The CPC Central Committee and the State
Council have issued the National Comprehensive Three-dimensional Transportation
Network Planning Outline for the year from 2021 to 2035, and even to the middle
of this century. This is China's first medium- and long-term plan for
comprehensive three-dimensional transportation.

In this Planning Outline, the key areas are
divided into 3 categories according to the transport demand, including poles,
clusters and groups. It is clearly defined that Beijing-Tianjin-Hebei Region,
Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area and
Chengdu-Chongqing economic circle are classified as poles. This is the first
time that the Chengdu-Chongqing economic circle is listed alongside the other
three "poles" in the nationaltransportation planning, according to an
official of the Department of Transportation of Sichuan Province.
"The reason why Chengdu-Chongqing
economic circle is classified as "pole" is that it has become a
national strategy and shoulders the historical mission of creating a new
economic growth pole and source of driving the development," according to
the official, the other three "poles" are located in coastal and
economically developed areas, while the Chengdu-Chongqing economic circle is
the first pole in inland China. Because transportation is the primary factor of
economic and social development, it is necessary to connect the four poles, and
thus the transportation potential of the Chengdu-Chongqing economic circle in
the country is definitely greatly enhanced.
In the Planning Outline, it specifies how
the other three poles connect the pole of the Chengdu-Chongqing economic
circle. According to the traffic link intensity among poles, clusters and
groups, a national comprehensive three-dimensional transportation network
backbone consisting of the main axis, corridor and channel, including 6 main
axes, 7 corridors and 8 channels, of which 3 main axes, 2 corridors and 2
channels intersect with the pole of Chengdu-Chongqing economic circle. "In
terms of the layout, the Chengdu-Chongqing economic circle is becoming more
important."
It is also proposed in the Planning Outline
to build a multi-level integrated national comprehensive transportation hub
system. Therefore, Sichuan also plays an important role in the international
comprehensive transportation hub.
China will build 4 international
comprehensive transportation hub clusters. Chengdu and Chongqing will be the
core of the hub cluster of the Chengdu-Chongqing economic circle. Chengdu has a
place in the international comprehensive transportation hub city, international
railway hub and station, and international air (cargo) hub.

Adjustment and improvement on Sichuan's
transportation network planning
Han Xianke, Vice President of Institute of
Transportation Development Strategy & Planning of Sichuan Province, the Planning
Outline is an important measure to implement the Outline for Building a
Transport-strong Nation and is more specific.
"Building a transport-strong
nation" is a grand blueprint. The Planning Outline specifies the layout of
major national transportation infrastructure including major corridors and
hubs. It provides guidance and basis for the high-quality development of a
comprehensive three-dimensional transportation network and also provides
guidance for all provinces to make their own transportation network planning.
Department of Transportation of Sichuan
Province is working with provincial developments including Sichuan Provincial
Development and Reform Commission to prepare the Comprehensive
Three-dimensional Transportation Network Planning Outline of Sichuan Province. "We
will adjust and improve our provincial planning in line with the National
Comprehensive Three-dimensional Transportation Network Planning Outline,"said
an official from the Department of Transportation of Sichuan Province, adding
that Sichuan will further improve its transportation network with the national
main channels as the framework and in different levels, so as to build a
systematic transportation network to make it connect with the upper planning.
The Planning Outline provides a network and
framework, but does not give specific transportation infrastructure projects. "These
specific projects will be presented in the special programs."
The Planning Outline also sets out key
targets for the transportation network by 2035. For instance, more than 80% of
the population will enjoy one-hour rapid transit services and more than 90% of
intermodal reloading will complete in one hour. "Sichuan will make its
transportation network planningaccording to this indicator, and some of the
ratios will be even higher."
