According to the Sichuan Implementation Plan of the Five-Year Action for Rural Talent Revitalization (2021-2025) recently issued by seven departments including the Organization Department of the CPC Sichuan Provincial Committee, Sichuan will coordinately implement a number of key talent projects for five consecutive years. The goal is to pool talent and intellectual resources at the forefront of industrial development, rural construction, and grassroots governance, providing strong talent support for the start of the rural revitalization under the 14th Five-Year Plan.

　　The relevant person in charge of the Sichuan Provincial Talent Work Office stated that the Plan continues the effective practices in the talent revitalization projects of original deeply impoverished counties, continues to strengthen the prioritized support for key counties in need of assistance, counties that are lifted out of poverty, as well as backward and remote areas, and outlines the "Five Actions" of recruitment and introduction of talent, targeted cultivation, on-the-job training, talent assistance, and talent incentives, including 34 key talent projects. The Plan is designed to play the key role of talent in leading rural development and revitalization, establish and improve long-term mechanisms for guiding various types of outstanding talent to serve rural revitalization, and constantly enhance the internal driving force and sustainability of rural revitalization.

　　Regarding the recruitment and introduction of talent, Sichuan will redouble its efforts in supporting the talent recruitment of grassroots party and government departments, institutions, and enterprises, and continue to implement the plan of undergraduates providing grassroots services. The targeted cultivation action mainly includes the targeted training of undergraduates in urgently needed professions and the substituted post exercitation of thousands of in-demand professionals. As for the on-the-job training, Sichuan will conduct demonstration training for industrial talent, grassroots public service talent, and officials and talent in key areas of rural governance. In terms of talent assistance, Sichuan will continue the selection and dispatch of assistance officials, encourage and guide professionals to provide grassroots services, establish a three-level linkage assistance mechanism for the urgently needed professions, catalyze the establishment of "hospital networks" and "school networks", and launch the activities of technology-driven rural revitalization. As to talent incentives, Sichuan will implement special talent projects at the grassroots level, scientific and technological innovation and entrepreneurship projects, cultivation and support projects of models for rural poverty alleviation and migrant workers returning home to start a business, and establish a "rural culture and tourism talent pool". Localities will be encouraged to roll out special policies to attract and stabilize talent at the grassroots level based on their actual conditions.

　　The implementation of the Plan will be included as a key part in the performance evaluation of the rural revitalization strategy and the assessment of target-oriented responsibility system for talent work. The relevant departments that do not work well and fail to meet the goals as scheduled will be held seriously accountable.
