Development and Planning Outline of The Yangtze River Economic Belt Officially Released

  Development and Planning Outline of The Yangtze River Economic Belt (hereafter referred to as The Outline) has been officially released recently. The Outline has highlighted on fundamental thought of “Economical Priority and Green Development” and ensured new development pattern of “one axis, two wings, three poles and multiple points” for the Yangtze River Economic Belt.

  The Outline has drawn a grand blueprint for the development of the Yangtze River Economic Belt from aspects such as planning background, comprehensive requirements, protection the ecological environment of the Yangtze River, accelerating the construction of comprehensive transportation corridors, innovation-driving industrial transformation and upgrading, active promoting new type urbanization, striving to construct comprehensive and opening new pattern, innovating regional coordinating development mechanism, safeguarding measures and so on. It serves as a programmatic document to promote the development of the Yangtze River Economic Belt.

  The Outline has ensured new development pattern of “one axis, two wings, three poles and multiple points” for the Yangtze River Economic Belt.

  ”One axis” will base on the golden waterway of the Yangtze River, give full play the kernel rule of Shanghai, Wuhan and Chongqing, construct green development axis along the river, and promote economy to be developed in gradient way.

  ”Two wings” indicate two transportation ways, namely Hurui Expressway and Hurong Expressway, serving as the development foundation for the Yangtze River Economic Belt. These two expressways will increase the population and industrial concentration capacities for crucial cities along the river through transportation linkage.

  ”Three poles” include three urban agglomerations in The Yangtze River Delta, the middle streams of the Yangtze River and Chengdu-Chongqing agglomeration. They will play the role of central cities and create three economic growth poles for the Yangtze River Economic Belt. “Multiple points” will give full play the supporting role of other cities apart three agglomeration cities, enhance the linkage and interaction between cities in these three urban agglomerations and other cities to drive local economic development.

  The Outline has also proposed a number of major tasks, including protecting and restoring the ecological environment of the Yangtze River, constructing comprehensive transportation corridor, innovation-driving industrial transformation and upgrading, new type urbanization, and new opening pattern of two ways and integrating sea and land.

  The Yangtze River Economic Belt

  ●Covering 11 provinces including Shanghai, Jiangsu, Zhejiang, Anhui, Jiangxi, Hubei, Hunan, Chongqing, Sichuan, Yunan, and Guizhou

  ●Covering an area of 2.05 million square kilometers, accounting for 21% of the national coverage

  ● Accounting for over 40% in both national population and economic volume

  ●Being equipped with crucial ecological position, powerful comprehensive strength, and enormous development potential

  New development pattern

  Giving full play the kernel rule of Shanghai, Wuhan and Chongqing, constructing green development axis along the river

  Two Wings

  Based on Hurui Expressway in the south side and Hurong Expressway in the north

  Three Poles

  The Yangtze River Delta Urban Agglomeration, the Middle Streams of the Yangtze River Urban Agglomeration and Chengdu-Chongqing Urban Agglomeration

  Multiple Points

  Giving full play the supporting role of other cities apart three agglomeration cities

  Promoting the construction of integrated marketing system

  Firstly, formulating a unified marketing access system. It is required to further conduct decentralization, remove local regulations and policies obstacling the rational flow of elements, eliminate marketing barriers, implement a unified marketing access system and standard, promote the regional flow and allocation of elements such as labor, capital, and technologies, build just, opening and transparent marketing rules, promote the implementation of negative list management system in Shanghai, Chongqing and so on, strengthen marketing supervision cooperation, construct regional marketing access, quality and qualification mutual recognition system, and research to build a pragmatic and efficient local standard collaborative mechanism.

  Secondly, enhancing the joint construction and sharing for infrastructure. It is demanded to integrate the planning and construction of infrastructure, strengthen inter-provincial communication and coordination, connect timely in design, technical standards and construction aspects, break regional and industrial monopoly, gradually eliminate the gaps between regional transportation service standards, construct an integrated, opening and orderly transportation marketing, accelerate the institutional reform in logistics, promote the linkage transportation of river way and sea way, railway and waterway, highway and waterway, develop vigorously direct transportation, regulate transportation fees, and reduce logistics cost.

  Thirdly, accelerating to enhance investing and financing systems.

  Strengthening innovation-driving industrial transformation and upgrading

  Firstly, increasing independent innovation capacity, including creating innovation demonstration highlands, strengthening innovation fundamental platforms, gathering talent advantages, enhancing innovation capacities of technologies and creating sound innovative and entrepreneurial ecology.

  Secondly, promoting industrial transformation and upgrading, including enhancing interaction and upgrading of traditional industries, creating industrial clusters, accelerating to implement agricultural modernization, developing service industries and vigorously lifting modern cultural industries.

  Thirdly, creating core competitive advantages, including fostering and strengthening strategic emerging industries, promoting the construction of new information infrastructure, and promoting the integrated development of information and industries.

  Fourth, guiding the orderly industrial transfer, including highlighting industrial transfer focus, constructing platforms of undertaking industrial transfer, and innovating industrial transfer methods.

  Promoting new type urbanization

  Firstly, optimizing the space pattern for urbanization. It is required to grasp the concentration of urban agglomerations, take the Yangtze River as local linkage and gathering axis and the Yangtze River Delta urban agglomeration as head, the Middle Streams of the Yangtze River Urban Agglomeration and Chengdu-Chongqing Urban Agglomeration as supporting, and Middle Guiyang and Yunan Urban Agglomeration as supplement, the large, medium-sized and small cities as foundation, and form new urbanization pattern of regional linkage, reasonable structure, efficient gathering, green and low carbon. Secondly, enhancing the coordinating development of all types of cities. It is demanded to give full play of the leading role of super cities such Shanghai, Wuhan, Chongqing and so on and the enormous cities of Nanjing, Hanzhou, Chengdu and so on, as well as the kernel driving role of large cities including Hefei, Nanchang, Changsha, Guiyang, Kunming and so on, accelerate to develop small and medium-sized cities and special towns, and cultivate a batch of small towns with sound foundation and great development potentials. Thridly, strengthening the construction of urban transportation. It proposes to accelerate inter-city railways and inner-city railways, formulate an urban transportation network matching the layout of new type urbanization, achieve the goal of 1-2 hour linkage between central cities, central cities and surrounding cities in the urban agglomeration, accelerate the massive public transportation including urban rail and rapid transit buses, and encourage citizens to travel on public transportation.

  Secondly, enhancing the localization of agricultural transfer citizens, including enlarging urban resident channels, and innovating the citizen modes for newly settled urban citizens.

  Thirdly, boosting the construction of new type cities.

  Fourthly, integrating urban and rural development.

  Building a new opening pattern of two ways and integrating sea and land.

  Firstly, it requires to give full play the leading role of Shanghai and the cities in the Yangtze River Delta. Secondly, it demands to construct Yunan as the influential center to South Asia and Southeast Asia. Thirdly, it is proposed to accelerate the opening inland economic highlands, promote regional linkage and cooperation as well as industrial cluster development, build Chongqing into an important supporting for Western China Development, and Chengdu, Wuhan, Changsha, Nanchang, Hefei and so on as highlands with opening economy, improve the pivot port layout along the upstream and middle stream of the Yangtze River, construct check sites for directly handling cargo import and export on the main stations along international freight railways and important river ports, and encourage more inland airports to open more international freight air routes and flights.
