Huang emphasized that Aba should thoroughly study and implement the spirit of the national Two Sessions, focus on high-quality development as the top priority, move forward with proactive and timely initiatives, make every effort to build a comprehensive transport network, fully leverage its advantages in green ecological and revolutionary cultural resources, and effectively transform the decisions and plans of the CPC Central Committee and the State Council into tangible outcomes in accelerating the high-quality development of ethnic minority areas.
The Qingbaijiang-Zhenjiangguan section on the Sichuan-Qinghai Railway was officially opened to traffic on November 28 last year, ending the absence of railway connectivity in the Northwest Sichuan Plateau. As four months have passed, Huang Qiang is deeply concerned about the ongoing construction progress of the remaining railway sections. He visited Anhong Township, Songpan County, to learn about the management of the slip at the No.8 transverse gallery construction site of Desheng Tunnel, which is a control project along the whole line, and encouraged the construction team to prioritize safety and quality, aiming to achieve the scheduled breakthrough by the end of May. Subsequently, Huang Qiang went to the Huanglongjiuzhai Railway Station, where he carefully inspected the construction of the station's front square and waiting hall. He asked to fully consider factors like peak tourism and extreme weather, develop the plan as soon as possible, expand traffic capacity by constructing integrated transportation hubs and other means to better meet operational demands, and ensure architectural coordination and unity. Two years ago, Huang Qiang once made an inspection tour of Ruoergai County, visiting the Baxi Conference memorial site and the residence where Comrade Zhou Enlai recuperated, outlining precise requirements for effectively preserving and managing revolutionary resources. Caring about the current progress, Huang Qiang revisited the area. He was pleased to observe that Comrade Zhou Enlai's former residence has been successfully preserved and renovated, the Baxi Conference site is under secure conservation, and the comprehensive enhancement of the surrounding environment has yielded significant achievements. He said that the informal meeting of the Political Bureau of the CPC Central Committee held in Yanong Village, A'xirong, is of great significance. He stressed the need to enhance contacts with entities such as the Party History Department of the CPC Central Committee, gather more archival materials and artifacts, thoroughly investigate the situation of the Red Army's station in the village at that time, employ various methods to reconstruct the historical setting, systematically sort out and organize relevant information to narrate this pivotal chapter in revolutionary history more effectively. In line with the "like-for-like renovation" principle, it is essential to completely preserve and reinforce the site's existing external walls, and meanwhile, thoroughly restore the Baxi Conference site to its original state by using traditional craft materials and engaging local folk artisans, aiming to guarantee its longer-term protection.
Huang Qiang also conducted a careful inspection of Ruoergai County's specialized agricultural and animal husbandry products, including highland barley beer, highland barley biscuits, yak milk powder, as well as products made from yak wool and yak leather. He encouraged the locality to transform local specialized products into high-end cultural tourism offerings, actively seize the market, and promote the brand "If Poetry, If Painting, in Ruoergai."
During the inspection, Huang Qiang affirmed the effectiveness of Aba Prefecture's work. Huang Qiang emphasized the need to adhere to transport coming first, employ parallel construction methods to expedite the development of the Sichuan-Qinghai Railway, ensure the high-quality construction of stations and associated facilities along the line, and strive to complete the Chengdu-Huangshengguan section and open it for traffic before National Day this year. Concurrently, there is a need to accelerate the development of critical infrastructure projects, such as the Jiajinshan Tunnel and the JiuMian (Jiuzhaigou-Mianyang) Expressway, maximize the synergistic benefits of airports, high-speed rails, and expressways, and expedite the establishment of an integrated system that includes both rapid transit options and leisurely travel alternatives. It is crucial to make good use of the abundant resources related to the Party's heritage, thus making cultural tourism consumption more popular and vibrant. Efforts should be directed towards effectively driving integrated development across primary, secondary and tertiary industries, vigorously pursuing intensive processing around healthy agricultural and animal husbandry resources, such as highland barley and yak, fostering more market-aligned products, attracting domestic and foreign enterprises to gather and develop by establishing industrial parks, thereby more effectively stimulating fiscal revenue growth and enrich farmers and herders.
