More Than 4.25 Million New Urban Jobs to Be Created in Next Five Years

  Recently, Sichuan Provincial Department of Human Resources and Social Security issued the 14th Five-Year Plan for the Development of Human Resources and Social Security Undertakings in Sichuan Province. According to the Plan, in the next 5 years, new urban jobs will reach more than 4.25 million; the urban surveyed unemployment rate will be controlled within 6%, and the urban registered unemployment rate within 4.5%; the number of rural workers involved in transfer employment will be maintained to around 24 million.

  The plan, based on a comprehensive evaluation of the development achievements during the “13th Five-Year Plan” period and the current internal and external situations, puts forward the development goals and main indicators for the development of human resources and social undertakings during the “14th Five-Year Plan” period, and clarifies the roadmap and timetable for implementation. It is an important guiding document for the high-quality development of human resources and social undertakings in our province in the next five years.

  The Plan puts forward development goals in six aspects, and 27 indicators of 6 categories (employment, social security, human resources services, personnel, labor relations and public services) for the purpose of supporting the realization of the goals and highlighting the development focus of human resources and social undertakings, increasing 14 indicators on the basis of the 13th Five-Year Plan.

  Sichuan will achieve fuller and higher-quality employment. Employment capacity is continuously expanded; employment quality is continuously improved; environment for employment and entrepreneurship is continuously optimized; the skills and quality of workers are continuously improved; the employment in key groups is basically stable.

  A multilevel social security system will be further perfected. All legal personnel should be guaranteed, the basic endowment insurance for enterprise employees should be included in the national pooling; overall planning of unemployment insurance at the provincial level is realized; overall planning of employment injury insurance at the provincial level is further improved. The level of social insurance benefits is improved steadily, and the fund operates safely and stably. The coverage rate of basic endowment insurance reaches 95%, and the number of unemployment insurance and employment injury insurance beneficiaries reach 12 million and 14.7 million people respectively. The coverage of supplementary endowment insurance continues to expand.

  The market-oriented allocation of human resources is continuously optimized. Sichuan will build a high-standard human resources market system, and improve the social liquidity of human resources. The human resources service industry grows faster, and the total operating revenue of the provincial human resources service industry will reach 250 billion yuan.

  The construction of technical and skilled personnel is continuously strengthened. The mechanisms for training, introduction, use, assessment and incentives of technical and skilled personnel are further improved. A wage distribution system that contributes to increasing knowledge value and meets the characteristics of public institutions is basically established. The vitality of innovation and creativity is further released, with bigger scale, a more reasonable structure, and enhanced overall quality. The technical professionals and skilled personnel throughout the province will respectively reach 4.3 million and 13 million, providing a stronger talent guarantee for innovation-driven high-quality development.

  The mechanism for harmonious labor relations will be perfected. The labor relations coordination mechanism and the work systems and mechanisms are further improved; the mediation and arbitration system and mechanism for labor disputes are further improved; the efficiency of labor security supervision and law enforcement is further improved; the results of back pay control are further consolidated; the labor relations governance capacity is significantly improved, and the labor relations are generally harmonious and stable. The wage income distribution system of enterprises is further improved, and the mechanism for reasonable wage growth is further perfected.

  The quality and efficiency of human resources and social security public services are significantly improved. A public service system and standard system for human resources and social security will be fully established; smart service capacity and service quality are further improved; social security cards are widely popularized; the accessibility and equalization of basic public services are significantly enhanced.

  Sichuan Provincial Department of Human Resources and Social Security requires local human resources and social security departments to study and formulate specific implementation schemes in accordance with the determined objectives, tasks and major initiatives, perfect the guarantee, monitoring and evaluation mechanisms for the implementation of the Plan, and ensure the smooth implementation of the Plan and the realization of all objectives and tasks.
