  在“5·12”汶川特大地震恢复重建
暨巨灾应对国际研讨会上的主题演讲

  女士们,先生们:
  大家上午好!


  在“5·12”汶川特大地震灾后恢复重建进入决胜阶段之际,三个地震重灾省和国家行政学院在成都举办国际研讨会,总结抗震救灾和灾后恢复重建工作,交流灾后重建的做法和经验,特别是听取各位专家的意见和建议,对于我们高效率、高标准、高质量完成灾后恢复重建任务具有重要的指导意义,也将为我国乃至世界各国应对特大自然灾害提供有益借鉴。在此,我谨代表陕西省人民政府,向研讨会的隆重举办表示热烈祝贺,同时也借此机会,向国家各部委、兄弟省市和有关国家、地区以及国际组织对我省的大力支持表示衷心感谢!下面,我简要介绍一下我省灾后恢复重建进展情况,并谈几点体会。


  一、我省灾后恢复重建进展情况


  陕西是“5·12”汶川特大地震三个重灾省之一,全省10个设区市不同程度受灾,直接经济损失245亿元。其中,汉中市宁强县、略阳县、勉县和宝鸡市陈仓区被列为重灾县,纳入国家规划和省际对口支援建设;南郑县等36个县列为一般受灾县,由我省自行建设。两年多来,在党中央、国务院的正确领导下,在国际社会和天津等兄弟省市的无私援助下,陕西省委、省政府带领全省人民,艰苦奋斗,自力更生,恢复重建取得了重大进展和阶段性成果。截至今年7月底,我省4个重灾县完成投资229.18亿元,占项目总投资的74.1%;开工项目4115个,开工率99%;完工2448个,完工率59%。


  (一)农村住房和天津对口援建项目率先完成。

  维修加固房屋24.12万户,于当年年底前全部完成;重建农村住房12.14万户,于2009年11月底前全部完成。天津市对口援建宁强、略阳两县9大类295个项目全部竣工投入使用,率先完成了对口援建任务,宁强天津中学、宁强天津医院、略阳天津高级中学、略阳天津职教中心等项目成为对口援建的标志性工程。同时,为了进一步深化陕西省与天津市经济社会发展的全方位合作,双方签订了《关于天津市对口支援陕西省震后恢复重建项目交接暨进一步加强全面合作交流的会谈纪要》,确定了双方开展合作交流的有关事项。


  (二)城镇住房和学校、医院等公共服务设施恢复重建成效显著。

  统筹规划新建城镇住房1.091万套,建成8792套,占规划任务的81%。学校项目开工416个,开工率99%,完工333个,完工率79%。医疗卫生项目全部开工,完工682个,完工率93%。加上文化体育、就业和社会保障等项目,公共服务设施项目共开工2216个,开工率99%,完工1596个,完工率72%。经过恢复重建,受灾地区的城镇住房和学校、医院、敬老院等公共服务设施条件有了极大改善。


  (三)农村、城镇基础设施建设和产业化项目加快实施。

  777个农村项目全部开工,87个城镇体系项目开工84个,122个基础设施建设项目开工121个,234个产业项目开工228个,80个市场服务体系建设项目开工79个。一大批交通、能源、水利项目陆续完工,灾区的基础设施水平普遍超过灾前水平,增强了灾区经济的“造血”功能,为灾区经济社会发展发挥了重要作用。


  (四)防灾减灾、生态修复等重建项目进展顺利。

  372个防灾减灾项目开工360个,开工率97%;192个生态修复和环境整治项目开工186个,开工率97%;54个土地整理复垦项目全部开工。略阳县凤凰山地质灾害应急治理工程竣工并通过验收,其他防灾减灾和生态修复项目正在按计划加紧推进。


  从目前工作进展情况看,今年9月底前我省可以基本完成灾后恢复重建任务,实现党中央、国务院确定的灾后重建“三年任务、两年完成”的目标,确保灾区“家家有房住、户户有就业、人人有保障、设施有提高、经济有发展、生态有改善”。


  二、抗震救灾和恢复重建的几点体会


  回顾我省抗震救灾和灾后重建两年多来的工作,我们深切体会到,党中央、国务院的坚强领导和我们的制度优势,是我们夺取胜利的根本保证;中华民族在灾难面前坚忍不拔的精神和万众一心的凝聚力,是我们夺取胜利的强大支撑;各级党委政府快速高效的应急处置和执行能力,是我们夺取胜利的重要基础。两年多来的工作,也使我们深切地体会到,要确保灾后重建任务高效率、高标准、高质量完成,确保受灾群众尽快得到妥善安置、尽快建好家园,必须要加强领导、科学规划、突出重点、强化监督、狠抓落实。具体讲,就是要建立“四个体系”,做到“四个坚持”。


