On April 12, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People’s Government of Sichuan Province, chaired the 101st Executive Meeting of the People’s Government of Sichuan Province to study and implement the spirit conveyed at symposiums of principal heads from local governments on economic situation, and to study and make arrangements for protection and utilization of natural resources. 

At the meeting, the spirit from symposiums of principal heads from local governments on economic situation was conveyed, and it’s emphasized that we should practically improve respective political stance, stay firm and face up to difficulties, resolutely shoulder major political responsibility in stabilizing growth, have a stronger sense of urgency and seize current key window period of policies to fully implement decisions and plans of the CPC Central Committee and the State Council, target well at goals and tasks and ensure steady economic growth in the whole year. All departments should put more efforts and accelerate respective working pace to put all issued policies into effect as soon as possible, step up to launch supporting policies and measures for economic growth stabilization, advance diversion project from Dadu River to Minjiang River and transformation of major projects into more tangible achievements, so that major projects of overall annual tasks could be completed within the first half of the year. Departments should implement policies of lower tax rates and tax rebates in full scale, spare no effort to issue policies of tax reduction and exemption and urge to take well-rounded supporting measures to make sure that market entities could directly benefit from government’s financial support and tide over their rough time. Departments should also resolutely complete food production, expansion of soybeans growing areas, construction of high-quality farmland and other harsh but essential tasks to secure continuous production and supply of key agricultural products and should establish a scheduling mechanism for economic operation, strengthen investigation, judgment and analysis, raise scheduling frequency, study and provide solutions to any difficulties and problems in a prompt manner to keep economic development steady and sound. 

With Sichuan’s Plans for Protection and Utilization of Natural Resources During the “14th Five-Year Plan” Period reviewed and approved, it’s also underscored at the meeting that all departments should deeply implement the guiding principles of General Secretary Xi Jinping's important instructions, carefully put into practice the instructions and requirements of the central leaders as well as the spirit of the CPC Central Committee's Rural Work Conference, bear in mind the country's most fundamental interests, assign tasks of required cultivated land resources and protected permanent capital farmland level by level to all departments and sign responsibility contracts as a rigid index for strict assessment under one-vote veto system and lifelong accountability system. Based on the accelerating investigations on natural resources in the province, departments should comply with national requirements, formulate supplementary plans for farmland restoration, supervise food production resumption in exceeding farmland out of required area of cultivated land in accordance with laws and regulations, impose bans on misconducts for reaching superficial cultivated land balance, take immediate actions to rectify excessive reduction of farmland in Chengdu Plain Area and investigate irregularities such as using farmland for purposes other than agricultural farming and food production. Departments should also coordinate and advance integrated protection and recovery for mountains, rivers, forests, farmland, lakes, grasslands, deserts, glaciers and snow mountains, form a quality layout of territory space development and protection and a high-level preservation and restoration mechanism for ecosystem, and ramp up the formation of an efficient natural resources’ governance system to show our responsibility for the history and save resources for future generations. 

Opinions on Fulfilling Responsibilities of Governments at County Level to Further Enhance Flood Control and Disaster Reduction in Project Construction Sites was reviewed and approved.

Other matters were also discussed at the meeting.
