On February 6 and 7, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People’s Government of Sichuan Province, visited Ya’an for investigation and research, stressing the necessity to fully and accurately implement the new concept of development, further coordinate epidemic prevention and control and economic and social development, balance development and security, carry forward the spirit of the Long March, adhere to green development, and steadily implement the deployment and requirements of the CPC Sichuan Provincial Committee and the People’s Government of Sichuan Province.

　　Huang investigated the teaching management condition of Ya’an Jiajinshan Branch of Sichuan Long March Executive Leadership Academy, visited and observed the memorial hall and relics of the Red Army crossing the Jiajin Mountain during the Long March, and learned about the construction of the Long March national cultural park in Baoxing. He stressed that it is necessary to systematically comb and demonstrate the major events and clear context of the Red Army’s Long March in Sichuan, collate and refine stories about important ruins and relics and the Long March, strengthen publicity and promotion to help people of the whole country understand Sichuan’s special status and important contributions in the Long March, develop and design special courses and quality tourist routes, build Party history learning and education brands, and promote the integrated development of red culture and tourism.

　　Huang Qiang also visited Jiajinshan Village of Tibetan Township of Qiaoqi, Qingshangou in Yanjing Village of Fengtongzhai Township, and Guanqiao section of National Highway 351 in Muping Town, Baoxing County to understand the restoration and reconstruction progress of works destroyed by the “8.22” (2019) and “8.11” (2020) rainstorm disasters in Ya’an. He asked Ya’an to refine division of responsibilities, adopt “countdown” approach, and strengthen inspection. The city must complete river desilting and dredging before the flood season this year, advance all reconstruction work, improve emergency plans, and carry out emergency drills about disaster early warning, relocation and rescue.

　　At each site, Huang Qiang carefully understood the implementation of forest fire prevention and epidemic prevention and control, and scanned the QR code to check the use of “Sichuan Tianfu Health Code”. Besides, he visited the “2.1” fire spot in Dongfeng Village, Wulong Town, Baoxing County to check the progress of the rectification work, and conducted a random check of the implementation of fire prevention measures at Luochungang management and protection site of the state-owned forest farm in Lushan County in the principle of “not issuing written notifications, not reminding the local government, not receiving any report, and not accompanied by local officials, but directly inspecting communities and spots”. It was emphasized that we should always intensify fire prevention and epidemic control, comprehensively strengthen fire control for sacrifice and other occasions during the Spring Festival, adhere to the combination of people-based prevention, material-based prevention and technical prevention, educate and guide the masses to develop fire prevention consciousness, take “scanning code to pass” as a rigid requirement, and weave a dense and firm network of epidemic prevention and control.

　　Huang Qiang also visited the Dengchigou Giant Panda Museum in Baoxing County to investigate the construction of Giant Panda National Park, visited Zhengxing Company in the White Marble Industrial Park in Baoxing County to investigate the corporate production and operation condition and the development of stone material industry, and visited Feixianguan Hydropower Station to investigate the operation of the hydropower station and check the location of water intake for the Changzheng Canal Diversion Project.

　　As Huang Qiang stressed, Ya’an should, in accordance with the target tasks and key work arrangements set by the Two Sessions of the province, develop a concept of safe development, ensure that no major man-made forest fires or heavy casualties occur, adhere to the organic combination of normal precision prevention and control and local emergency response to let the people spend a peaceful Spring Festival; practice the mindset of “lucid waters and lush mountains are invaluable assets”, build a quality Giant Panda National Park, improve the comprehensive utilization rate and added value of mineral resources, develop green circular economy, promote tea-tourism integrated development, and assure a good start of work for the year 2021 and the 14th Five-Year Plan.
