This year, Sichuan will work with Chongqing to further expand the scope of human resources sharing in Chengdu-Chongqing economic circle, and explore pilot mutual recognition of work permits for foreign professionals (Category B) in Sichuan-Chongqing Gaozhu New Area, according to the policy interpretation meeting of the Science & Technology Department of Sichuan Province on March 22.

Attracting talent from abroad is an important part of innovation-driven development strategy of revitalizing Sichuan through talent. Last December, the Science & Technology Department of Sichuan Province and Chongqing Municipal Science and Technology Bureau jointly released the Implementation Plan for Mutual Recognition of Work Permits for High-level Foreign Talent in Sichuan-Chongqing Region. It is clearly stated that the mutual recognition of work permits for high-level foreign talent in Sichuan-Chongqing region is applicable for high-level foreign talent (Category A) that apply for re-employment in Chengdu-Chongqing economic circle. High-level foreign talent to be re-employed in Chengdu-Chongqing economic circle only need to fill in the Information Form of Mutual Recognition of Work Permits for High-level Foreign Talent in Sichuan-Chongqing Region before obtaining a work permit with the maximum validity period of five years. No application materials such as certificates of work experience and highest degree (diploma) will be required, thus streamlining application procedures and improving approval efficiency.

According to a relevant official of the Science & Technology Department of Sichuan Province, on the basis of the mutual recognition of work permits for the above mentioned high-level foreign talent (Category A), Sichuan will pilot the reform on the talent development system and mechanism in Sichuan and Chongqing to support the development of the first cross-provincial new area with joint contribution from the two sides. The Science & Technology Department of Sichuan Province will strengthen communication with the relevant authority of Chongqing to jointly explore the pilot mutual recognition of work permits for foreign professionals (Category B) in Sichuan-Chongqing Gaozhu New Area, so as to further expand the scope of human resources sharing.
