On December 29, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the 94th Executive Meeting of the People's Government of Sichuan Province to study and make arrangements for the work of agriculture, rural areas, and rural people, environmental protection, etc.

　　The meeting listened to reports on the guiding principles of the Central Conference on Rural Work and suggestions for the following work, and emphasized the need to implement the spirit of General Secretary Xi Jinping's important speeches, the important requirements proposed by Premier Li Keqiang, and the guiding principles of the Central Conference on Rural Work. We must assume political responsibility for the work related to agriculture, rural areas and rural people, strictly implement the requirements of the party and government sharing equal responsibility, ensure the effective supply of grain and major agricultural products, and complete tasks of the production of grain and soybeans and the construction of high-standard farmland. We must continue to consolidate our achievements in poverty alleviation, and avoid large-scale relapse into poverty. We should implement the strictest farmland protection system, grasp the situation of all parts of the province as soon as possible, and formulate a supplementary plan for farmland restoration and progress schedule in accordance with national requirements. Efforts should be made to strengthen supervision and inspection, strictly rectify the illegal occupation of farmland, curb the use of farmland for purposes other than agriculture and grain planting, and ensure that "farmland is used as farmland, and it is of high quality."

　　The meeting deliberated and approved the 14th Five-Year Plan for Ecological and Environmental Protection of Sichuan Province, and listened to the report on the spirit of the plenary meeting of the Leading Group for Promoting the Development of the Yangtze River Economic Belt and suggestions for the following work. The meeting stressed the need to thoroughly implement Xi Jinping Thought on Ecological Civilization, keep in mind the earnest instructions of General Secretary Xi Jinping, fully implement the decisions of the CPC Central Committee and the State Council, and intensify efforts to control pollution and adjust the economic structure. We also need to establish an inspection system of "not issuing written notifications, not reminding local governments, not receiving any report, or not accompanied by local officials, but directly inspecting localities and spots", rectify the problems reported by the Central Inspection Group on Ecological and Environmental Protection, protect and manage ecosystems in an integrated and systematic way, and strengthen the protection of biological authenticity, integrity and diversity. In this way, we can advance the carbon emission peaking and carbon neutrality in an orderly manner, and accelerate the construction of a green development pilot zone where human and nature coexist in harmony. Relevant localities must face up to and pay close attention to the problems of Sichuan revealed in the 2021 Ecological Environment Warning Film of Yangtze River Economic Belt and the issues reported in the 2019 and 2020 warning films that have not been rectified. We must rectify these problems with force and tenacity as a hammer drives a nail, eliminate fraud, and hold on to the bottom line that the environment quality can only get better, not worse.

　　The meeting also listened to reports on the handling of suggestions and proposals of provincial government departments in 2021. Provincial government departments were required to consciously accept the statutory supervision of the Sichuan Provincial People's Congress and the democratic supervision of the CPPCC Sichuan Provincial Committee, make solid efforts to implement whole-process people's democracy, implement the hierarchical responsibility system for handling work, promote the implementation of the results of handling work in 2021, and organize the collection of suggestions and proposals of the national and provincial sessions of NPC and CPPCC in 2022. By doing so, we will deliver a satisfactory answer to the people of the whole province, People's Congress deputies and CPPCC Provincial Committee members with practical efforts.

　　The meeting reviewed and approved the Plan for Optimizing the Business Environment in Chengdu-Chongqing Economic Circle, the Plan for Power Grid Integration in Sichuan and Chongqing, the Overall Plan for the Chengkou-Xuanhan-Wanyuan Demonstration Zone of the Revitalization and Development of Old Revolutionary Base Areas, and the Overall Plan for the Hechuan-Guang'an-Changshou Coordinated Development Demonstration Zone.

　　The meeting deliberated and adopted the Implementation Opinions on Accelerating the Development of the New Economy, and Fostering and Strengthening New Drivers of Growth, which identified development priorities like accelerating breakthroughs in cutting-edge technologies and the development of the digital economy.
