The 128th anniversary of the birth of Comrade Mao Zedong fell on December 26, 2021. On the same day, the groundbreaking activity of Jiajinshan Tunnel of National Highway G351 was held in Jiajin Village, Dawei Town, Xiaojin County. Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, made a speech and announced the start of construction.

　　Jiajin Mountain was the first snow mountain that the Central Red Army tramped over during the Long March. Jiajinshan Tunnel starts at Qiaoqi Township, Baoxing County and ends at Dawei Town, Xiaojin County, with a total length of 9.35 km. It adopts grade-II highway technical standards, with a design speed of 60 km per hour and a construction period of four years. After the completion of the project, the transit time will be shortened from 1 hour to 10 minutes. The project represents an effort to "bring practical benefits to the people" made by the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province, and has been included in the 14th Five-Year plan of highway development by the Ministry of Transport.

　　On behalf of the CPC Sichuan Provincial Committee, the People's Government of Sichuan Province and Secretary Peng Qinghua, Huang Qiang congratulated the start of construction of the tunnel. He said that under the concern of the CPC Central Committee and the State Council, and the strong support of national ministries and commissions, the Jiajinshan Tunnel is deemed as a connection between Ya'an Prefecture-level City and Aba Tibetan and Qiang Autonomous Prefecture, a major channel for social and economic development that supports the revitalization of old revolutionary base areas and ethnic minority regions. It plays an essential role in optimizing Sichuan's regional transportation network, aligning efforts to consolidate and expand the achievements in poverty alleviation with efforts to promote rural revitalization, and developing eco-friendly and revolutionary characteristic tourism. The tunnel is designed to commemorate our great leaders and revolutionary martyrs. 86 years ago, Mao Zedong, Zhou Enlai, and Zhu De led the heroic Central Red Army over the formidable Jiajin Mountain, creating an epic miracle of the 25,000-li Long March. The construction of the tunnel represents a practical effort to study and implement the guiding principles of the Sixth Plenary Session of the 19th CPC Central Committee, and a concrete practice for "bringing practical benefits to the people" of Party history learning and education. It demonstrates the people-centered development concept of the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province.

　　Huang Qiang stressed the needs to thoroughly study and implement the guiding principles of the Sixth Plenary Session of the 19th CPC Central Committee and the Central Economic Work Conference, and to earnestly implement the decisions of the 10th Plenary Session of the 11th CPC Sichuan Provincial Committee and the Economic Work Conference of the CPC Sichuan Provincial Committee. By staying true to our mission and striving forward, we will complete this major political task and project for people's livelihood on time and with high quality. By doing so, we will firmly uphold "the Party's decision to establish Comrade Xi Jinping's core position in the CPC Central Committee and the CPC as a whole and define the guiding role of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era", General Secretary Xi Jinping's core position in both the CPC Central Committee and the CPC as a whole, and the CPC Central Committee's authority and its centralized, unified leadership. Ya'an and Aba Tibetan and Qiang Autonomous Prefecture should strengthen their organization and leadership, and enhance the guarantee of factors. Relevant provincial departments must conscientiously perform their duties and actively coordinate services. Project owners and construction units must strictly and meticulously prevent and control the epidemic, strengthen production safety, forest and grassland fire-fighting and environmental protection, and carry out scientific management and meticulous construction to make the project a model of safe, eco-friendly and high-quality construction.

　　At about 10:30 a.m., Huang Qiang announced the start of construction of the Jiajinshan Tunnel of National Highway G351.

　　Before the activity, Huang Qiang listened to the introduction of highway development of the province, the transportation development plans of Aba Tibetan and Qiang Autonomous Prefecture and Ya'an, and the construction plan of Jiajinshan Tunnel. After the activity, Huang Qiang also went to the memorial site where the First and Fourth Front Red Armies of the Chinese Workers' and Peasants' Red Army joined forces. He visited the Dawei Joining Bridge and the Joining Monument, and made three formal bows to the monument.

　　Dai Yongbo, Deputy Secretary-General of the People's Government of Sichuan Province, presided over the activity. Representatives from the Sichuan Provincial Department of Transport, Aba Tibetan and Qiang Autonomous Prefecture, Ya'an, and project construction units delivered speeches. Heads of relevant provincial departments, Aba Tibetan and Qiang Autonomous Prefecture, and Ya'an, project construction, design & supervision units, as well as civil representatives attended the activity.
