On December 25, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, visited Xiaojin County, Aba Prefecture to investigate winter tourism work. He stressed the need to thoroughly study and implement the spirit of the Sixth Plenary Session of the 19th CPC Central Committee and the Central Economic Work Conference, conscientiously implement the plans of the 10th Plenary Session of the 11th CPC Sichuan Provincial Committee and the Economic Work Conference of the CPC Sichuan Provincial Committee. On the basis of strict and meticulous implementation of regular and targeted epidemic prevention and control measures, efforts should be made to tap the potential of ice and snow tourism and sunshine healthcare tourism, highlight the deep integration of green, revolutionary and characteristic resources, comprehensively improve the quality of tourism services, and vigorously promote the province's tourism in the off season.

　　At the Cat's Nose Ridge sightseeing platform in Siguniangshan Town, Xiaojin County, Huang inquired in detail about the tourist reception of the scenic area and its effort for a national 5A scenic area, and gave full recognition to the achievement that the number of tourists and revenue of the scenic area in this winter were both five times that of the same period in previous years. He called for local efforts to effectively protect the ecological environment, ensure that hotels and homestays are planned and constructed with local ethnic characteristics, improve the supporting services and facilities, continuously enhance the reception capacity and level, and strive to build a world-class mountain outdoor tourism destination.

　　Huang also visited the outdoor museum at the Mount Siguniang Tourist Center, went deep into Shuangqiao Valley to investigate the rich, diverse winter tourism resources and the ice-climbing sport for outdoor enthusiasts, and learned about the geology, the geologic history and biodiversity protection of the reserve at the Mount Siguniang Public Outreach Base. He urged the local authority to accelerate the improvement of supporting tourism infrastructure, minimize artificial traces and maintain original ecology in development, vigorously promote the development of the whole industrial chain of outdoor sports, and explore to establish an incentive mechanism for the participation of the staff in the protection of the reserve and distribution of tourism profits.

　　Huang said that lucid waters and lush mountains are invaluable assets, and so are glaciers and snow-capped mountains. As the unique geographical conditions endow Sichuan with tourism resources, i.e. snow and ice and sunshine, in winter, the development of winter tourism is promising. Relevant departments and Ganzi, Aba, Liangshan, Panzhihua and other cities (prefectures) should stay vigilant at all times, strictly manage the arrival (return) of people from medium- and high-risk areas, follow COVID-19 countermeasures in scenic areas and culture and tourism places, such as checking temperature and codes, wearing masks and eating separately, make solid preparations for emergency response, and firmly uphold the achievements of epidemic prevention and control. They should seize policy opportunities, make expanding effective investment a top priority, promote a number of major culture and tourism projects with the focus on such resources as Sanxingdui and Ruoergai, attract powerful enterprises to plan and construct them at high standards, and speed up fostering a new transportation pattern of “faster traveling but slower sightseeing” in the tourism sector. Efforts should be intensified to launch preferential policies for winter tourism, strengthen publicity and promotion, leverage the fiscal subsidy policies for opening more flights during the winter season, make innovations in winter tourism activities, develop tourist routes, create consumption scenarios, comprehensively improve the quality of "food, accommodation, travel, sightseeing, shopping and entertainment" services, crack down on illegal activities such as low-priced tours, cheating consumers, and selling fake and shoddy products, ensure that tourists can live, eat and play at ease, promote winter tourism in the province, go all out to stabilize economic growth, and drive more people's employment and income.
