A few days ago, Sichuan Communications Administration, Sichuan Provincial Development and Reform Commission, and Sichuan Provincial Economic and Information Department jointly issued Sichuan's Action Plan for 5G Network Construction and Application Development (2021-2023). As per the Action Plan, Sichuan will strive to complete the construction of 150,000 5G base stations by the end of 2023.

　　The Action Plan focuses on the decisions and plans made by the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province on accelerating the construction of new infrastructure. Sichuan will make improvements in terms of the number of 5G base station and the coverage of 5G network within three years, achieve breakthroughs in both depth and breadth of 5G application to major fields, establish double pillars of 5G technological industry and ecosystem, to further form a new pattern of 5G construction and application featuring "improved infrastructure, mutual promotion between supply and demand, innovative integration, and diverse applications".

　　It is also proposed in the Action Plan that by the end of 2023, Sichuan will complete the construction of 150,000 5G base stations and more than 200 virtual private networks (VPNs) for 5G industry, in order to realize a full network coverage both in urban and township areas, a deep coverage for major application scenarios, and a basic coverage in major administrative villages, and make its 5G network scale lead in western China and rank at the first class in the country. Under the Action Plan, an upgrading and transformation will be carried out for more than 200 local area networks (LANs) of industrial internet, with a 5G application penetration rate exceeding 35% among large industrial enterprises; and more than 20 key enterprises will be cultivated to realize a revenue exceeding RMB 150 billion generated from 5G-related industries.

　　To achieve these goals, the Action Plan has proposed six special actions in terms of 5G network capability improvement, 5G + industrial internet, improved infrastructure of 5G industry, innovative development of 5G application ecosystem, 5G integrated application enablement, and enhancement of security assurance, six special projects related to improvement of 5G network supply capacity, integration of 5G + industrial internet, 5G industrial aggregation, cultivation of 5G application ecosystem, 5G + application enablement, and 5G security assurance, and 21 specific works and tasks.