  (一)建立“四个体系”


  搞好抗震救灾和灾后重建,必须建立协调统一的组织领导体系。地震灾害发生后,各级都迅速成立了抗震救灾指挥机构,形成上下贯通、军地协调、全民动员、区域协作的工作机制,确保了抗震救灾工作协调有序推进。转入恢复重建阶段后,根据党中央、国务院的统一部署,我省及时成立了灾后重建领导机构,加强对灾后重建工作的组织协调;建立抗震救灾资金物资监管体系,保证国家投资和社会捐赠资金安全有效使用。省上派出了工作组驻守灾区一线,帮助指导各受灾县(区)加快推进重建工作。


  搞好抗震救灾和灾后重建,必须建立全面科学的规划体系。我们先后编制了40个所有受灾县(区)项目规划、4个重灾县(区)实施规划、天津对口支援规划、省内对口支援方案以及农村住房、学校、医院、城乡供水设施恢复重建实施方案。各部门和市县政府按照省政府确定的重建规划,抓资金筹措,抓项目开工,抓建设进度,抓工程质量,抓责任落实,有力有序有效地推动了灾后恢复重建。


  搞好抗震救灾和灾后重建,必须建立系统有效的扶持政策体系。在灾后恢复重建中,国家先后制订了《关于支持汶川地震灾后恢复重建政策措施的意见》和《关于做好汶川地震灾后恢复重建工作的指导意见》等重要的政策性文件。我省结合实际,相应制定了财政、金融、土地等方面的支持政策以及群众生活救助政策、灾民建房补助政策,为搞好抗震救灾和恢复重建发挥了重要作用。特别是党中央、国务院作出了对口支援的重大部署,确定天津市对口支援我省宁强、略阳两个重灾县,我省也全面开展了省内对口支援工作,加快了灾后恢复重建步伐。


  搞好抗震救灾和灾后重建,必须建立严密规范的监管体系。抗震救灾和灾后重建的资金安全是全社会关注的焦点,工程质量是灾后重建成败的关键。为此,从抗震救灾阶段开始,党中央、国务院就十分重视资金监管工作,作出了周密部署,提出了明确要求,并多次派出检查组深入灾区检查。根据中央部署,我省各级都建立健全了监管机构,完善了规章制度,强化了监管措施,形成了审计、纪检、监察相互配合,国家和省市县上下联动的监督检查体系。省纪委、省监察厅及时向省红十字会、省慈善协会、省民政厅等救灾款物管理部门及关键部位派出监察专员,全程跟踪监督抗震救灾捐赠资金物资的接收、发放工作,定期向社会公布捐赠资金使用情况,向社会交一份“明白账”、“放心账”。按照“不留遗憾、不留隐患、不留包袱”的要求,对重建项目实施质量、安全、成本、功能全方位监管,确保重建工程安全可靠。


  (二)做到“四个坚持”


  一是坚持以人为本、突出民生。在4个重灾县(区)恢复重建项目安排上,我省坚持把受灾群众房屋维修重建摆在首要位置,同时统筹考虑学校、医院、敬老院等公共服务设施重建,党政机关办公楼维修重建今年才开始启动。省政府筹措近50亿元,在36个一般受灾县(区)建设了学校、医院、敬老院等项目1145个,确保这些县(区)灾后重建与国家支持重建的重灾县保持同步。


  二是坚持资金统筹、集中使用。地震发生后,除各级财政投入大量资金外,还有社会捐赠资金、对口支援资金、特殊党费以及红十字会、慈善协会等机构接收的各类资金,资金来源多、数量大。为了集中力量办大事、集中资金办难事,省政府要求各地按照“渠道不乱、用途不变、捆绑使用、各记其功、公开透明”的原则,统筹安排各类资金,有效整合各方捐赠,充分发挥资金使用效益,确保救灾资金全部用于受灾地区和受灾群众。


