On July 26, Huang Qiang, Governor of Sichuan Province and Deputy Secretary of the CPC Sichuan Provincial Committee, presided over the 8th plenary meeting of the People's Government of Sichuan Province to learn and implement the important decisions and plans of the CPC Central Committee and the State Council, implement the spirit of the 9th plenary meeting of the 11th CPC Sichuan Provincial Committee, as well as the plans of the 10th meeting of the Finance and Economy Commission of the CPC Sichuan Provincial Committee and the Standing Committee of the CPC Sichuan Provincial Committee, summarize the work in the first half of the year, analyze and judge the current situation, and make arrangements for key work in the second half of 2021.

　　At the meeting, it was pointed out that this year marks the centenary of the Party. In the first half of this year, all localities and government departments firmly followed the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, resolutely implemented the decisions and plans of the CPC Central Committee, the State Council, the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province, earnestly carried out the learning and education of the Party's history, resolutely ensured the bottom line of safety and the red line of protecting the ecosystems, made every effort to build a new engine of high-quality development, continuously enhanced the people's sense of fulfillment and happiness, and promoted the social stability as well as the steady and sound growth of the economy.

　　At the meeting, it was stressed that in the second half of this year, the governments all over the province should take learning and implementing the spirit of General Secretary Xi Jinping's July 1 speech as an important political task, gather the tremendous strength inspired by celebrating the centenary of the Party, work hard to realize the goals and strictly implement the measures, so as to accomplish this year's tasks for economic and social development, and achieve a good start of the 14th Five-Year Plan period. We will further promote the high-standard and high-quality learning and education of the Party's history, protect, manage and utilize the revolutionary resources with all our hearts and efforts, and continuously carry out the campaign of "doing practical work" to resolve the most pressing difficulties and problems that are of great concern to the people. We will coordinate and promote the construction of Chengdu-Chongqing economic circle, effectively enhance the driving force of investment, consumption and international trade, focus on implementing different policies to primary, secondary and tertiary industries, vigorously promote the rural revitalization across the board, and continue to consolidate the foundation of economic recovery with a sound momentum. We will update ideas to drive the development, open wider to deepen reform, move faster to prepare for the provincial open-up and development conference, accelerate the construction of the New International Land-Sea Trade Corridor and other projects, speed up strategic plans for nodes and hubs around the world, continue to stimulate the innovation and creativity of strong institutes and universities, and step up efforts to make breakthroughs in core technologies such as vanadium-titanium and integrated circuit. We must avoid the lack of vigilance, always carry out regular and precise epidemic prevention and control with caution, strictly implement the requirements of wearing masks and scanning codes before entering, and make solid progress in vaccination, so as to win the protracted battle against the epidemic. We need to learn from relevant lessons, revise and improve emergency plans and define responsibilities, formulate contingency plans for extreme weather and catastrophes, prepare materials, strengthen actual combat drills, and coordinate the safety management of hazardous chemicals and coal mines. We will adhere to the rigid fundamental requirement that environmental quality can only get better, not worse, resolutely fight to consolidate and improve eco-environmental quality, prepare for the central government's second round of inspection on eco-environment protection, make solid progress in carbon peak and carbon neutrality, and strive to create Ruoergai National Park with high quality. We will enhance employment services across the board, further strengthen social assistance and security, do a good job in 30 practical matters related to people's wellbeing, and work hard to provide education that the people are satisfied with, make further efforts to build Sichuan into a healthy province with strong sports, so as to guarantee and improve people's wellbeing.

　　The Party members and cadres of all the governments in the province should resolutely respond to the great call of the CPC Central Committee, effectively enhance political judgment, understanding and execution, and conduct practical actions to firmly uphold General Secretary Xi Jinping's core position in both the CPC Central Committee and the CPC as a whole and firmly uphold the CPC Central Committee's authority and its centralized, unified leadership; have the courage to act as a pacesetter, set up the benchmark and lead the Party members and cadres to work together; keep up with the pace of the times, grasp the trend of science and technology, improve the professionalism, and strengthen the investigation and research; adhere to the goal orientation, problem orientation and result orientation, make every effort in strict implementation, put an end to formalism and bureaucratism, and strive to create achievements that are worthy of the people, can stand the test of time, and live up to the expectations of the Party.

Secretary General and heads from all the component departments of the People's Government of Sichuan Province attended. Deputy Secretary-General and Director of General Office of the People's Government of Sichuan Province, heads from agencies and organizations directly under the provincial government, relevant organizations under the central government in Sichuan, as well as cities (prefectures) were present at the meeting as non-voting participants. Heads of relevant organizations were invited to sit in on the meeting.
