On June 1, the Joint Conference on Cooperation and Co-construction between the People's Government of Sichuan Province and China Meteorological Administration (CMA) and the signing ceremony of Cooperation Agreement on Jointly Promoting the Quality Development of Sichuan's Meteorological Work were held in Chengdu. Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee, met with Zhuang Guotai, Director of CMA, and his party. The two sides exchanged views on enhancing meteorological infrastructure construction, comprehensively improving capabilities of meteorological monitoring, forecasting and pre-warning, jointly promoting the quality development of meteorological work in Sichuan and other aspects. Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, and Zhuang Guotai, attended the conference and signed the agreement on behalf of their respective sides.

　　Huang Qiang, on behalf of the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province, extended his gratitude to CMA for its careful guidance and great support to Sichuan's meteorological work. He said that Sichuan, being one of the provinces suffering from the most diverse meteorological disasters and seriously affected by natural disasters in China, is embracing unprecedented development opportunities and is in urgent need of delivering higher-level meteorological work to support Sichuan's quality development. The new round of signing of the cooperation agreement between CMA and Sichuan government marks that the cooperation between the two sides is taken to a new higher level. We will carefully fulfill and implement the guiding principles from the important instructions made by General Secretary Xi Jinping on meteorological work and beef up efforts to improve the ability to safeguard the meteorological services in an all-around way. He also hoped that CMA will further deepen its cooperation with Sichuan government by providing stronger support for projects and vigorously supporting the construction of Chengdu-Chongqing economic circle and implement more cooperation projects and pilot more reforms in Sichuan. He also hoped that CMA will carry out construction projects of improving business capacity in southwest China and projects of improving Sichuan's comprehensive capacities in terms of disasters prevention and reduction as soon as possible and including the construction of Chengdu-Chongqing economic circle and its meteorological guarantee ability into national overall planning for meteorological work during the 14th Five-Year Plan period to take Sichuan's comprehensive meteorological strength to a higher level and a leading position in the country.

　　Zhuang Guotai thanked the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province for their high attention, concern and support to the meteorological work. According to him, CMA will deeply fulfill and implement the guiding principles from a series of important instructions made by General Secretary Xi Jinping on meteorological work and Sichuan's work, and further deepen the cooperation between CMA and Sichuan government. Specifically, CMA will drive the building of capabilities in meteorological monitoring, forecasting and pre-warning; enhance meteorological service guarantee capacity for ecological conservation; improve and reinforce the achievements made in poverty alleviation and meteorological service capacity for rural revitalization and food security; strengthen capability construction of artificial weather modification; propel the construction of major meteorological projects during the 14th Five-Year Plan period; safeguard meteorological service for the construction of Chengdu-Chongqing economic circle; consolidate meteorological technological innovation and talents cultivation; improve the quality and efficiency of meteorological service; promote the quality development of Sichuan’s meteorological work during the 14th Five-Year Plan period. He also suggested that efforts be made to maximize the role of the cooperation platform between CMA and Sichuan government, put the cooperative working mechanism into practice, accelerate and promote the implementation of major cooperation projects and strengthen the main responsibilities of Sichuan's meteorological departments to better ensure the high-quality economic and social development as well as people's well-being in Sichuan.

　　Before the conference, Huang Qiang and Zhuang Guotai investigated the work of Sichuan Provincial Meteorological Station, Sichuan Provincial Meteorological Service Center and Sichuan Technological Center for Meteorological Disaster Prevention. Huang Qiang stressed that we should constantly improve the timeliness and accuracy of weather forecasts, strengthen information sharing and explore to set up a reward and punishment mechanism for short-time forecasting and nowcasting to support emergency avoidance.
