In response to the new locally transmitted COVID-19 cases of people who returned to or visited Chengdu, Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee and head of the Anti-COVID-19 Leading Group of the CPC Sichuan Provincial Committee, and Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee, Governor of Sichuan Province, and head of the Leading Group, investigated and guided the epidemic prevention and control in the city, and made further plans and arrangements to resolutely curb the spread of the epidemic on the morning of July 28.

　　At the Emergency Command Center of Chengdu Epidemic Prevention and Control Headquarters, Peng and Huang coordinated epidemiological investigations, nucleic acid testing of relevant personnel, closed management of key communities, and centralized control and quarantine of close contacts. Subsequently, Peng presided over a meeting and heard reports from the health commissions of Chengdu and Sichuan Province on the current situation of and response to the epidemic in Chengdu, the following measures and the overall coordination of the epidemic prevention and control in the whole province.

　　In his speech, Peng said that some confirmed cases, asymptomatic carriers and close contacts linked to the confirmed cases in other parts of China have recently been found in the province. Chengdu has close ties and frequent personnel exchanges with home and abroad, so close attention must be paid to the pandemic. We should have a deep understanding of the severity and complexity of the outbreak resulting from virus carriers in other provinces, take epidemic prevention and control as the overriding task at present, adhere to scientific, precise and orderly prevention and control at different categories, circles and levels, concentrate on priorities, and control the spread of the epidemic with the utmost determination and the most effective measures at the fastest speed, so as to resolutely win the battle against the epidemic. We should carry out precise risk screening and control, strengthen screening and management of people entering and returning to Sichuan from related areas as well as medium- and high-risk areas, make full use of big data and other information technologies and grassroots community networks in track and control, ensure the whole-process health control of the personnel entering the province from those areas, timely conduct epidemiological investigations, quarantine and treatment, precise lockdown, screening and testing around confirmed cases, suspected cases and close contacts, and, based on the travel records of confirmed cases, determine lockdown, controlled and risk areas in a reasonable way to resolutely block the transmission channels of the epidemic.

　　Peng continued that we should further intensify the efforts in testing, carry out nucleic acid testing in key areas against time, expand the scope of nucleic acid testing in an orderly manner, define the methods of nucleic acid testing for different groups, optimize testing procedures and operating standards, accelerate the progress of nucleic acid testing across the board, and screen all close contacts, secondary close contacts and general contacts of confirmed cases. We need to step up the efforts of prevention and control in key venues, strengthen quarantine inspection, environmental disinfection and sanitation improvement with the focus on key places and areas such as crowded public places, cultural and entertainment venues, tourist attractions and ports of entry, strictly implement control measures at quarantine venues around guarding against both human and object carriers, and consolidate gridded management of communities, so as to prevent the spread of the epidemic. It is necessary to strictly prevent nosocomial infection, implement the systems of ensuring services from the beginning to end, reception and treatment and pre-examination triage to febrile patients who might be carriers, seriously screen and assess the risks of nosocomial infection, quickly change the responsibilities of hospitals, wards and medical staff, and immediately organize medical, testing, transport and other forces to work in corresponding posts. It is necessary to fortify the social network for epidemic prevention and control, promote vaccination in an orderly manner, optimize the functions of the Sichuan Tianfu Health Code platform, release information, respond to social concerns, pay attention to health publicity, and unite the entire society in the fight against the epidemic.

　　Peng stressed that the key to winning the current battle of epidemic prevention and control lies in strengthening the fulfilment of responsibilities and forming an overall synergy. We need to strengthen coordination and communication among all sectors, promote information sharing, and guide local governments at all levels to collaborate in prevention and control efforts. Chengdu must firmly give full play to the main role, resolutely take effective measures and actions, and strictly implement the plans for epidemic prevention and control. Sichuan Provincial COVID-19 Emergency Response Headquarters and working groups should strengthen the guidance on the province's epidemic prevention and support for the work of Chengdu, give full play to the role of the expert group, and urge all localities to strictly implement the requirements of "guarding against both imported cases and domestic resurgences" and "guarding against both human and object carriers", so as to firmly defend the hard-won achievements in epidemic prevention and control.
