On January 5, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the ninth plenary meeting of the provincial government to study and implement the spirit of the Sixth Plenary Session of the 19th CPC Central Committee, the Central Economic Work Conference, and the 10th Plenary Session of the 11th CPC Sichuan Provincial Committee and the Economic Work Conference of the CPC Sichuan Provincial Committee, review the work in 2021, make arrangements for key tasks in 2022, and deliberate the draft Government Work Report.
    The meeting pointed out that in 2021, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at the core and the correct leadership of the CPC Sichuan Provincial Committee, all the governments provincewide earnestly implemented the decisions and plans of the CPC Central Committee and the State Council and the work requirements of the CPC Sichuan Provincial Committee, overcame difficulties and worked hard to make hard-won achievements in all work. There are many challenges and opportunities in 2022. We should always follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, strengthen our confidence and resolve to fight tough battles and solve difficult problems, effectively implement the fundamental policies of the CPC Central Committee and the State Council and the decisions and plans of the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province with a spirit of perseverance, and resolutely accomplish the targets and tasks for this year's economic and social development.
    The meeting stressed that the provincewide governments should closely focus on economic development, take multiple measures and exert more efforts to make sure stability in six key areas and effectively meet six priorities, and promote the "three economic growth drivers" and the coordinated development of the primary, secondary and tertiary industries to ensure steady economic growth. We should seize major national strategic opportunities and policy window period, comprehensively speed up the construction of Chengdu-Chongqing economic circle, further promote innovation-driven high-quality development, orderly push forward with the work of carbon peaking and carbon neutrality, and accelerate the fostering of new advantages of development. We need to make good use of reform and opening up, achieve greater results in removing bottlenecks in development and expanding outbound channels, continue to do a good job in the "second half" of the two reforms, keep deepening reform in key areas, follow through with the 10 measures for advancing opening-up, and accelerate the development of high-level open platforms to fully unleash the vitality of development. We must always put the people first, give priority to employment, take a holistic approach to elderly care and child care, and ensure basic living standards for people in difficulty, move faster to solve problems in social programs, and work hard to address ecological and environmental issues, in a bid to ensure that the people have a stronger sense of fulfillment, happiness and security. We need to think about worst-case scenarios and always remain alert, adopt regular, targeted epidemic countermeasures in a strict and meticulous manner, further take regular steps to prevent and control fires in forests and grasslands, carry out the three-year campaign to improve workplace safety, and work hard to handle risks in the financial and real estate sectors, so as to build a more peaceful Sichuan, firmly guard the bottom line of safety and ensure social stability.
    The meeting called on the governments in the province to strictly strengthen self-improvement and continuously enhance their capacity of politics, delivering good performance in economic work, administering according to law, and resisting corruption and degeneration so as to build a government that the people are satisfied with, embark on a new journey with a higher spirit and a more pragmatic style of work, and welcome the convening of the 20th CPC National Congress and the 12th Sichuan Provincial Party Congress with outstanding achievements.
    Vice Governors attended and made arrangements for the work they are responsible for and the agencies they take charge of and contact. Secretary General and responsible comrades from all the component departments of the People's Government of Sichuan Province attended. Deputy Secretary-General of the People's Government of Sichuan Province, responsible comrades from agencies and organizations directly under the provincial government, relevant organizations under the central government in Sichuan, as well as cities (prefectures) were present at the meeting as non-voting participants. Responsible comrades of relevant organizations were invited to sit in on the meeting.