  三是坚持建章立制、保证质量。灾后重建项目多、任务重、要求高,为确保工程质量,省政府先后制订了《地震灾后恢复重建工程质量管理办法》、《地震灾后恢复重建工程质量行政责任追究暂行办法》、《灾后恢复重建项目竣工验收办法》等一系列规章,同时先后发出了《关于加强灾后恢复重建招投标监管工作的通知》、《关于加强抗震救灾资金物资监管的通知》,严格规范灾后恢复重建工作程序,明确规划选址、设计、招投标、施工、验收各环节的责任,严把施工队伍准入关、建材质量关、施工监督关和检查验收关,确保每项工程建成安全工程、放心工程。


  四是坚持创新机制、合力推进。汶川特大地震灾后重建工作得到了国家有关部委的大力支持,在规划和土地审批等方面打破常规,简化程序,下放权限,有力推进了重建项目实施。我们也坚持特事特办的原则,简化审批程序,尽可能为基层开展灾后重建创造条件,切实加快建设进度。在灾后重建工作中,我们还用统筹城乡发展的思路,坚持恢复重建与农村危房改造、廉租房建设、生态移民搬迁、扶贫移民搬迁相结合,鼓励有条件的重建户进入城镇建房居住,既解决受灾群众的住房问题,又推进灾区城镇化的长远发展。


  上述“四个体系”和“四个坚持”,是我们搞好灾后恢复重建的有力保障,也在今年我省抗洪救灾工作中发挥了重要作用。我们坚信,在党中央、国务院的坚强领导下,在社会各界的大力支持下,我们一定能如期完成地震灾后恢复重建任务,也有决心夺取今年抗洪救灾的全面胜利,确保陕西经济社会持续快速发展。


  最后,向承办此次研讨会的四川省政府致以由衷的谢意,再次感谢国家各部委、兄弟省市和有关国家、地区以及国际组织对陕西的大力支持,并真诚邀请大家到陕西参观考察。

VICE GOVERNOR OF SHAANXI PROVINCE

  Good morning, ladies and gentlemen,
On the occasion of the completion of reconstruction after Wen Chuan earthquake happened on May 12, 2008, 3 deadly-stricken provinces and National Administration Institute jointly host this international seminar to summarize the success achieved during the earthquake relief work and after-quake reconstruction, intercommunicate the work methods, experience and patterns, especially to listen to the ideas and suggestions from experts, which will be instructive for us to accomplish all kinds of reconstruction missions with high efficiency, high standard and high quality. It will also provide valuable reference for China and all countries around the world when facing big natural calamities. Here, on behalf of Shaanxi Provincial Government, I’d like to extend my warmest congratulations to the seminar and avail this opportunity to extend my sincere thanks to ministries of the state, international organizations, foreign governments for your great support during the reconstruction. Next, I’d like to briefly introduce the progress of the after-quake reconstruction and some experience.

  I.  Progress of the After-quake Reconstruction
Shaanxi province was one of the three most deadly hit provinces during Wen Chuan earthquake. 10 cities were affected by the disaster in different scale with a direct loss of 24.5 billion Yuan. Ning Qiang, Lue Yang, Mian Xian counties and Chen Cang district of Baoji City were listed as severely-hit counties and were fit into national plan and partnership assistance. Nan Zhen and other 35 counties were listed as generally-hit counties and were asked to be rebuilt with our own funds. In these two years, with the correct guidance of the central party committee and the state council, and with the unselfish assistance from the international community, Tian Jing city and other brother provinces and cities, the party committee and government of Shaanxi province led Shaanxi people to work hard and preserving, rely on our own effort and made big progress and achievement in the reconstruction. By the end of July, 22.918 billion Yuan investment was made in the 4 severely-hit counties, accounting for 74.1% of the total investment; 4115 projects were started, accounting for 99% of all projects; 2448 of them were accomplished, accounting for 59%.

  (I). Rural housing and Tian Jing assisting projects were accomplished firstly. Houses of 241,200 households were repaired and reinforced by the end of 2008. Repaired houses of 121, 400 households were finished by the end of November, 2009. 295 projects of 9 categories launched by Tian Jing to Ning Qiang and Lue Yang counties were finished and put into use. Ning Qiang Tian Jing Middle School, Ning Qiang Tian Jing Hospital, Lue Yang Tian Jing High School, Lue Yang Tian Jing Vocational Center became model projects for the partnership assisting projects. Meanwhile, in order to further deepen the all-round economic and social cooperation between Shaanxi and Tian Jing, we signed Minutes on Handing over the Assisting Projects and Reinforcing all-round Cooperation, which defined relevant issues about future cooperation and exchange.

