Yin Li Presides Over 29th Executive Meeting of the People's Government of Sichuan Province

On July 8, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of Sichuan Province, presided over the 29th Executive Meeting of the People's Government of Sichuan Province. During the meeting, guidelines of recent important meetings and documents of the CPC Central Committee and the State Council were conveyed and studied. Meanwhile, discussions were carried out to develop pilot free trade zones and pilot areas for coordinated reform, promote high-quality development of the construction industry, standardize development of the financing guarantee industry, and protect ancient and famous trees.

In principle, the meeting approved the "6+1" Overall Plan for China (Sichuan) Pilot Free Trade Zones and Pilot Areas for Coordinated Reform. The Plan stipulates the implementation scope and functional positioning for the seven pilot areas for coordinated reform, including Deyang City, Ziyang City, Meishan City, Manchong City, Zigong City, Neijiang City and Wenjiang District (6+1). The Plan calls for local governments to focus on common institutional experiments such as investment, trade, finance, innovation and entrepreneurship, and transformation of government functions, while also attaching importance to local resource advantages and development potential. In accordance with the "5+1" modern industrial system (including electronic information, equipment manufacturing, food and beverage, advanced materials, energy and chemical industry, plus digital economy), efforts should be made to promote complementary, coordinated and dislocated development of industries. According to the Plan, pilot areas for coordinated reform, in parallel with Sichuan Pilot Free Trade Zone, shall undertake provincial administration authority, and establish an incentive mechanism that encourages innovation, tolerates failure and allows for and rectifies errors.

The meeting adopted the Implementation Opinions on Promoting the High-quality Development of Sichuan Construction Industry. The Opinions points out the direction and puts forward measures to advance the high-quality development of construction industry in Sichuan Province, aiming at promoting the development of prefabricated buildings, actively pushing for green buildings, developing headquarters economy of the construction industry, improving project bidding system, accelerating the reform of the organization and implementation of construction projects, implementing project guarantee system, innovating project cost management, facilitating standardization of project quality and safety, enhancing enterprises' innovative ability in science and technology, supporting the development of private enterprises and accelerating efforts to train industrial workers.

The meeting, in principle, approved the Implementation Opinions on Promoting Standard Development of Financing Guarantee Industry. It specifies that efforts shall be stepped up to accelerate the establishment of a financing guarantee system with provincial re-guarantee companies as the leading agencies, state-owned financing guarantee companies as the main body, high-quality private financing guarantee companies as the supplement, and banking financial institutions as the support, which mainly serves small and micro enterprises, "agriculture, rural areas and farmers", and strategic emerging industries. At the same time, it also calls to steadily innovate business models, strengthen supervision of science and technology and whole-process supervision, and ensure that no systemic risks occur.

The meeting agreed to designate Linshui Economic Development Zone as a provincial high-tech industrial park.
