After the investigation in Guangdong Province, Sichuan provincial Party and government delegation went to Zhejiang Province on May 19 and 20, 2021. The delegation was led by Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee and Director of the Standing Committee of Sichuan Provincial People's Congress, and Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province. Attendees of the relevant activities included Yuan Jiajun, Secretary of the CPC Zhejiang Provincial Committee and Director of the Standing Committee of Zhejiang Provincial People's Congress, and Zheng Shanjie, Deputy Secretary of the CPC Zhejiang Provincial Committee and Governor of the People's Government of Zhejiang Province.

　　On the afternoon of May 19, a joint conference on collaboration and paired assistance between Zhejiang and Sichuan was held in Hangzhou. Yuan Jiajun presided over the conference and delivered a speech and Peng Qinghua attended the conference and gave a speech. Zheng Shanjie and Huang Qiang introduced the economic and social development of the two provinces respectively and the advancement of the collaboration and paired assistance between the eastern and western regions.

　　In his speech, Yuan Jiajun welcomed Sichuan provincial Party and government delegation and thanked the province for its long-standing support and help given to Zhejiang. He said that although Zhejiang and Sichuan are thousands of miles apart, they have a long-standing relationship. In recent years, Sichuan has fully implemented the spirit of General Secretary Xi Jinping's important instructions on the province's tasks, and thus made new achievements in economic and social development and created a lot of excellent experience and methods of work. Yuan Jiajun believes that Zhejiang should learn from Sichuan's strategic vision in breaking new ground for development, its great moves to drive high-quality economic and social development, its love for the people reflected in the practical action of improving people's livelihood, and its sense of responsibility for implementing happy home projects. After the task of collaboration between the eastern and western regions is adjusted, the relationship between Zhejiang and Sichuan becomes closer. Zhejiang is going to fully implement the important spirit of General Secretary Xi Jinping's discourse on collaboration and paired assistance between the eastern and western regions. Taking the collaboration as a bridge and link for deepening Zhejiang-Sichuan cooperation, Zhejiang will advance orderly connection of policies, ensure undiminished financial support, put forth new ideas to help the poor to access education, highlight characteristics in assistance through industries and strive for greater potential for assistance through consumption, thus steadily carrying out collaboration between the eastern and western regions in the new era. The province is also slated to continue expanding the areas of cooperation, facilitate the collaboration between Chengdu-Chongqing economic circle and the Hangzhou-Ningbo areas, strengthen the collaboration of national strategic sci-tech forces, deepen the exchanges of experience in green development, develop cooperation in the field of strategic material reserves, deepen labor collaboration, and jointly serve and integrate into the new development paradigm. Besides, Zhejiang will keep expanding the connotation of exchanges with Sichuan and join hands with it to safeguard and carry forward revolutionary resources, to drive civil exchanges with Party and political exchanges and to advance cultural tourism cooperation, with a view to furthering Zhejiang-Sichuan exchanges and striving for a new stage for their exchanges and cooperation.

　　In his speech, Peng Qinghua expressed gratitude to the CPC Zhejiang Provincial Committee, People's Government of Zhejiang Province and relevant units for their long-term support and assistance offered to Sichuan. He said that over the past years, Zhejiang has firmly implemented the decisions and plans of the CPC Central Committee and effectively assumed the political responsibility of a developed city for assisting a developing city and finally achieving common prosperity. Regardless of the complexity of the external environment and the arduousness of its self-development tasks, Zhejiang has always helped Sichuan with the greatest passion and efforts and greatly facilitated Sichuan's poverty alleviation and socio-economic development, which fully demonstrated the great strength of the socialist system with Chinese characteristics and vividly interpreted the great spirit of poverty alleviation. The sincerity of Zhejiang and its efforts made for Sichuan has been witnessed by the development of the regions of Ba and Shu and engraved on the mind of all people in Sichuan. As China entered a new stage for development, the CPC Central Committee adjusted the task of collaboration between the eastern and western regions and made it clear that Sichuan is the only province to accept assistance from Zhejiang. This allowed the 25-year friendship between the two provinces to continue. It also demonstrated the special concern of General Secretary Xi Jinping and the CPC Central Committee for Sichuan as well as the strong support of the CPC Zhejiang Provincial Committee, People's Government of Zhejiang Province and all cadres and the masses of Zhejiang for Sichuan. Taking this as a new starting point, we will continuously deepen cooperation with Zhejiang in consolidating and expanding the achievements of the battle against poverty and advancing rural revitalization across the board so as to raise the overall performance of development in areas that have cast off poverty, in serving the national strategies so as to integrate into and build a new development paradigm, in promoting high-quality development so as to better draw on each other's strengths and achieve win-win development, and in improving people's wellbeing so as to enhance the sense of fulfillment, happiness and security of the people in the two provinces. 　　At the meeting, the delegation watched "Brotherhood of Zhejiang and Sichuan across Rivers and Mountains" which was the theme film about the two provinces' collaboration and paired-up assistance on poverty alleviation, and the Cooperation Framework Agreement of Zhejiang and Sichuan on Deepening Collaboration and Exchange between the East and West Regions.

