Peng Qinghua Chairs the 14th Meeting of the Comprehensively Deepening Reforms Commission of the CPC Sichuan Provincial Committee

  On September 13, 2021, Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee and Director of the Comprehensively Deepening Reforms Commission of the provincial committee, chaired the 14th meeting of the Commission and gave a speech. Peng underlined the need to study and implement in depth the important discourses made by General Secretary Xi Jinping on comprehensively deepening reform, and to closely seize opportunities in the new development stage, implement the new development philosophy and integrate into the new development paradigm. Besides, he urged efforts to maintain the important position of the comprehensive deepening of reform, effectively advance reform in various fields, and ensure high-quality completion of the annual reform tasks.

  Important attendees of the meeting also included Huang Qiang, Vice Secretary of the CPC Sichuan Provincial Committee, Governor of the People's Government of Sichuan Province and Deputy Director of the Comprehensively Deepening Reforms Commission of the provincial committee, and Deng Xiaogang, Vice Secretary of the CPC Sichuan Provincial Committee and Deputy Director of the Comprehensively Deepening Reforms Commission of the provincial committee.

  All attendees deeply studied the spirits of the 20th and 21st meetings of the Central Commission for Comprehensively Deepening Reform and were briefed on the 2021 report on the advancement of special reform programs prioritized by provincial officials and the overall progress of the pilot integrated reform at the county level in the construction of Chengdu-Chongqing economic circle. They also reviewed several reform programs, including the Implementation Opinions on Cultural Enterprises' Adherence to the Correct Orientation and Fulfillment of Social Responsibilities, Implementation Plan for Regulating the Development of Private Compulsory Education in Sichuan Province, Implementation Plan for Advancing High-Quality Development of Public Hospitals in Sichuan Province, and Implementation Plan for Promoting Healthy Development of Elderly Care and Childcare Services.

  The meeting demanded efforts to fully leverage the comprehensive deepening of reform to facilitate the integration into the new development paradigm. Sichuan should, led by the construction of Chengdu-Chongqing economic circle, integrate into the new development paradigm, continue exploring various forms for realizing the reform in moderate separation of economic zones and administrative regions, and build a regional community with coordinated development. Sichuan needs to focus on building a high-level innovation platform to advance the reform of the sci-tech system and expedite the construction of pilot demonstration areas for sci-tech innovation in the Western China (Chengdu) Science City and China (Mianyang) Science and Technology City. The province should unswervingly expand the opening to the outside world, accelerate the construction of China (Sichuan) Pilot Free Trade Zone and other high-level open platforms, and create a hub featuring a "dual circulation" of domestic and international markets.

  According to the meeting, Sichuan must, based on the goal of having CO2 emissions peak and achieving carbon neutrality, promote the synergy of anti-pollution and carbon reduction work, continue to promote energy mix restructuring, and further facilitate the province's reform in the ecological civilization construction system and the comprehensive green transformation of economic and social development. The meeting stressed the necessity of listing the preparation of territorial spatial planning by area at the town and village levels in the overall plan for comprehensively deepening reform and underlined the importance of the "second half" of the two reforms. It is a must to take into account the resource endowment, natural geographical conditions, economic foundation, culture and history, social ties, service radius and other factors for scientific and reasonable division of the area and preparation of planning. Based on the planning, the province should study the layout of industrial development, infrastructure, education and medical care, elderly care and childcare, fire emergency, and ecological and environmental protection, and further optimize the allocation of public resources, so as to lay a foundation for high-quality economic development at the county level, comprehensive rural revitalization and new urbanization. Moreover, Sichuan needs to encourage community-level exploration and innovation based on the actual conditions and put more effort into original reform in terms of driving forces.

  Other attendees included members of the Comprehensively Deepening Reforms Commission of the CPC Sichuan Provincial Committee, relevant provincial officials, and heads of relevant provincial departments and central departments in Sichuan.
