial pattern featuring "two hubs, three belts, seven areas, and multiple lines". 

Specifically, the "three belts" refers to Chengdu-Chongqing Ancient Road Culture and Tourism Belt, Culture and Tourism Belt for Ecological Conservation in the Upper Reaches of the Yangtze River, and Chengdu-Mianyang-Leshan World Heritage High-quality Tourism Belt; the "seven areas" refers to Coordinated Development Area for Great Emei-Giant Panda Ecological Culture and Tourism, Coordinated Development Area for Ancient Shu Culture and Jialing Landscape Leisure Tourism, Coordinated Development Area for Grotto and Stone Carving Art and Rural Tourism, Coordinated Development Area for Daba Mountains Ecology and Gaoxia Pinghu Tourism, Coordinated Development Area for Wuling Mountains-Wujiang River Basin Ecological Culture and Tourism, Coordinated Development Area for Great Huaying Mountain-Mingyue Mountain Revolutionary Tourism and Green Healthcare, and Coordinated Development Area for Local Folk Culture and River Landscape Tourism; "multiple lines" refers to five horizontal tourism channels (Guangyuan-Bazhong-Dazhou-Wanzhou, Chengdu-Langzhong-Bazhong, Ya'an-Leshan-Zigong-Chongqing, Chongqing-Luzhou-Yibin, and Fuling-Wulong-Qianjiang) and five vertical tourism channels (Wushan-Wanzhou-Qianjiang, Chongqing-Guang'an-Dazhou-Chengkou, Guangyuan-Nanchong-Guang'an-Chongqing, Mianyang-Suining-Neijiang, and Chengdu-Zigong-Yibin). 

Moreover, the Plan also puts forward to develop a culture and tourism consumption destination with Bashu characteristics, create space for high-quality consumption, and support Chongqing and Chengdu to accelerate building themselves into international consumption center cities that focus on Western China, boast nationwide influence, and combine international fashion charm and Bashu cultural characteristics; promote Fuling District, Hechuan District, Leshan City, Ya'an City, Nanchong City and other places to develop culture, leisure, resort, and healthcare as "backyards" of Chengdu and Chongqing; promote Wanzhou District, Jiangjin District, Tongliang District, Zigong City, Neijiang City, and other places to develop consumption cities characterized by specialities, traditional crafts, folk customs and festivals, natural heritage, and other aspects; advance the building of national demonstration cities in culture and tourism consumption and develop national pilot cities in culture and tourism consumption into national demonstration cities in culture and tourism consumption as well as regional center cities in culture and tourism consumption.
