On March 31, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the 100th executive meeting of the People's Government of Sichuan Province. The meeting was convened to study and make arrangements for implementing the spirit of the National Two Sessions, putting in place the integrated government services platform, work related to environmental protection, etc.
Attendees of the meeting were briefed on implementing the spirit of the National Two Sessions. The meeting called for all localities and departments to align their thoughts and actions with the decisions and plans of the CPC Central Committee, and act in accordance with the requirements of the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province. They should implement the plans of the Report on the Work of the Government issued by the State Council, shoulder their political responsibility of stabilizing growth, focus on the major goals and tasks for the year, seize the opportunities presented by the major policies at a faster rate, strengthen their efforts to attract investment and maintain steady economic growth, improve people's livelihood and guard against risks with more practical steps, and more earnestly implement the plans, decisions, and arrangements.
The meeting reviewed and approved the Interim Measures of Sichuan Province for the Management of Electronic Certificates and Licenses on the Integrated Government Services Platform and the Interim Measures of Sichuan Province for the Management of Electronic Seals on the Integrated Government Services Platform. It was emphasized that by focusing on the integrated government services platform, Sichuan must promote the cross-department and cross-level connectivity as well as data sharing of the self-built systems of provincial departments, so as to establish a coordinated network for government services. We need to seize such opportunities as developing Chengdu-Chongqing economic circle and Chengdu 2021 FISU World University Games, continue to jointly promote Sichuan-Chongqing inter-regional government services and Chengdu-Deyang-Meishan-Ziyang integrated digital development, strengthen pandemic prevention and control of the Games through digital platforms, and accelerate the building of a digital Sichuan and a smart Chengdu.
The meeting reviewed and approved the Guarantee Measures of Sichuan Province for Tax Collection and Administration. It was stressed that we should apply the policies for both tax reductions and refunds, thoroughly implement all national policies, roll out a number of provincial-level tax-relief measures, introduce a new package of tax-and-fee policies to support enterprises, and maintain the scale of tax-and-fee reductions so that real money can go straight to market players, thus lifting their confidence, resuming expectation and helping them overcome difficulties. Moreover, we must adopt effective measures to guarantee local fiscal revenue, put in place the sharing mechanism for taxpaying data, step up efforts to crack down on tax evasion and tax fraud, and ensure necessary tax reductions, refunds and collection in place.
The meeting reviewed and approved the Incentive and Restraint Measures of Sichuan Province Concerning the Quality of Water Environment and Ambient Air, which specified that the people's governments of all cities (prefectures) will be assessed and ranked in terms of their target and task progress related to the quality of water environment and ambient air. Every year, the provincial government will allocate special funds to provide support, and cities or counties will be fined or rewarded according to the results.
The meeting reviewed and approved the Implementation Plan for Jointly Building a Shipping Center in the Upper Reaches of the Yangtze River (2021-2025), which identified key tasks and projects such as strengthening the modern shipping infrastructure network, building a modern shipping logistics system and a shipping service industry cluster, and establishing an all-round opening-up system for ports.
The meeting reviewed and approved the Reform Implementation Plan of Sichuan Province for Defining the Respective Fiscal Powers and Expenditure Responsibilities of the Provincial and Cities'/Counties' Governments in Public Culture.
Other matters were also discussed at the meeting.
