Sichuan Issues 10 Measures to Ensure Supply and Stable Price of Gravel

  On September 6, Sichuan Provincial Development and Reform Commission held the first meeting of the coordination mechanism for gravel supply guarantee and price stabilization in the province, announcing the supply and demand of gravel market, price operation and gravel guarantee for key projects, analyzing the difficulties and problems faced, and discussing and arranging the next steps.

  The effective supply of gravel and the stable operation of its price are related to the smooth implementation of major projects and the overall economic and social development of the province. The meeting emphasized that all member units should further improve their understanding and strengthen cooperation to ensure the effective operation of the coordination mechanism of gravel supply guarantee and price stabilization, and strive to put into practice the Implementation Plan of Sichuan Province to Promote Healthy and Orderly Development of Gravel Industry and the Ten Measures of Sichuan Province to Make Further Progress in Gravel Supply Guarantee and Price Stabilization.

  In order to effectively guarantee gravel supply on the province's market, Sichuan Provincial Development and Reform Commission and other 12 departments have recently issued the Ten Measures of Sichuan Province to Make Further Progress in Gravel Supply Guarantee and Price Stabilization.

  In terms of strengthening the scientific layout of gravel production capacity, efforts should be focused on resource-rich areas such as Mianyang, Deyang, Leshan and Ya'an to reasonably lay out regional gravel supply guarantee bases under the mechanism. River gravel resources should be explored and assessed. Provided that rivers can function well in flood control, ecology and navigation safety, eligible gravel mining plans should be compiled as quickly as possible.

  In terms of accelerating the release of the existing gravel production capacity, gravel enterprises under construction should be boosted to start production and reach their production capacity as soon as possible. All kinds of enterprises should be encouraged to carry out mergers and reorganizations through market-oriented and law-based means. Efforts should be made to improve the intensive, large-scale and standardized production and operation of gravel enterprises, and actively explore and promote the government-guided unified river gravel operation and management model.

  In terms of improving the newly-added gravel capacity in an orderly manner, efforts should be made to speed up the transfer of gravel mining rights around key projects, include the backbone gravel projects under the mechanism into the province's key industrial and technological transformation projects, support leading gravel enterprises under the mechanism to develop provincial-level and above research and development platforms and increase efforts in key technology research and development, cultivate and develop backbone river gravel enterprises that integrate the operations of mining, transport and sales.

  In terms of actively expanding sand sources and supply channels, it is not necessary to apply for a mining license regarding gravel lawfully mined within the approved construction scope and during the construction period. Regarding the gravel generated by dredging and construction projects in river courses, except for those used by the projects themselves, an implementation plan for comprehensive utilization should be worked out and the local people's governments should organize the disposal.

  In terms of further reducing the cost of gravel transport, efforts should be made to guide the transformation of the gravel transport model from roads to railways, play the role of the railway transport corridor, and promote the adjustment of transport structure. Special railway lines should be built according to regulations for enterprises with an annual gravel transport volume of over 1.5 million tons under the mechanism.

  In terms of making further progress in the connection of gravel supply and demand, efforts should be made to establish a list of gravel production enterprises provincewide, collect capacity, output and other information, carry out dynamic management, and regularly release related information on the provincial government website; regularly monitor, analyze and announce the operation of gravel market price; sort out and issue the list of provincial key projects, and make statistics of their demand for gravel.

  In terms of establishing and improving the coordination mechanism, regular or irregular meetings should be held to coordinate and solve major problems and promote the implementation of major issues.

  In terms of strengthening monitoring, warning and information sharing, efforts should be made to establish and improve the information-sharing mechanism, guide local governments to regularly release gravel market information, and stabilize market expectations.

  In terms of strengthening supervision and inspection, efforts should be made to timely carry out special rectification action of illegal gravel mining; explore to establish a gravel traceability system, and support gravel production enterprises under the mechanism to develop information-oriented management platforms; move faster to set up Sichuan Gravel Industry Association; and carry out supervision and inspection of gravel market price.

  In terms of playing the major role of local governments, an emergency response mechanism should be established regarding gravel used for emergencies such as flood control and disaster relief to ensure gravel is used for the designated purposes, and local governments should coordinate and initiate the gravel supply guarantee in emergency response.
