On December 23, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the 93rd Executive Meeting of the People’s Government of Sichuan Province to study and make arrangements for such work as building pilot collaborative reform areas for the pilot free trade zone, government supervision, as well as problem investigation and rectification for urban gas safety.

　　The meeting deliberated and approved the Proposed List of the Second Batch of Pilot Collaborative Reform Areas for China (Sichuan) Pilot Free Trade Zone and the Overall Construction Plan, which details the implementation scope, development goals and main reform tasks of those areas such as Mianyang and Suining. The meeting stressed that efforts should be made to give full play to reform and opening up, benchmark against the advanced regions to identify the gaps, fully follow through with the 10 measures for advancing opening-up, actively introduce and foster base cargo airlines and large logistics and express companies, continue to expand imports in response to consumer demand, and promote balanced development of import and export.

　　The meeting deliberated and adopted the Opinions on Implementing the Regulation on Government Supervision, which clearly states such work as improving the supervision system, innovating the methods of supervision, and strengthening the team building. The meeting urged that we should carry out all government supervision work according to the rule of law, be result-oriented, take concrete actions in the belief that actions speak louder than words, ensure that all arrangements are accompanied by inspections, resolutely put an end to formalism and bureaucracy, strengthen supervision in the principle of "not issuing written notifications, not reminding local governments, not receiving any report, or not accompanied by local officials, but directly inspecting localities and spots", and accomplish all work promptly, in a bid to ensure that the decisions and plans of the CPC Central Committee, the State Council, the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province are implemented in a satisfactory manner.

　　The meeting deliberated and approved the Implementation Plan of Sichuan Province for Problem Investigation and Rectification for Urban Gas Safety, which says that efforts will be made to comprehensively investigate and rectify potential safety problems of gas, gas tools, and gas pipeline facilities in old residential communities in the coming year. The meeting emphasized that we should earnestly carry out the guiding principles of General Secretary Xi Jinping's important instructions, learn from lessons, implement responsibilities down to the smallest unit of work, have a thorough understanding of the facts, resolutely rectify all the problems, and ensure that safety regulations are strictly applied, so as to resolutely curb gas accidents. We should ensure steady advancement, refrain from taking a one-size-fits-all approach, and ensure that law enforcement is civil and humane. We should adhere to systems thinking, strengthen the driving role of planning, and coordinate and accelerate the upgrading of gas pipelines and other urban pipe networks.

　　The meeting deliberated and approved the Outline of Sichuan for the Development of Women (2021-2030) and the Outline of Sichuan for the Development of Children (2021-2030), which stipulate the main goals, strategies and measures related to women and children and health and education respectively.

　　The meeting deliberated and approved the Plan of Sichuan for Protection and Application of Intellectual Property Rights during the 14th Five-year Plan Period, which defines key tasks such as contributing to the construction of Chengdu-Chongqing economic circle, strengthening judicial protection of IPRs, and promoting market-oriented operation of IPRs.

　　The meeting deliberated and adopted the Measures of Sichuan Province for Managing Administrative Standard Documents (Revised) and the Measures for Establishing and Improving the Mutual Aid Guarantee Mechanism for Outpatient Services of Basic Medical Insurance for Employees.

　　The meeting decided to reward Wei Huanping and other individuals (groups) for their outstanding performance, such as acting voluntarily to help another in emergency.

　　Other matters were also discussed during the meeting.

　　Before the executive meeting, Zuo Weimin, Dean of the Law School of Sichuan University, lectured on the legal guarantee for the coordinated development of Chengdu-Chongqing economic circle.
