General Administration of Customs, P. R. China Issues 12 Measures to Support the Construction of Chengdu-Chongqing Economic Circle

  In order to help the construction of Chengdu-Chongqing economic circle, the General Administration of Customs, P. R. China has issued 12 support measures, including improving the efficiency of corridors, promoting the construction of an open platform, facilitating the development of new forms of foreign trade, improving the level of supervision and law enforcement, and strengthening international customs cooperation.

  In terms of improving the efficiency of corridors, the General Administration of Customs will support Chengdu and Chongqing to carry out mixed transportation of domestic and foreign trade goods for China-Europe freight trains to reduce logistics costs, and facilitate the construction of the assembly center for China-Europe freight trains in Chengdu-Chongqing region. The implementation of the fast-track railway customs clearance model will be promoted to support the development of mail and cross-border e-commerce import and export transportation. When COVID-19 prevention and control permits, international airlines will be encouraged to operate "connecting flights with all-in-one service", and realize "intermodal transportation with all-in-one service including baggage check-in" on international and domestic connecting flights. It will support the opening of more domestic continuing flights with mixed loads for inbound and outbound all-cargo aircraft; boost the development of "aviation + land transport" business, and promote the sharing and connectivity of resources between existing airlines and ports; and support the opening of Shanghai-Chongqing Fast Through Line. The pilot implementation of the "confirmation of departure" model will be supported for the transit service of Shanghai-Chongqing water-water intermodal transportation in Chengdu and Chongqing Customs Districts. Coastal ports will be encouraged to set up dry ports in Chengdu-Chongqing economic circle.

  In terms of promoting the construction of an open platform, the General Administration of Customs will support the staggered and coordinated development of comprehensive bonded zones in Chengdu-Chongqing region, and support the application for the construction of a comprehensive bonded zone, an open port and a bonded logistics center (Type B) in eligible areas with real needs. The supervision model of convenient entry into and exit from a comprehensive bonded zone will be implemented for the spare parts that have entered China along with a whole machine, but have not been independently declared to support enterprises to carry out the transfer, return, exchange, repair and other businesses of spare parts for equipment. Eligible areas are encouraged to construct port duty-free shops. In terms of facilitating the development of new forms of foreign trade, the General Administration of Customs will actively support Chengdu-Chongqing region in building the Belt and Road import and export commodity distribution center, support eligible exhibition and trading centers in Chengdu-Chongqing region to be upgraded to Belt and Road commodity exhibition and trading centers, and innovatively carry out the model of "front store, back warehouse" and "fast delivery" for cross-border e-commerce within areas under special customs supervision in accordance with regulations. It will support high-quality development of cross-border e-commerce B2B exports and other new forms of trade, and explore ways for non-banking financial institutions to participate in cross-border e-commerce guarantee business. It will support the development of the convention and exhibition economy and allow the organizers of important exhibitions and events to provide guarantees in accordance with customs regulations to reduce the burden on exhibitors.

  In terms of improving the level of supervision and law enforcement, the General Administration of Customs will support Chengdu and Chongqing Customs Districts to jointly build a national-level risk assessment center for the quality and safety of import and export commodities (Chongqing) and a first-level risk monitoring site to improve the capacity of monitoring the quality and safety of commodities. It will promote information sharing on cross-border infringement risks of intellectual property rights in Chengdu-Chongqing region, support Chengdu and Chongqing ports to build core capacity in sanitation, and support Chengdu Tianfu International Airport and Chongqing Jiangbei International Airport in establishing international sanitary airports. Ports along the middle and upper reaches of the Yangtze River including Chengdu and Chongqing Customs Districts are encouraged to carry out joint thorough vector surveillance. The two customs districts should strengthen laboratory technology exchanges and cooperation, strengthen testing cooperation in the prevention and control of COVID-19 and African swine fever (ASF) at ports, promote resource sharing and realize complementary advantages.

  In terms of strengthening international customs cooperation, efforts will be made to support the deepening of customs cooperation between Chongqing Customs District and Singapore Customs and the Customs Office in Lublin Oc, Poland, as well as between Chengdu Customs District and the Customs and Tax Office in Lodz Oc, Poland, and promote the building of "smart customs, smart borders and smart connectivity".

  Earlier, Chongqing Customs District and Chengdu Customs District signed the Memorandum of Cooperation of Chongqing Customs District and Chengdu Customs District on Jointly Supporting the Construction of Chengdu-Chongqing Economic Circle, and has established an efficient and close cooperation relationship in optimizing port business environment, free trade innovation, supervision and customs clearance, inspection and quarantine, check and law enforcement, and risk prevention and control.
