The video conference on advancing project implementation, attracting investment and stabilizing growth in all high-tech zones across Sichuan was held on April 14. Luo Wen, Member of the Standing Committee of the CPC Sichuan Provincial Committee and Executive Vice Governor of the People's Government of Sichuan Province, attended and addressed the conference.
As pointed out at the conference, over recent years, high-tech zones have become an important carrier for Sichuan to undertake high-quality projects, an increasingly important highland for promoting effective investment, and an important support for stabilizing economic fundamentals. Promoting high-tech zones to advance project implementation, attract investment and stabilize growth is an important approach to achieving the provincial economic development goals of this year. We should pay close attention to the goals and tasks, implement the plans and arrangements, and promote high-tech zones to take the lead in advancing project implementation, attracting investment and stabilizing growth in the province.
The conference emphasized the needs to focus on major projects to improve the industrial chain and innovation chain, strengthen efforts to invite investment, attract industrial-chain-oriented investment, attract investment through businesses and exhibitions, make all-out efforts to invite research institutes to set up branches in high-tech zones, and speed up the transformation, incubation and application of innovations of colleges, universities and institutes. We must focus on business environment improvement and effective investment, step up efforts to reform the market-based allocation of production factors, further deepen reforms to streamline administration and delegate power, improve regulation and upgrade services, and put in place pro-business policies. We should focus on enhancing the market mechanism and fostering enterprises, establish business-oriented mechanisms for applying technological achievements, build a more active sci-tech-finance integrated mechanism, and create a favorable environment for entrepreneurs to grow. We need to take advantage of internal and external resources and strengthen open cooperation, put internal resources to better use, and introduce advanced production capacity and technology from developed regions in eastern China. We should also make full use of external resources, and introduce innovation-driven leading enterprises, base and headquarters projects from abroad. We should optimize the allocation of production factors and boost innovation-driven development, plan industrial chains based on innovation chains, and develop emerging industries while transforming and upgrading traditional industries. We will support the growth of leading enterprises, encourage enterprises to increase investment in R&D, establish innovation consortia in key areas, and accelerate the development of high-value patents and cultivation of high-level talent.
Officials of relevant departments and organizations directly under the provincial government attended the conference on site, and sub-venues were set up in 15 cities and autonomous prefectures.