　　On the bank of the beautiful West Lake, the delegation reunited with the loved comrade-in-arms of Zhejiang who had assisted Sichuan. In Hangzhou on May 19, the delegation held a symposium for Zhejiang's cadres and professional talent who had assisted Sichuan in poverty alleviation and extended to them the greetings of the people of Sichuan. Representatives of Zhejiang's cadres, teachers and agricultural technical talent who had assisted Sichuan in poverty alleviation made exchange speeches, recalling the unforgettable experience of fighting side by side with the people of Sichuan and the special bond forged between them. In his speech, Peng Qinghua pointed out that a large number of Zhejiang's cadres and professional talent had borne heavy burdens and many touching outstanding models and deeds had emerged in the battleground against poverty in Sichuan. They had made important contributions to attaining a complete victory in the fight against poverty and scoring decisive achievements in securing a full victory in building a moderately prosperous society in all respects in the province. At the same time, they had also left precious spiritual wealth. We shall seriously learn their greater sense of responsibility which dares to make sun and moon shine in new skies, hardworking style with bold resolve that "we won't come back till we destroy the hostile State", devotion to the development of a distant land as their hometown, and genuine efforts to serve the people with heart and soul. No matter where you are or what you do, Sichuan will always be your "second home". He hoped that they will continue to serve as the guardian and inheritor of the "special bond" between Zhejiang and Sichuan, pay attention to Sichuan as always, help build the bridge for deepening cooperation and exchanges between the two provinces, and make more suggestions and contributions to the development of Sichuan. At the meeting, Peng Qinghua presented honorary certificates and the theme publicity films to the representatives of Zhejiang's cadres who had assisted Sichuan in poverty alleviation.

　　On the same day, the delegation held the Sichuan industrial cooperation (Zhejiang) investment promotion conference in Hangzhou. Prior to the meeting, Peng Qinghua and Huang Qiang met with the participating heads of well-known enterprises and business associations in the Yangtze River Delta region. In response to the great attention, Peng Qinghua focused on the construction of the Chengdu-Chongqing economic circle in his speech at the promotion conference. He said that under the guidance of this national strategy, the economic map of Sichuan is being reshaped as a whole, the innovative growth drivers are gathering at a faster pace, the momentum of opening up is accelerating, and the potential of consumption is gradually being released. It is hoped that the attendees will actively seize the opportunities, make more efforts to explore business and cooperation potential in Sichuan, further expand cooperation fields, and better achieve mutual benefit and win-win results. 　　The delegation visited Hangzhou Intelligent E-valley, Hangzhou Hikvision Digital Technology Co., Ltd., Chuanshan Port Area of Ningbo-Zhoushan Port and Wanhua Industrial Park to learn about how the province and cities in Zhejiang promote the construction and operation of key areas, the building of core industries, the development of digital economy and scientific and technological innovation. Moreover, the delegation held two special investment promotion conferences on manufacturing and culture and tourism respectively, and some cities (prefectures) carried out a variety of investment promotion events.
