On January 12, Sichuan Cross-College/Research Institute New Pilot R&D Platform was unveiled at Southwest Jiaotong University, marking its start of substantial operations. Luo Wen, member of the Standing Committee of the CPC Sichuan Provincial Committee and Executive Vice Governor of the People's Government of Sichuan Province, attended and addressed the ceremony.
    Luo pointed out that the unveiling of the platform is of great significance for the province to comprehensively promote the deep integration of innovation chain and industry chain, and further boost the innovation-driven high-quality development. More scientific research results will be put into pilot R&D and then wider application at a faster pace, which will help science and technology better empower economic development.
    He stressed the need to focus on gathering innovation resources, pay close attention to the establishment of a pilot R&D alliance, and expand pilot R&D to a diversity of fields in the province; and aim at the development needs of characteristic and competitive industries in Sichuan, and attract a number of scientific research projects with commercialization potential to pilot and incubate their results in Sichuan, so as to drive talent and technology agglomeration through that of projects. Efforts should be made to further improve the pilot R&D platform investment and operation mechanism, assessment mechanism, and mechanisms to allow for errors and ensure no one who has fulfilled their duties will be held liable for anything beyond their control, and explore to establish a pilot R&D cost sharing model in which all parties concerned share capital, risks and benefits. It is necessary to promote the emergence of market players, continuously improve the ability of maturating pilot, and lay a good foundation for enterprise incubation; continue to improve the level of incubation and commercialization, focus on building a whole-chain service system for pilot R&D projects, give greater support to startups, and proactively encourage them to develop and grow in the direction of "specialized, sophisticated, distinctive and innovative enterprises", and make positive contributions to the innovation-driven high-quality development in the province.
    Attendees also included responsible comrades from relevant provincial departments and Chengdu, as well as universities and research institutes.