  (II). Remarkable achievements have been made in reconstruction of houses in towns, schools, hospitals and other public service buildings. 10,910 apartments were planned to be built and 8792 apartments have been finished, accounting for 81% of all the planned ones. 416 schools are in construction with the operating rate of 99%, among which, 333 have been finished, accounting for 79%. Projects concerning medical and public health were all started and 682 of them have been accomplished, accounting for 93%. 2216 projects concerning public service facilities, culture, sports, employment and social security were started, accounting for 99%. 1596 have been finished, accounting for 72%. After reconstruction, public service buildings such as schools, hospitals, homes for the aged were greatly enhanced.

  (III). Infrastructure projects in countryside and towns and industry projects were implemented with faster pace. 777 rural projects were all launched. 84 of 87 township projects were started. 121 infrastructure projects of 122 were started. 228 of 234 industry projects went into operation. 79 of 80 projects of market service system were on stream. A large scale of transportation, energy, irrigation projects have been accomplished gradually. So far, the infrastructure of the quake-stricken area is much better than before. All these enhanced the “blood-generating” ability and play an important role in the economic and social development in those places.

  (IV). Disaster prevention and deduction and ecological restoration projects go through smoothly. 360 of 372 disaster prevention and deduction projects were started to operate, accounting for 97%; 186 of 192 ecological restoration and environmental renovation projects got into operation, accounting for 97%; 54 projects of land coordinate and environment rectifying projects have been operated. Feng Huang Shan geological disaster emergency treatment project has been accomplished and checked. Other projects are making progress as planned.
According to the progress of these projects, Shaanxi can basically finish all the reconstruction tasks by the end of September this year; realize the goal of “accomplishing duties of 3 years in two years” set by the central party committee and the state council and ensure each household has place to live, each family has employed member, each person has guarantee, facilities are improved, economy grows and the environment is enhanced.

  II. Some Experience from Earthquake Relief Work and Reconversion
Reviewing the earthquake relief work and reconstruction in the past two years, we deeply feel the firmly leadership of the central party committee and the state council as well as the advantage of China’s political system, which is also the fundamental guarantee for our success; feel the tenacity and cohesive force of Chinese people when facing tremendous disaster are big support for our success; and highly effective mobilization, , feel the powerful management and executive capacity of the party committees and governments of all levels are important foundations for our success. We also deeply feel that if we want to ensure a high efficient, high standard and high quality reconstruction, and make sure the quake-hit people are settled down as soon as possible, we must strengthen the leadership, plan scientifically, give priority to key projects, strengthen supervision and put all these measures into implementation. Specifically speaking, it is to establish “4 systems” and “4 insists”.

  (I). Build “4 systems”.
A unified organization leadership system must be built to ensure the earthquake relief work and reconstruction. After the earthquake, the conducting organizations of all level governments were formed quickly. It coordinated the upper level government with the lower ones, coordinated the army with the local government, mobilized all people around and collaborate the efforts of different regions to ensure a harmonious and orderly relief work. When coming into the recovery period, according to the overall plan of the central government, we established leadership organizations of different levels  timely to strengthen the organization and coordination of reconstruction work; establish supervising mechanism of relief funds and goods to ensure the safe and effective utilization of state investment and social donations; we also sent  working teams to the frontline and guide the reconstruction work in the quake-stricken counties and regions.

  A scientific planning system must be built to make sure the relief work and reconstruction. We made 40 county-level project plans, 4 implementation plans for severely-hit counties, Tian Jing assisting project plan, plans for partnership assisting projects, implementation plans for rural housing, schools, hospitals, water supply facilities, etc. Departments and governments of cities and counties tried hard to raise funds, operate projects, speed up the process, guarantee the construction quality and took responsibilities according to the reconstruction plan set by the provincial government and push forward the reconstruction work in an orderly and effective way.

  A systematic and effective supporting system must be built to make sure the relief work and reconstruction. During the whole process of reconstruction, the central government issued Ideas of Policies and Measures on the After-quake Reconstruction and Guiding Ideas on the After-quake Reconstruction as well as some other important documents. Concerning the reality of Shaanxi province, we formulated supporting policies on finance, land, etc and assisting policies on people’s lives, policies about subsiding the earthquake hit people to build houses, which played a crucial role in earthquake relief and reconstruction. Especially the great plan of the central government on partnership assisting mechanism, which required Tian Jing to support Ning Qiang and Lue Yang counties in Shaanxi. We also carried out partnership assisting in Shaanxi province proper. All these measures speeded up the reconstruction.

