On the morning of April 22, an event to promote the development of Tianfu Central Legal Services District was held in Chengdu. Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, and Gao Jinghong, Vice President of the Supreme People's Court, attended and jointly unveiled the nameplate of Chengdu Intellectual Property Tribunal, Chengdu International Commercial Tribunal, and Chengdu Trial Point of the Fifth Circuit Court of the Supreme People's Court.
Before the event, Huang and Gao visited Tianfu International Conference Center, where they watched the electronic sand table and were briefed on the development progress of Tianfu Central Legal Services District, as well as the overall planning and project attraction of Tianfu Legal Services Island. Huang said that developing Tianfu Central Legal Services District is a major innovative practice of the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province to thoroughly practice Xi Jinping Thought on the Rule of Law and the spirit of his important instruction that "the rule of law is the most favorable environment for business", and an original growth driver reform to promote supply-side structural reform of legal services and foster a law-based business environment. We should seize major opportunities, strengthen the guiding role of planning, speed up the construction of key projects, help the legal services district to shift its focus from "developing a platform and gathering resources" to "upgrading functions and business forms", and move faster to build a first-class legal services highland which is rooted in Sichuan, serves western China, influences the whole country and opens itself to the world, so as to facilitate the high-quality economic and social development of the province through high-level rule of law.
Shi Xiaolin, a member of the Standing Committee of the CPC Sichuan Provincial Committee, and Secretary of the CPC Chengdu Municipal Committee, presided over the event. Deng Yong, a member of the Standing Committee and Secretary of the Commission for Political and Legal Affairs of the CPC Sichuan Provincial Committee, as well as Deputy Director of the Standing Committee of Sichuan Provincial People's Congress, delivered a speech; Wan Fengchao, Mayor of Chengdu Municipal People's Government, introduced the development achievements of Tianfu Central Legal Services District; an officer at the Management Committee of Sichuan Tianfu New Area signed comprehensive cooperation agreements with the representatives of higher education institutions and legal services organizations that decided to settle in Tianfu Central Legal Services District; Feng Jian, Chief Procurator of Sichuan Higher People's Procuratorate, and Mai Yanzhou, Deputy General Manager of China Unicom Group, jointly launched the Smart Justice Sci-tech Innovation Center, Tianfu Central Legal Services Cloud and Tianfu Central Legal Services Chain.
At about 10:20, Huang, Gao, Deng and Wang Shujiang, President of Sichuan Higher People's Court, jointly unveiled the nameplate of Chengdu Intellectual Property Tribunal, Chengdu International Commercial Tribunal, and Chengdu Trial Point of the Fifth Circuit Court of the Supreme People's Court.
Tianfu Central Legal Services District is the first modern legal services cluster whose development is promoted at the provincial level in China. Since its launch on February 5, 2021, it has accelerated the gathering of high-end legal services resources, established the overall functional framework, gradually enhanced the market vitality, and implemented a number of pilot reforms in the judicial field. Its development experience was rated as the only provincial special case of China reform in 2021. It is playing a positive role in improving the development environment, guiding market expectations and driving economic growth.
The attendees also included Wang Jianguo, Party Secretary of Sichuan University, relevant responsible persons of the Supreme People's Court and China Unicom Group, as well as heads of the member units of the leading group of Sichuan Province for the development of Tianfu Central Legal Services District and relevant departments directly under the provincial government.
