With the approval of the CPC Sichuan Provincial Committee and the People’s Government of Sichuan Province, Sichuan Provincial Eco-Environmental Protection Inspection Group started a routine inspection in Chengdu on April 23. On April 29, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee, Governor of the People’s Government of Sichuan Province and the head of the inspection group, visited Chengdu to provide on-site supervision and guidance for provincial eco-environmental protection inspection by taking measures of not issuing early notification, not reminding the local government, not receiving any report and not being accompanied by local officials, but directly conducting an inspection in grassroots and on the spot.

　　Near the Northwest Bridge, the First Ring Road, Jinniu District, Huang noticed that the domestic sewage overflew directly into the Fuhe River through the rainwater outlets. According to the results of sample monitoring, the amount of chemical oxygen demand and ammonia nitrogen, total phosphorus concentration and other indicators of the overflowing sewage greatly exceeded the standards of Grade Ⅲ surface water. Huang required that all relevant departments must deeply find out the source of the issue, carefully analyze the causes, be firmly determined to solve the problem and strengthen the governance on pipe network. Meanwhile, it was also required to carry out a comprehensive screening of the problems emerging in the eco-environment of waste treatment plants across Sichuan Province.

　　In a nameless stacking yard near Dashou Road, Xindu District, messy piles of construction waste, commercial concrete slags and domestic waste have been lying for long. By referring to the satellite map, the site was discovered as clean and unutilized in November 2018. Huang stressed that it’s necessary to coordinate the planning and construction of solid waste treatment facilities, regulate solid waste treatment and take effective measures to practically prevent dust and other pollutants.

　　On the spot of secret supervision, the Department of Ecology and Environment of Sichuan Province also reported and handed over to Chengdu some prominent environmental problems discovered in the course of recent environmental protection inspection, including polluted environment of a waste recycling station in Bushi Community, Pengzhen Town, Shuangliu District, direct discharge of domestic sewage along Chuanda Road into Jiang'an River and black and odorous water bodies of Dajing Community, Jiujiang Sub-district, direct discharge of overflowing domestic sewage from places near Heshan Bridge in the North of Pujiang County, direct discharge of the sewage in Songhua Community, Shou’an Sub-district into Linxi River due to the dysfunction of sewage treatment station, overwhelming accumulation of grit washing wastewater in sand factories in Sangyuan Town, Qionglai City.

　　Huang emphasized that a good eco-environment is regarded as the fairest public product and the most universal benefit for people’s livelihood. All relevant departments of Chengdu are urged to carefully comprehend and fully implement General Secretary Xi Jinping’s concept of ecological civilization, practically raise respective political stance, enhance obligations and awareness of environmental protection and take this environmental protection inspection as an opportunity to improve the level of eco-environmental protection and promote the fulfillment of the concept of ecology first and green development. It’s also required to focus on the problems discovered during environmental protection inspection, take true and stern actions to conduct firm and complete rectifications, draw inferences about other situations and take comprehensive measures to solve the problems symptomatically and fundamentally; improve infrastructure planning and distribution for eco-environmental protection, pay more attention to formulate forward-looking and scientific plans in order to adapt to the needs of economic and social development and increase investment to truly improve the capacity of sewage treatment; provide prompt governance and treatment on issues such as air pollution, noise pollution, oil-fume pollution and odor pollution which are greatly complained by the public, carry out strict inspection and punishment on muck trucks and concrete mixer trucks for their violation against laws and regulations, take combined measures of prohibition and guidance and set standards for future management so as to ensure the environmental quality to become better and better.
