On May 27, 2021, the Third Session of Chongqing-Sichuan Party and Government Joint Meeting for Promoting Construction of Chengdu-Chongqing Economic Circle was held in Yongchuan District, Chongqing. Chen Miner, Secretary of the CPC Chongqing Municipal Committee, presided over the meeting and delivered a speech, and Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee and Director of the Standing Committee of Sichuan Provincial People's Congress attended the meeting and delivered a speech. Tang Liangzhi, Deputy Secretary of the CPC Chongqing Municipal Committee and Mayor of Chongqing Municipal People's Government, and Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, made a report respectively. Zhang Xuan, Director of the Standing Committee of Chongqing Municipal People's Congress, and Wang Jiong, Chairman of the CPPCC Chongqing Municipal Committee, attended the session.

　　Chen Miner pointed out in his speech that advancing the construction of the Chengdu-Chongqing economic circle is a strategic guideline made by General Secretary Xi Jinping to plan the overall development of Sichuan and Chongqing based on a holistic view. Over the past year, by comprehensively implementing the spirit of General Secretary Xi Jinping's important speech and the decision and deployment of the CPC Central Committee, we have deepened our ideological understanding, planning, communication, and cooperation continuously so as to ensure the further implementation. Sichuan and Chongqing get to a common view in connecting the two cities with cooperation and building the economic circle. Thus, strong solidarity and atmosphere create an effective linkage mechanism, and phased results have been achieved. This year marks the 100th anniversary of the Communist Party of China, the start of the 14th Five-Year Plan period, and the beginning of the work to commence the Planning Outline for the Construction of Chengdu-Chongqing Economic Circle. We should further study and implement spirits delivered by the important speech of General Secretary Xi Jinping in a bid to improve our political and strategic stance as well as political judgment, understanding and execution. Only by grasping the opportunities brought by the new development stage can we implement the new development philosophy and integrate into the new development paradigm. For quality development and a better life, we have achieved notable results in constructing Chengdu-Chongqing economic circle, which accelerates the creation of an important growth pole and new drivers that can power the quality development across the country.

　　Chen Miner stressed that Chongqing would further strengthen the all-round cooperation with Sichuan so that the efforts can be concentrated on its own affairs while two cities can better cooperate shoulder to shoulder. We will set a good example for regional cooperation and the achievements we made will be presented as a gift for the 100th anniversary of the founding of the Party. The two sides should jointly pursue regional interconnected development led by two core cities, during which the development of small places are led by bigger ones around. In this way can we promote the cooperation of Chongqing and Chengdu, deepen the cooperation of adjacent areas, drive the development of the whole area, and build a new pattern of the Chengdu-Chongqing economic circle. It is necessary to focus on the chain of industrial cooperation, which means to play a complementary role for each other and strengthen the chains of the auto, electronic information, and other key industries. The interaction and collaboration between industrial parks should be deepened so as to build a modern industrial system with efficient division of labor, staggered development, orderly competition and mutual integration. The two sides need to build a "network" of infrastructure, which means to coordinate the construction of traditional and new infrastructure and speed up the construction of the economic circle on the rail. The economic circle built on the "cloud" will facilitate the one-hour circle for traffic, commuting and community life between Chengdu and Chongqing, as well as between them and surrounding cities. Therefore, an interconnected, coordinated, safe, and efficient infrastructure network will be built up. They should jointly build a "city" of sci-tech innovation, which requires them to enrich the pattern of "multiple parks in one city" and build a western science city through cooperation. They need to jointly lay out strategic sci-tech resources, advance the construction of related platforms, make breakthroughs in key technologies and facilitate the transformation and application of sci-tech achievements. Thus, they can build a sci-tech innovation center with national influence. It is necessary to co-manage the ecological environment along the "river", which requires the two sides to invest more collaborative efforts in constructing and protecting the ecological environment while strengthening the transboundary pollution management. The two sides have to do a good job in having CO2 emissions peak and achieving carbon neutrality and building up a solid eco-security shield in the upper reaches of the Yangtze River in order to protect the clear water and green mountains on both sides. The "one-card" system for all public services should be launched so that all kinds of civic formalities can be handled with this card. The two sides should tightly catch the opportunity and make plans for people who need services in the two cities and promote the integration of public services in a wider scope. Thus, they can continuously enhance the sense of gain of enterprises and the public.

