On May 7, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the educational teleconference on provincial forest and grassland fire prevention and control. He emphasized that we should always keep in mind the General Secretary Xi Jinping’s admonition on forest and grassland fire prevention and control, stand firm to overcome weakness, war-weariness, fluke, and carelessness, and establish consciousness of a long-lasting battle. We need to fulfill “Two Upholds”, which means to firmly uphold General Secretary Xi Jinping's core position in both the CPC Central Committee and the CPC as a whole and firmly uphold the CPC Central Committee's authority and its centralized, unified leadership, with down-to-earth work style and practical achievements made in avoidance of major man-made forest and grassland fire cases and heavy casualties.

　　Huang pointed out that the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province will prioritize forest and grassland fire prevention with all their strength. It's worth noting that although the number of forest and grassland fires significantly declines this year, they have not completely disappeared. The major reason is the weak awareness and understanding of local departments and their muddle-through mindset, careless attitude, and unfulfillment of their responsibilities. All departments are required to learn from previous experience and lessons, firmly shoulder political responsibilities to prevent and control forest and grassland fire, avoid any missteps and troubles, and resolutely win the battle that cannot afford the loss.

　　Huang stressed that everyone should always focus on forest and grassland fire prevention and control, resolutely curbing the frequent occurrence of forest and grassland fires and putting an end to mass deaths and injuries. Currently, Sichuan is in a period featuring a high risk of forest and grassland fires. Thus, we should put efforts together to firmly protect the mountains and local people, adhere to the principle of early identification and early report, ensure to curb the fire at its beginning to realize final suppression as soon as possible and make better organization for fire prevention and control, flood control and drought relief. We should unconditionally rectify problems identified by the State Council's supervision team and provincial supervision team one by one, realize the goal of eliminating the problems and risks of fire evolution as well as the loopholes in fire prevention and control system and management, strictly align with the 10 special schemes for rectification and implementation and “Four Lists” for leak filling, so as to ensure the rectification task to be completed comprehensively as scheduled. We should be alert and ring the alarm bells all the time to resolutely fulfill the requirements of “equal responsibility shared by the Party and government, one post with double responsibilities, multi-party collaborative management, and accountabilities in case of unfulfilled duties" as well as “safety guarantee in management of business, industry and production and operation”. We should deeply learn the lesson from the forest fire in Mianning County, Liangshan Prefecture and take this great loss as a warning. Additionally, we should adhere to the principles of “not issuing written notifications, not reminding the local government, not receiving any report, and not accompanied by local officials, but directly conducting inspections in the local area to carry out follow-up supervision on the work of relevant leaders and departments irregularly” for supervision and inspection, without any tolerance for any responsibility unfulfillment and poor work performance. We should be practical and result-oriented to ensure the strictest implementation of orders for fire prevention and control at the highest level in an iron style. We should also rely on and mobilize the masses, pool the efforts from the “Battle for All” to prevent and suppress all fires, resolutely focus on the improvement and construction of emergency response capability, accelerate the planning and preparation of the 14th Five-Year Plan emergency system, and summarize and consolidate feasible and effective experience and measures for relevant systems. We need to improve overall emergency response capability and strengthen practical drills to curb the fire in a scientific, orderly, and safe manner.

　　Luo Wen, a member of the Standing Committee of the CPC Sichuan Provincial Committee and Executive Vice Governor of the People's Government of Sichuan Province, commented on the fire occurrence and fighting work. Vice Governors of the People's Government of Sichuan Province Ye Hanbing and Cao Lijun respectively reported on the investigation of forest and grassland fires and fire cases since April in Sichuan Province. Other attendees included Secretary-General of the People' Government of Sichuan Province, Deputy Secretary-General involved, responsible persons of the Sichuan Provincial Headquarters of Forest and Grassland Fire Control, conveners of the provincial supervision team, and heads of some of China's centrally administered State-owned enterprises in Sichuan, provincial enterprises and municipal and county-level governments.
