Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, inspected work in Panzhihua on June 9, 2021. During his trip, he stressed that we should thoroughly study and put into practice Xi Jinping's thoughts on socialism with Chinese characteristics in the new era, dutifully follow the policies of the CPC Central Committee, the State Council, the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province, work together in a spirit of "hard work, dedication, unity and innovation," leverage Panzhihua's advantage as a resource-rich city, stimulate independent innovation in science and technology, concentrate efforts on major projects and industrial development during the 14th Five Year period, and drive high-quality socio-economic development.

　　"Panzhihua Three-Front Reinforcement Museum" is the most sizable, complete, and diversified museum in China which develops the theme of the three fronts. Huang Qiang admired the relics, documents, pictures and simulated scenes in the museum and carefully read the texts about the background, historical significance, and great achievements of the reinforcement of the three fronts as well as the development history of Panzhihua and its achievements. Huang Qiang pointed out that Panzhihua Three-Front Reinforcement Museum serves as an important site for unveiling the true character of heroic Panzhihua, we must protect and use it to the fullest extent, and graphically tell the stories about the history of the reinforcement of the three fronts and the heroes who worked here.

　　In Pangang Group Research Institute Co., Ltd., Huang Qiang visited the Titanium Steel Joint Laboratory and the Titanium Casting Laboratory, where he was briefed on the efforts to produce high-end talent, technical research and product development. He observed that Pangang should play the role of a "national team," work towards international standards, foster independent innovation and research, and break down technical barriers built by hostile western countries.

　　Huang Qiang also inspected the National Technical Committee in Comprehensive Utilization of V-Bearing Titaniferous Magnetite, the National Quality Inspection and Testing Center for Vanadium-Titanium Products, and the Panzhihua Vanadium-Titanium Resources Development and Utilization Exhibition Hall. He inquired about the distribution and development of vanadium-titanium resources in Panzhihua and the establishment of the standard system for the comprehensive utilization of V-bearing titaniferous magnetite. Huang Qiang emphasized the need to build a standard system across the industry supply chain in addition to making technological breakthroughs so as to drive high-quality industrial development.

　　According to Huang Qiang, Panzhihua should tap its unique revolutionary resources, appeal to party members, cadres and the masses to seek out ideological nutrients and strength in the history of the reinforcement of the three fronts, boost confidence, seize opportunities, carry on the "three-front spirit" in the new era through hard work, and turn what we gain in the learning of and education about party history into a powerful driving force behind high-quality development. Panzhihua should be hard at work breaking down the technological barriers erected by hostile western countries in fields of strategic importance to our country, quickly build a consortium for innovation in the use of vanadium-titanium magnetite, pool resources, make the market vibrant, innovate systems and mechanisms, step up collaborative research on core technologies, improve comprehensive development and utilization, make the shift from a seller of raw materials to one that delivers high-end materials and cutting-edge products, and make due contributions to China's self-reliance in science and technology. Panzhihua should complete the arrangements made by the CPC Sichuan Provincial Committee, speed up the construction of a modern agricultural demonstration base and an international health maintenance and tourism destination, accelerate the planning and construction of major transportation projects such as high-speed rail, do a feasibility study on the development of new energy sources like vanadium and titanium in compliance with the requirements laid down to achieve "emission peak" and "carbon neutrality", implement the 14th Five-Year Plan, and celebrate the 100th anniversary of the founding of the Communist Party of China with major achievements.

　　The inspection team led by Huang Qiang also included Hu Yun, Secretary-General of the People's Government of Sichuan Province, heads of relevant departments of the People's Government of Sichuan Province, and leaders of Panzhihua.
