Huang Qiang: Beautiful Environment for Booming Sichuan

    On January 4, 2022, China Environment News released the remarks of Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, at the 2021 Symposium about Thoroughly Studying and Implementing Xi Jinping Thought on Ecological Civilization on the front-page. Beautiful Environment for Booming Sichuan

    Our efforts to build an ecological civilization will benefit generations to come. Since the 18th CPC National Congress, General Secretary Xi Jinping, from a strategic perspective to continue to uphold and develop socialism with Chinese characteristics and realize the rejuvenation of the Chinese nation, has advanced theoretical, practical, and institutional innovation in ecological civilization, developed new ideas, new thinking, and new strategies, shaped the Xi Jinping Thought on Ecological Civilization, and opened a new chapter on theories and practices of ecological civilization building. The construction of beautiful China with green mountains, crystal clear waters, and fresh air is sped up, as "building an ecological civilization" has been written into the Constitution of the People's Republic of China, "lucid waters and lush mountains are invaluable assets" has been added to the Constitution of the Communist Party of China, relevant parties are asked to develop and utilize the Central Inspection System for Ecological and Environmental Protection and achieve carbon peaking and carbon neutrality goals, integrated conservation and restoration of mountains, rivers, forests, farmland, lakes, grasslands, deserts, glaciers and snow mountains should be carried out systematically, promotion of well-coordinated environmental conservation and avoidance of excessive development should be put into practice along the Yangtze River Economic Belt, and the Yellow River Basin should lay the emphasis on protection and governance. Xi Jinping Thought on Ecological Civilization will benefit China and shine in the world.

    Sichuan enjoys magnificent mountains, beautiful rivers, and appealing scenery, as an old saying goes like "the most sublime mountains and rivers are in Sichuan". General Secretary Xi Jinping asked us to make great progress in building an ecological civilization, to polish the unique natural landscape and unlock the colorful cultures of the province. We keep those words in mind. With Xi Jinping Thought on Ecological Civilization as the guiding principle to guide and advance practices, we have launched campaigns to fight against pollution, adjust the industrial structure, and conduct inspection by "not issuing written notifications, not reminding local governments, not receiving any report, or not accompanied by local officials, but directly inspecting localities and spots". As a result, we have further solidified the eco-security shield in the upper reaches of the Yangtze River and the Yellow River, and the construction of beautiful Sichuan has celebrated solid strides. In Sichuan, we can enjoy attractive mountains and rivers in diverse shapes. The province not only features Gongga Mountain (the King of Sichuan Mountains), Siguniang Mountain (the Queen of Sichuan Mountains), Jiuzhaigou (Fairy Tale World), Huanglong (Abode of Immortals on Earth), picturesque Ruoergai, and Yading in Daocheng County (the Last Shangri-la), but also the world-renowned beautiful Mount Emei, solitarily tranquil Mount Qingcheng, and perilous Jianmen Pass. In Sichuan, we can enjoy harmoniously-existing living creatures. Over 1,400 rivers flow through the province; more than 70% of its land is covered by luxuriant forests. Sichuan is also one of the world's 34 biodiversity hotspots. The province is home to 150-plus wild animals under State priority conservation, accounting for 39.6% of the national total, ranking first in China. Aside from 1,387 wild giant pandas (74.4% of the national total), it also houses Père David's deer, golden snub-nosed monkeys, black-necked cranes, golden eagles, sea eagles, and other rare animals. Sichuan has nearly 10,000 higher plants, accounting for 1/3 of the national total, ranking second in China. We can see orchids on the plateau, Meconopsis integrifolia (Maxim.) Franch, Cycas panzhihuaensis, and other rare species. The world's largest bamboo forest, Shunan Bamboo Sea, also sits in the province. Sichuan is reputed as "a treasure house of biodiversity", maintaining biodiversity, authenticity, and integrity. Here, I have some stories to share. In 1954, then Chinese Premier Zhou Enlai found some dove trees, which were introduced to Switzerland from Sichuan, when strolling along Lake Geneva. The trees, with dove-like flowers, were favored by European people. After returning to China, Premier Zhou asked relevant departments to attach great importance to the study, protection, and planting of dove trees. In 1869, Father Armand David, a French missionary and naturalist, became the first one to "found" dove trees and giant pandas in Baoxing County, Ya'an City, Sichuan. The second story is about the world's largest ancient cypress forest, known as "100,000 trees along 300 li", on ShuDao between Guangyuan City and Mianyang City. More than 10,000 cypress trees standing here are aged between 1,700 and 2,300 years old. Local people call them "Zhang Fei cypress trees". Thanks to the seven large-scale tree planting activities from the Qin to Ming and Qing dynasties, we now have such a vast land of cypress forest. County magistrates in ancient times should count the number of cypress trees before leaving his post — it might be the earliest forest chief scheme in China. The last I want to mention is the valuable Phoebe zhennan forest in Yingjing County, Ya'an City. Two of them aged over 1,700 years old were even recognized by China Central Television as "China's Most Beautiful Phoebe zhennan trees". All of them consist of the most attractive ecological environment in Sichuan. In Sichuan, we enjoy exceptional advantages in green energy resources. The province's installed hydropower capacity ranks first in China; the construction of a natural gas production base with a capacity of over 100 billion yuan in Sichuan and Chongqing to achieve an oil and gas equivalent to Daqing Oilfield is in full swing; wind power projects in Liangshan produce 11.7 billion kWh of wind power annually; a great deal of photovoltaics remains to be exploited. In conclusion, Sichuan is a potential land of green energy resources.

    A beautiful environment will facilitate the development of Sichuan. We will firmly uphold and faithfully and unremittingly implement Xi Jinping Thought on Ecological Civilization. We should have a strong commitment to the vision that snow and ice, comparable to green mountains and clear water, are also valuable assets that represent true wealth; rectify problems identified by central ecological and environmental protection inspectors; carry out integrated conservation and restoration of mountains, rivers, forests, farmland, lakes, grasslands, deserts, glaciers and snow mountains; achieve carbon peaking and carbon neutrality goals in an orderly manner; catalyze the construction of a pilot area for promoting human-nature harmony and coexistence and green development. Sichuan will shoulder the sacred mission of safeguarding China's ecological security.
