On October 17, China’s National Poverty Relief Day, the Meeting on Promotion of and Commendation for Social Poverty Alleviation 2020 was held in Sichuan to learn and implement General Secretary Xi Jinping’s important instructive spirits on poverty alleviation on the arrival of the seventh National Poverty Relief Day, summarize the relevant work, and commend advanced groups and individuals, so as to further gather all the strength to ensure the victory of the final fight against poverty. Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People’s Government of Sichuan Province, attended the meeting, sent his warm congratulations to groups and individuals that had been honored on behalf of the CPC Sichuan Provincial Committee and People’s Government of Sichuan Province and paid high respect to cadres and the masses across the province who had been fighting at the forefront of poverty alleviation.

　　Yin pointed out that, in recent years, the CPC Sichuan Provincial Committee and People’s Government of Sichuan Province have been fulfilling in earnest the important discussions of poverty alleviation and a series of important instructive spirits on the work in Sichuan by General Secretary Xi Jinping. They always consider poverty alleviation as the utmost political responsibility, the largest livelihood project and the greatest opportunity for development. By sticking to scientific planning, accurate implementation, multi-lateral cooperation, as well as systematic, prompt and joint advancement, Sichuan has scored decisive achievements in this fight against poverty, and the living and production conditions have been prominently improved in poverty-stricken areas. In the arduous fight against poverty, all front lines and all departments at all levels across Sichuan fulfilled their own duties, stepped over obstacles ahead and made selfless contributions, during which a lot of heart-touching and exemplary stories sprang up. All sectors of society played important roles in the fight through responding positively to the call of the Party and government and taking advantage of their own comprehensive strengths to actively put effort into relevant work, showing spirits of striving and solidarity of Chinese nation and human benevolence of helping the poor and the needy.

　　Yin stressed that the task of poverty alleviation is now at the critical moment before the final victory. All departments in Sichuan are required to carefully put deployments and requirement issued by the CPC Central Committee, State Council, CPC Sichuan Provincial Committee and People’s Government of Sichuan Province into practice, adhere to the target-oriented, problem-oriented and result-oriented principles, further enhance senses of responsibility and urgency, overcome the negative effect imposed by COVID-19 and perfectly complete the tasks of poverty alleviation, jointly stabilize employment through internal and external interconnection, vigorously develop industries with multiple effective measures, actively promote domestic consumption via expanding channels, and make overall plans and take all factors into consideration to secure the final victory of the fight against poverty in all respects. The working mechanism of “provincial departments take the overall responsibility and departments at city and county levels focus on the practical implementation” should be carried out and responsibility, policies, support and supervision should be maintained after achieving poverty alleviation. Monitoring should be strengthened among households that are not completely out of poverty, can easily get back to poverty and have difficulty in making ends meet owing to plagues, natural disasters or diseases, and a perfect, stable and long-term effective mechanism for poverty alleviation must be established. The poor’s self-development capability should be improved to consolidate and elevate results of anti-poverty tasks, give impetus to the effective linkage between poverty alleviation and rural revitalization and strive for a more dazzling brand of Sichuan as a large agricultural province. Measures such as supporting the poor through special programs, industries and social communities should be promoted to deepen and specify poverty alleviation collaboration between eastern and western regions as well as fixed-point poverty alleviation, to further make more efforts in counterpart assistance in Sichuan, enhance partner assistance and amicable cooperative relations, and advance cooperation with wider scope, higher levels and greater outcomes.

　　Yao Sidan, Vice Governor of the People’s Government of Sichuan Province, announced the commendation resolution. Yin Li rewarded 60 advanced groups and 120 advanced individuals. Leaders from Suining City, Cuiping District of Yibin City and Sichuan Supply and Marketing Cooperative, as well as writer representatives Zhen Daiyong and Long Zhiming gave speeches for exchanges. Exemplary stories were reported respectively by the advanced group representative Ebian County and advanced individual representatives Fu Zhihong, Party branch Secretary of Qianfeng Village, Zhongshan Town, Hongya County, Ding Meng, Mayor of Shi’an Town, Santai County, Xu Mao, Director-Genera of the Poverty Alleviation and Development Bureau of Danba County, Zhu Runye, Deputy Secretary-General of Leshan Municipal People’s Government seconded from Zhejiang Province, and Wang Wentao, Deputy Director of the Department of Liver Surgery and Liver Transplantation Center of the West China Hospital of Sichuan University.
