On April 29, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee, Governor of the People's Government of Sichuan Province and Convener of the Joint Conference, presided over the 4th plenary meeting of the joint conference of Chengdu Plain Economic Zone in order to deeply put in place the strategic decisions and plans made by the CPC Central Committee and the CPC Sichuan Provincial Committee, study and promote key priorities of integrated development in Chengdu Plain Economic Zone, review key tasks in 2021 and integrated development planning during the 14th Five-year Plan period, and make arrangement and deployment for the next step.

　　Sichuan Provincial Development and Reform Commission and Chengdu, Deyang, Mianyang, Suining, Leshan, Ya'an, Meishan, and Ziyang respectively reported their relevant information about the promotion of integrated development in Chengdu Plain Economic Zone and set forth suggestions and plans for the next step. Political documents of List of Key Tasks 2021 for Integrated Development in Chengdu Plain Economic Zone and Plans for Integrated Development in Chengdu Plain Economic Zone During the 14th Five-Year Plan Period were approved in the meeting.

　　During the meeting, it's stressed that all relevant departments should fulfill the new development concept in a complete, precise and comprehensive manner, firmly seize the greatest opportunity of the construction of Chengdu-Chongqing economic circle, and accelerate the promotion of integrated development in Chengdu Plain Economic Zone to guide Chengdu and Chongqing to develop together important growth poles and new driving forces for high-quality development across the country. Besides, the requirements on integration should be carried out on the key priorities to safeguard a good start for further progression. All relevant departments should scientifically formulate schemes of Western (Chengdu) Science City construction and achieve breakthroughs in removing technological bottlenecks; quicken the establishment of electronic information and other advanced manufacturing industrial clusters and make joint efforts to build up Bashu Cultural Tourism Corridor; pay attention to the construction of Chengdu-Dazhou-Wanzhou High-speed Railway, Chengdu-Zigong-Yibin High-speed Railway and other projects as well as the promotion of Ring Expressway and other projects in Chengdu Plain Economic Zone; focus on the establishment of free trade zones and pilot zones for collaborative reform to make Business & Innovation Centre for China-Europe Cooperation (CCEC) play a better role in providing services for China’s national opening-up strategic; and carry out joint campaigns to improve air quality to meet the standards constantly and stably and peak carbon dioxide emissions, striving to boost the sharing of quality public services and resources across the whole region. It’s also required to enhance the interaction between Chengdu and Chongqing metropolitan areas and the synergistic development of five economic regions to lead and encourage regional integrated development, by improving matchmaking and cooperation with Chongqing metropolitan area to co-construct Western (Chengdu) Science City and Western International Financial Center and propel integrated development in adjacent areas; relying on rivers and traffic trunk lines to stimulate the development of other economic zones in Sichuan Province; supporting the first breakthrough made in building a national pilot zone for urban-rural integrated development in Chengdu and carrying out cultivation campaigns to boost development in counties, districts and towns to take the lead in completing planning system for development in towns and villages.

　　It’s required in the meeting that the market should play a decisive role in resources allocation, the local governments should better exert their functions, and high attention should be paid to the leading role of planning to avoid making cities and towns all look the same and stick to the set agenda. Emphasis should be placed on the construction of significant infrastructure by relying on the promotion of early planning. Efforts should be made to create a favorable eco-environment and first-class business environment, protect the ecology of lucid waters and lush mountains and speed up to realize “One Trip At Most” service pattern under the premise of “One E-platform for Handling Government Affairs”. Departments should focus on leading enterprises and accurate investment attraction for major projects, support each other to pool efforts, provide better services for large enterprises, especially the SOEs, and utilize mechanism innovation to fully stimulate the energy for further development. Besides, departments are required to firmly safeguard the bottom line of safety and the ecological red line, carefully implement regular precise epidemic prevention and control, carry out eco-environment protection inspection in a strict, careful, cautious and practical manner, take true and practical actions and fully display the achievements made in reform and development advancement so as to welcome the 100th anniversary of the founding of the Communist Party of China with outstanding achievements.
