Huang Qiang Surveys Giant Panda National Park in Yingjing County, Ya'an

  On November 20, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, surveyed the construction of the Giant Panda National Park in Yingjing County, Ya'an. He stressed that relevant parties should thoroughly study and put into practice the guiding principles of the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China and that of the keynote speech delivered by President Xi Jinping at the Leaders' Summit of the 15th Meeting of the Conference of the Parties to the Convention on Biological Diversity, and comprehensively implement the plans of the CPC Central Committee, State Council, CPC Sichuan Provincial Committee, and People's Government of Sichuan Province. He encouraged them to shoulder responsibilities and seize opportunities, prioritizing the high-quality construction of the Giant Panda National Park. They should also figure out methods and accumulate experience to make greater contributions to establish a protected area system with national parks as the mainstay.

  Huang visited the Daxiangling giant panda free ranging base in Yingjing County, to understand the protection of biodiversity resources and giant pandas. He, with interest, looked through books introducing wildlife conservation, checked cultural creative products, and asked staff about their recognition, expectation of park construction, work and life plans, and challenges. Huang also surveyed the training progress of giant pandas preparing to be released into the wild at the monitoring center, watchtowers, and their living houses. He spoke highly of the base's careful work and required that it should increase staff's salary, equip more international field patrol and monitoring equipment, create a sound environment for people who want to make contributions, and train more experts.

  At the Panda Forest School, Huang acquainted himself with its nature-based education and teaching developments at Elf Post and National Treasure Archive and had a look at biodiversity conservation along the Nature Introduction Path. He praised the construction of the distinctive camps and efforts made in nature-based education, while demanding that the school set up nameplates for plants and develop more courses, to have children realize the significance of biodiversity conservation. Huang came to the Co-construction, Co-administration, and Sharing Service Center of Rukou Community, Longcanggou Town, Yingjing County, Giant Panda National Park, to listen to the report on planning and system pilot progress in the Yingjing region. He also learned about how the Park stimulates industrial development in the community at the community history museum.

  Huang pointed out that Giant Panda National Park (Ya'an) was a vital corridor and a key region linking habitats and a scientific discovery area of giant pandas. It covers the largest area of the Park with distinctive resources. Therefore, it should contribute to serving the national development plans and accelerating green development. He asked relevant parties to further smooth the systems and mechanisms, speed up the improvement of giant panda habitats and building of corridors, spare no effort to connect species, and comprehensively upgrade the natural, integrated, and diverse protection ability. They need to make rectifications according to the feedback from the central ecological and environmental protection inspectors, remove small hydropower stations in the park at a faster pace, and make concrete efforts to prevent and put out forest fires. It's also demanded to promote the nature-based education models developed by the Panda Forest School, draw on foreign experience, maintain original features and highlight traditional elements during planning and design, explore and establish incentive mechanisms that improve staff engagement and income distribution, develop the Giant Panda National Park's nature-based education brands, and boost the rapid development of the tourism industry.

  The participants included Cao Lijun, Vice Governor of the People's Government of Sichuan Province, Hu Yun, Secretary-General of the People's Government of Sichuan Province, as well as officials of relevant departments of the provincial government and the municipal government of Ya'an.
