Sichuan Provincial Committee and Governor of the People's Government of Sichuan
Province, inspected work in Mianyang on February 18, 2021. While visiting
frontline scientists and technicians on behalf of the CPC Sichuan Provincial
Committee and the People's Government of Sichuan Province, he stressed the need
to fully implement General Secretary Xi Jinping's directives on scientific
innovation, put innovation front and center in the drive towards modernization,
and promote innovation-driven development. "Mianyang should encourage
scientific and technological self-reliance, foster self-dependent innovation,
implement the resolution adopted at the 14th meeting of the Inter-Ministerial
Construction Coordination Group of Mianyang Science and Technology City, give
full support to the establishment of national laboratories, develop China
(Mianyang) Science and Technology City into a high-end hub of science and
technology, and play its part in transcending technological barriers that
foreign countries and companies set up to contain the development of
China," Huang Qiang said.
Huang Qiang was briefed in some research
institutions on the formulation of project plans, the finalization of
arrangements, the construction of bases and the development of products. He
stressed that planning should play a guiding role, take a long-term view, be
scientific and rational, and avoid wishful thinking. The use of land should
meet the needs of development and, at the same time, be practical and
realistic. Sufficient land resources should be allocated for other potential
development purposes; functional areas should be properly set up; buildings to
be constructed should be earthquake-resistant; landscaping should be ramped up.
The provincial government should organize meetings that involve all parties
concerned to discuss and approve project plans as soon as possible. Scientific
research institutions should bear in mind their missions and responsibilities,
be hard at work and doing research, continue on the path of self-dependent
research, look to the future, step up pre-research and exploration, put
original innovation first, build high-quality design and test bases, and lay
the groundwork for the establishment of national laboratories.
Huang Qiang pointed out that as a
scientific, educational and military powerhouse, Sichuan has the
responsibility, ability and confidence to break through the technological barriers
that hostile western forces built to check the development of China. He said
that we should vigorously encourage cooperation between the civilian sector and
the defense sector in innovation, promote the materialization of technological
achievements made in national defense, give full play to the role of key
universities and institutions as the "national team," accelerate the
construction of major innovation platforms, endeavor to locate relevant
national laboratories in Sichuan, deepen exchanges and cooperation with an open
mind, remove institutional obstacles through reform, work to create an
incentive mechanism that rewards design and manufacturing in key fields, arouse
the enthusiasm for innovation, concentrate efforts on developing core
technologies and key components, continue to make significant and original
achievements, and further contribute to national development and prosperity
through efforts to "make Chinese chips, unite all in one common dream, and
inspire national confidence."
Vice Governor Li Gang, Hu Yun, Member of
the Party Leading Group of the People's Government of Sichuan Province and
Secretary of the Party Leading Group of the General Office of the People's
Government of Sichuan Province, and heads of relevant provincial departments
and Mianyang joined Huang Qiang in the inspection.
