On May 25, 2021, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, chaired the 71st Executive Meeting of the People's Government of Sichuan Province. The meeting is held to implement the spirit of General Secretary Xi Jinping's important speeches and the spirit of recent important meetings of the CPC Central Committee and the State Council, and to study and arrange tasks about the establishment of the provincial forest and grassland fire prevention and suppression warning day, the provincial supervision on eco-environmental protection, etc.

　　The meeting stressed that all localities and departments should thoroughly study and implement the spirit of General Secretary Xi Jinping's speeches at a symposium on advancing the high-quality follow-up development of China's mega water diversion project and the 19th meeting of the central committee for deepening overall reform, the important instructions of Premier Li Keqiang on protecting intellectual property rights and cracking down on infringement and counterfeiting, and the deployment of the State Council executive meeting. They need to actively cooperate in the research and demonstration of plans for follow-up projects of South-to-North Water Diversion Project, refine and improve evaluation forms for different types of achievements to perfect the multi-element evaluation system, highlight the dominant position of enterprises in innovation, and create more valuable and original achievements. Besides, they should deepen the reform of education and teaching, comprehensively standardize the management of after-school training institutions and effectively solve the prominent problems of heavy burden on primary and secondary students and their "short-sightedness" and "utilitarian" ideas. They have to advance the standardized management of medical service price items and pay attention to the development of TCM medical services. Moreover, they need to strengthen real-time supervision, intensify punishment, set up signs for construction projects, implement a lifelong accountability system for quality, and effectively improve the anti-seismic and anti-disaster properties of projects.

　　The meeting reported the relevant circumstances about the provincial Party and government delegations visiting Guangdong and Zhejiang for investigation and study and participating in the 3rd Western China International Fair for Investment and Trade (WCIFIT), and required all localities and departments to emancipate their minds, benchmark against the indicators, make conscientious efforts, advance reform with opening-up, and fully stimulate the market vitality to effectively help the province achieve new results in high-quality development. The meeting stressed that we should thoroughly investigate and seriously treat recent production safety accidents and draw lessons from them, resolutely implement the "three 'safety for management'" requirement (safety is necessary for industry management, business management and production management), and firmly guard the bottom line of safety.

　　The meeting approved the suggestions about implementing the regulations on central inspection work of ecological and environmental protection, proposed the establishment and implementation of a provincial eco-environmental protection supervision system, and set forth clear provisions and specific requirements for the provincial eco-environmental protection supervision work from four aspects: perfecting the leadership system and working mechanism of supervision, clarifying the objects and contents of supervision, standardizing the procedures and methods of supervision, and strictly enforcing supervision discipline and responsibilities.

　　The meeting deliberated and adopted the Implementation Plan for the Reform of Financial Authority and Expenditure Responsibilities Between the Province and the Cities/Counties in the Field of Ecological Environment of Sichuan Province.

　　The meeting decided to set March 30 as the provincial forest and grassland fire prevention and suppression warning day for Sichuan Province, which will take effect from 2022. It also stressed the necessity to always remember the lessons from two "3.30" forest fires in Liangshan Yi Autonomous Prefecture, constantly summarize experience and consolidate results, improve the human prevention, material prevention and technical prevention system, conduct effective maintenance and management of firefighting equipment, shape the atmosphere of prevention, supervision and practice by all people and resolutely build an impregnable fortress against forest and grassland fires.
