The People's Government of Sichuan Province has recently issued and implemented The 14th Five-Year Plan for Digital Economy Development of Sichuan Province. The Plan clearly states that by 2025, Sichuan's digital economy aggregate will exceed 3 trillion yuan, accounting for 43% of GDP. A digital economy technology innovation center with national influence and a digital transformation-enabling leading zone will take shape; a national digital economy innovation and development pilot zone will be built with a high quality; a new national digital economy development hub will be initially established.

　　The scale of Sichuan's digital economy has exceeded 1.6 trillion yuan, ranking ninth in the country, accounting for an increasing proportion of GDP. It has become a new engine for the high-quality development of the province's economy. The Plan proposes 15 secondary quantitative targets from five aspects: overall development indicators, innovation-driven development, basic support systems, digital industrialization and industrial digitalization.

　　In order to achieve the overall goal, the Plan puts forward 7 directions and 21 key tasks, and sets up 17 sections and 57 key projects. Specifically, the seven directions are to build a digital technology innovation center with national influence, and foster new driving force for the digital economy with innovation and development as the top priority; accelerate the optimization of new infrastructure, and enhance the carrying capacity of the digital economy with data elements as the foundation; make breakthroughs in key digital technologies, expand and strengthen competitive industries with digital industrialization as a driver; build a modern industrial system, and shape new advantages in the digital economy with emphasis on industrial digitalization; build a first-class business environment and make progress in digital governance with digital government as the pacesetter; increase digital application scenarios, and promote social digital transformation with digital society as a carrier; strengthen regional coordination, and promote the integration of digital economy into the new landscape by optimizing the industrial layout.

　　The Plan stresses that by 2025, the added value of the core industries of Sichuan's digital economy will account for about 10% of GDP. How will Sichuan achieve this goal? In which areas will new breakthroughs be made?

　　As one of the earliest provinces to conduct research on the core industries of the digital economy, Sichuan proposed to promote the development of the entire industry chain of digital core industries such as the "integrated circuit, new display, intelligent terminal, software, AI and new-generation information network" as early as 2019. In accordance with the decisions and plans of the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province on building the "Storage Valley" of China, Sichuan further proposed to accelerate the development of core industries like "integrated circuit, new display, storage, intelligent terminal, software, AI and new-generation information network". Based on the main business income of the electronic information industry exceeding one trillion yuan in 2019, Sichuan will make continuous efforts in improving development quality, attracting large enterprises, improving industrial chains, and building industrial clusters.

　　In terms of integrated circuits, Sichuan strives to form an industrial pattern with "design industry as the pacesetter, manufacturing industry as the driver, packaging and testing industry as the support, materials industry and equipment industry as the supplement".

　　Regarding new displays, Sichuan will accelerate the development of key new display technologies such as flexible OLED display, ultra-high-definition display and QLED, establish a service platform for the technology verification and application in the industry chain, and build a new display industry ecosystem that covers raw materials, parts, panel manufacturing and machine integration.

　　As for storage, Sichuan will apply the independently developed end-to-end storage technology of "chip-operating system-basic software" to forge the "Storage Valley" of China.

　　In respect of intelligent terminals, with Chengdu, Mianyang, Yibin, Luzhou and Zigong as the core areas, Sichuan will enhance the advantages in the manufacturing scale of intelligent terminal products such as microcomputers, smart phones and smart TVs, strengthen the supply of high-quality products for information consumption, and build a complete industrial ecosystem covering "chip-device-complete machine-system application".

　　With regard to software and information service industry, Sichuan will promote the innovation and breakthroughs in key software products such as basic software and industrial software, further develop the information service industry, accelerate the development of emerging software industries such as AI and blockchain, and improve core security assurance capabilities.

　　In respect to AI, Sichuan will promote the transformation and industrialization of AI scientific and technological achievements, create typical application scenarios in such industries as air traffic control, finance, medical treatment and manufacturing, and facilitate the construction of AI industry innovation clusters and demonstration parks.

　　As to the new-generation information network, Sichuan will accelerate the development of such industries as 5G, satellite technology and network security, make breakthroughs in key technologies, and realize industrial application.

　　In addition, Sichuan has formulated three relevant industrial development plans, namely, The 14th Five-Year Plan for Software and Information Service Industry Development of Sichuan Province, The 14th Five-Year Plan for Information Security Industry Development of Sichuan Province, and The 14th Five-Year Plan for Storage Industry Development of Sichuan Province, to accelerate the development of the province's key competitive industries.