  A strict and standard supervision system must be built to ensure the relief work and reconstruction. The security of funds for relief work and reconstruction is highly concerned by the whole society and the construction quality is crucial for the success of reconstruction. Therefore, from the beginning of relief work, both the central party committee and the state council paid much attention to fund supervision. They made careful arrangement, offered clear requirements and visited the stricken regions for several times. According to the arrangement of the central government, Shaanxi also established and perfected our own supervision organizations, policies and rules, strengthened the supervision measures and formed a supervision and inspection mechanism which collaborated auditing, discipline inspection and supervision, state, province, cities and counties. Shaanxi Provincial Discipline Inspection Committee and Shaanxi Supervision Bureau sent special envoys timely to relief fund and commodity administration departments such as the provincial Red Cross, Provincial Charity Association and Provincial Civil Affairs Bureau, followed up and supervised the fund and goods reception and issuing, publicized the utilization of donations to the public periodically to ensure a clear and reliable account. All the reconstruction projects are in line with the goal of “no regrets, no hidden perils and no burdens”. They supervised the quality, security, cost and function and made sure the reconstructed buildings were safe.

  (II) Four Insists
Firstly, insist on giving priority to people’s interest and people’s lives. In the 4 severely-hit counties, first priority was given to repair and rebuild houses, schools, hospitals, homes for the aged and other public facilities. Office buildings for governments started to be repaired and rebuilt only since this year. The provincial government allocated 5 billion Yuan to initiate 1145 projects concerning education, public health and homes for the aged in 36 generally-hit counties to keep the same construction pace with those ones in severely-hit counties.

  Secondly, insist on making an overall plan of fund utilization. After the earthquake, except for fiscal investment from government of different levels, there was also large amount of social donations, partnership assisting funds, special party membership dues and donations to the Red Cross and Charity Association. The provincial government set a principle of “clear channels, no change of the functions, utilizing as a whole, meriting separately, being open and transparent.” We effectively integrated donations from all sides and made full use of the fund to ensure all money were used on reconstruction and to quake-hit people and make full use of all kinds of relief funds.
 
Thirdly, insist on formulating rules and systems and guaranteeing the quality. Since there were too many and tough reconstruction projects after quake, in order to guarantee the quality, the provincial government formulated Quality Management Measures for After-quake Reconstruction Projects, Temporary Measures of Executive Punishment on Quality Problems of After-quake Reconstruction Projects, Measures on Checking After-quake Reconstruction Projects, Notice on Strengthening Supervision on Biding for After-quake Reconstruction Projects, and Notice on Strengthening the Supervision of Relief Funds and Commodities. All these rules rectified the working process of reconstruction, clearly defined the duties of choosing location, building design, project bidding, construction and check. We were strict in choosing construction teams, building materials and construction supervision and checking to guarantee each project is safe and disburden.

  Fourthly, insist on innovating and jointing efforts to push forward the progress. This after-quake reconstruction was powerfully supported by several ministries of the state council. They broke up the tradition, simplified the procedures, gave full play to ourselves in planning, land, etc, and greatly pushed forward those projects. We also insisted on treating special issues specially and simplified the procedures and tried out utmost to provide conditions for grass level governments and accelerated the construction pace. Furthermore, we planed the development of the urban areas and the rural ones as a whole, insisted on combining reconstruction with repairing dangerous houses in the countryside, construction of low-rent houses, immigration for ecological reasons and immigration for poverty-relief reasons as a whole. We encouraged some households to move into towns, which not only solved the housing problem of quake-affected people but also pushed forward the long-term development of the quake-hit areas.

  These “four systems” and “four insists” are powerful guarantees for our reconstruction and played a crucial role in flood-fighting of this year. We are assured that with the firm leadership of the central party committee and the state council, as well as the great support from all walks of life, we will accomplish all reconstruction tasks in time and we are determined to be successful in the fight against flood and ensure a steady and fast economic and social development in Shaanxi.

  Finally, I would like to express my sincere thanks to the host—Sichuan provincial government and extend my appreciation again to governments of different countries, international organizations and ministries of the state for your tremendous support. Also, I would like to take this opportunity to invite you to visit Shaanxi.