　　Peng Qinghua pointed out that since last year, especially since the meetings of the Political Bureau of the CPC Central Committee deliberated and adopted the Planning Outline for the Construction of Chengdu-Chongqing Economic Circle, the construction of Chengdu-Chongqing economic circle has entered a new stage of intensive and accelerated construction. We thoroughly study and implement the spirit of the important speech of General Secretary Xi Jinping and the decision and deployment of the CPC Central Committee. In accordance with the agreed matters between the two cities, we will focus on improving the policy system, refining the list of tasks, speeding up the implementation of major projects, and promoting breakthroughs in key fields and key regions. Thus, a strong momentum can be formed in implementing the national strategy and a delectable situation with multiple highlights and breakthroughs can be presented. As this national strategy is fully implemented, we need to review while positioning ourselves in the new development stage, implementing the new development concept, and building up a new development paradigm, so that we feel more deeply the strategic foresight and traction of the major decision made by General Secretary Xi Jinping and the CPC Central Committee to promote the construction of the Chengdu-Chongqing economic circle. These policies are conducive to building a new engine of regional development for the comprehensive construction of a socialist modern country, setting an example for regional development that thoroughly implements the new development paradigm, and providing a new fulcrum of regional development for a new development paradigm in which domestic and foreign markets can boost each other, with the domestic market as the mainstay.

　　Peng Qinghua pointed out that 2021 was the start of the 14th Five-Year Plan period and the year of the comprehensive implementation of the Planning Outline, so it is especially important to do a good job this year. We will take the spirit in General Secretary Xi Jinping's important speech as the fundamental guideline, and the Planning Outline as a practical guide so as to further keep in mind the close relationship between Sichuan and Chongqing and their cooperation. We will comprehensively strengthen strategic cooperation, policy synergy and task coordination with Chongqing in order to take new steps and create new conditions for the construction of Chengdu-Chongqing economic circle. Concerted efforts should be made to build a development paradigm led by "two core cities" and enhance the comprehensive capacity and international competitiveness of two cities so that the plans for Chongqing to expand westward and Chengdu to advance eastward can be implemented. It is necessary to actively explore ways to carry out reform in economic zones and administrative regions separately, build a regional development pole with more competitive advantages, and set an example for regional cooperation. Concerted efforts should be made to promote the development of regional collaborative innovation. A Chengdu-Chongqing comprehensive scientific center and a western science city should be built up with the purpose of establishing an influential sci-tech innovation center. We will implement the Chengdu-Chongqing Science and Technology Cooperation Program, and work together to build an important source of sci-tech innovation in China. Joint efforts should be made to accelerate the construction of major infrastructure. By taking the transportation and energy industries as the top priorities, we will strive to make demonstrations in jointly building a metropolitan area fully equipped with tracks, creating an international comprehensive transportation hub, and jointly building a nationally important clean energy base. Great efforts should be put into the construction of characteristic and advantageous industrial clusters. Following the industrial collaboration model of "major industry with the detailed division of labor", we will improve the industrial chain, build stronger innovation chains, improve value chains, build a high-capacity industrial system, and jointly build a number of world-class industrial clusters. Besides, we will strive to deepen the reform in the field of public services and deeply implement the action of ensuring convenient living in the Chengdu-Chongqing economic circle. We will deeply promote ecological construction and environmental protection, as well as the pilot project of modernizing social governance in the city, so that the fruits of the Chengdu-Chongqing economic circle can benefit the general public more.

　　At the meeting, Tang Liangzhi reported on the current economic and social development in Chongqing and introduced related information of the Implementation Plan for the High-quality and Synergistic Development Program in the Automotive Industry and the Implementation Plan for the Synergistic Development of Electronic Information Industry. In addition, Huang Qiang reported on the current economic and social development of Sichuan Province and provide an explanation for related information of the Action Plan for Strengthening the Role of Chongqing and Chengdu in Leading the Construction of Chengdu-Chongqing Economic Circle. Relevant personnel from Sichuan and Chongqing also introduced that provincial and municipal officials jointly prepared the key plans for major projects and they cooperated on providing universal formality handling procedures for the public. Also, the overall program for the coordinated and opening development of the Sichuan-Chongqing Pilot Free Trade Zone and the function platform for promoting the cooperation of adjacent areas had been introduced.

　　After the meeting, the opening ceremony of major projects in 2021 for establishing a nationally influential sci-tech innovation center in Chongqing and Sichuan was held. Chen Miner, Peng Qinghua, Tang Liangzhi, Huang Qiang and other attendees were briefed by comrades in charge of Chongqing Liangjiang New Area, Western China (Chengdu) Science City, Western (Chongqing) Science City and China (Mianyang) Science and Technology City on the preparation of the projects via video. Backed with warm applause, Chen Miner, Peng Qinghua, Tang Liangzhi and Huang Qiang jointly started the groundbreaking device, marking the official construction of 40 major projects with a total investment of more than 100 billion yuan.

　　During its stay in Chongqing, the Party and government delegation from Sichuan Province also visited Yongchuan Big Data Industrial Park of Chongqing Cloud Valley, Great Wall Motor Chongqing Smart Factory in Yongchuan District, and Chongqing Vocational College of Intelligent Engineering to learn about the joint efforts in developing digital economy, building advanced manufacturing clusters and constructing vocational education bases between Sichuan and Chongqing.
