On May 23, the construction promotion meeting of the National Sichuan-Tibet Railway Technology Innovation Center was held in Chengdu. Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee, Wang Zhigang, Minister of Science and Technology, Lu Dongfu, Chairman of China State Railway Group and Meng Xiaolin, Vice Chairman of Tibet Autonomous Region, attended and addressed the meeting. Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, attended the meeting.

　　At the meeting, Peng Qinghua, Wang Zhigang, Lu Dongfu, Huang Qiang, Meng Xiaolin and other officials unveiled the plate for the National Sichuan-Tibet Railway Technology Innovation Center together.

　　In the speech, Peng Qinghua congratulated the Center on the commencement of construction. Noting Sichuan-Tibet Railway as a major strategic move designed, deployed and promoted by General Secretary Xi Jinping, he said Sichuan-Tibet Railway is of great and profound significance for helping Sichuan and Tibet make up the weakness in transportation and advance the western development strategy and the building of the Belt and Road Initiative in a new era and for implementing the Party's policy on Tibet in a new era, safeguarding national strategic security and promoting prosperous development and long-term stability of ethnic areas. And establishing the Center in Sichuan is conducive to studying sci-tech problems regarding Sichuan-Tibet Railway, providing overall support for Sichuan-Tibet Railway's construction and operation, building a major sci-tech platform and an innovation talent hub and advancing the development of railway sci-tech innovation system and industrial system. Then he stressed that Sichuan has participated in, provided strong support for and benefited from the construction of Sichuan-Tibet Railway. In the future, Sichuan will see advancing the high-quality construction of Sichuan-Tibet Railway and establishment of the Center as an important political task, provide service guarantee throughout all processes, links and factors and make contributions to building quality projects and Tibet-bound railways in a new era.

　　In the speech, Wang Zhigang said that Sichuan-Tibet Railway is a strategic project of the century designed, deployed and promoted by General Secretary Xi Jinping and also currently the most challenging railway construction project in humankind's history, and Sichuan will strengthen sci-tech innovation and use technology to provide strong support for the smooth construction of Sichuan-Tibet Railway. Besides, the Center shoulders the mission of making breakthroughs in core technologies on the construction and operation of Sichuan-Tibet Railway, commercializing major sci-tech innovation achievements and providing support for the construction and operation of Sichuan-Tibet Railway. Sichuan will work hard to develop the Center into a staunch supporter of Sichuan-Tibet Railway which is hailed as a project of the century, a leading area of innovation on railway construction in the world and an experimental field of developing national strategic sci-tech strength under the new nationwide mobilization system. Meanwhile, Sichuan will rely on major projects to drive the application of the first set of equipment, form an autonomous and controllable innovation chain for Sichuan-Tibet Railway, secure a safe and stable industry chain and supply chain and advance the development of modern railway innovation system and industry system. With these efforts, Sichuan aims to develop Sichuan-Tibet Railway into a real "innovation project" and live up to General Secretary Xi Jinping's expectations.

　　In the speech, Lu Dongfu said that China State Railway Group as the leading constructor of Sichuan-Tibet Railway and the Center will earnestly implement the guiding principles from the important directions by General Secretary Xi Jinping, strengthen the sense of political responsibility and mission and do a good job in building, managing and using the Center so as to firmly uphold General Secretary Xi Jinping's core position in both the CPC Central Committee and the CPC as a whole and firmly uphold the CPC Central Committee's authority and its centralized, unified leadership. China State Railway Group will focus on the objectives of first-rate equipment, mechanism, workforce and innovation achievements to build the Center at a high starting point, up to high standard and with high quality and provide strong sci-tech support for building Sichuan-Tibet Railway with high quality. Moreover, China State Railway Group will maximize the new nationwide mobilization system to consolidate resources, increase fund inputs, carry out multidisciplinary and cross-field collaborative innovation and synergize forces for the construction of the Center. Lu hopes that the Ministry of Science and Technology, Sichuan Province and Tibet Autonomous Region will continue to support the construction of Sichuan-Tibet Railway and the Center so that the Center can be completed and put into service as soon as possible.

　　In the speech, Meng Xiaolin said that the plate-unveiling ceremony of the National Sichuan-Tibet Railway Technology Innovation Center marks that another national technology innovation center enters the practical construction phase, which is a top priority related to the politics, economy and life of people of China, Sichuan and Tibet in particular. Tibet will take the occasion as an opportunity to implement the guiding principles from major directions by General Secretary Xi Jinping, secure the core position of innovation in the overall modernization landscape and make a concentrated effort on technological innovation and achievement commercialization. Meanwhile, Tibet will cooperate with China State Railway Group and Sichuan Province with a sense of unity to maximize each other's strengths, strengthen integration and coordination and build the Center with high quality.

　　In building the Center, national strategic directions will be seen as guidance to focus on the construction and operation needs of Sichuan-Tibet Railway and making breakthroughs in core technologies and commercializing major sci-tech innovation achievements will be seen as mission. On the basis, efforts will be made around major tasks related to Sichuan-Tibet Railway including engineering construction, environmental protection, disaster protection, equipment research as well as operation and management to establish a technology innovation platform, organize major technological breakthroughs and demonstration of technical proposals, develop a system covering a complete range of services including big data intelligent support, inspection and testing, and consulting and training, advance the commercialization of innovation achievements and create an internationally leading area of railway innovation. Moreover, the Center will establish research and development bases in Sichuan's Chengdu City and Tibet's Nyingchi City from a strategic perspective.
